QUOTE OF THE

DAYAnimals caused Earth’s first mass extinction, not catastropheThe Earth’s first mass extinction event 540 million years ago was caused not by a meteorite impact or volcanic super-eruption but by the rise of early ani-mals that dramatically changed the prehistoric envi-ronment, a new study has found. “People have been slow to recognise that biological organisms can also drive mass extinction,” said Simon Darroch, assis-tant professor at Vanderbilt University in US. “But our comparative study of several communities of Ediacarans, the world’s first multicellular organ-isms, strongly supports the hypothesis that it was the appearance of complex animals capable of altering their environments, which we define as ‘ecosystem engineers,’ that resulted in the Ediacaran’s disap-pearance,” Darroch said. The earliest life on Earth consisted of singlecelled microorganisms. They ruled the Earth for more than 3 billion years. Some of these microorganisms evolved to capture the en-ergy in sunlight. The photosynthetic process that they developed produced oxygen as a toxic byprod-uct. Oxygen was poisonous to most microbes that had evolved in an oxygen-free environment, making it the world’s first pollutant. However, for the mi-croorganisms that developed methods for protecting themselves, oxygen gave them the added energy they needed to adopt multicellular forms. Thus, the Ediacarans arose about 600 million years ago during a warm period following a long interval of extensive glaciation. Ediacarans spread throughout the planet. They were a largely immobile form of marine life shaped like discs and tubes, fronds and quilted mat-tresses. They remained attached in one spot for their entire lives, feeding by absorbing chemicals from the water through their outer membranes, rather than actively gathering nutrients. After 60 million years, evolution gave birth to animals. During the 25-mil-lion-year period of Cambrian explosion, most of the modern animal families—vertebrates, molluscs, arthropods, annelids, sponges and jellyfish—came into being. “These new species were ‘ecological en-gineers’ who changed the environment in ways that made it more and more difficult for the Ediacarans to survive,” said Darroch. The researchers analysed the youngest known Ediacaran community exposed in Namibia, in a site called Farm Swartpunt, which is dated at 545 million years ago. “We found that the diversity of species at this site was much lower, and there was evidence of greater ecological stress, than at comparable sites that are 10 million to 15 million years older,” Darroch said.

Actress Soha Ali Khan-starrer “31st Oc-tober”, her first film post marriage, may release alongside her husband actor Kunal Kemmu’s “Guddu Ki Gun” on Oc-tober 30. She says she is “not scared” of their box office “clash”. “I think it will be exciting. We have been married for six months, we need some excitement! The produc-ers have decided that they are going to release it (around that time). Octo-ber 31 is a sensible time to release our film because it’s called ‘31st Octo-

Kangana Ranaut, 28, who is enjoying success in Bollywood with two back-to-back hits, says she wants to enjoy moth-erhood at some point in her life but right now is too busy to think about it. Kangana Ranaut spoke about motherhood while commenting on live-in relationships and marriage. “I think live-in relations are overrated. People should be giv-en their space. The way marriages are crumbling these days, I don’t have anything to say but I am looking forward to moth-erhood. I am 28 and my mother keeps saying, ‘Don’t you want a fami-ly or something’ and I tell her that may be at some point,” said Kangana

while promoting ‘Katti Batti’ in Mumbai. While actresses like Sushmita Sen have already become mother through adoption, Kangana rules out that op-tion. “I don’t think I will adopt. I would want to change diapers. It’s hard work and I would like to take that responsibility.” Professionally, Kanga-na is happy that success came calling late in her life. “The best part of my success is that came late. Had it happened when I was a teenager, I would have ended up like my character. Because at 28, you are very balanced as a woman and that affects your perspective to ev-erything. So I am happy that I am tasting success now as I am more mature now. You wouldn’t want

Sony unveiled its flagship smartphone lineup for 2015, and instead of the two variants that most were expecting, we got three - the Sony Xperia Z5, the Sony Xperia Z5 Compact, and the Sony Xperia Z5 Premium. At the pre-IFA launch event in Berlin on Wednesday, the Xperia Z5 Premium was mentioned almost as an afterthought as Sony President and CEO Kazuo Hirai took time to walk through the features of the Sony Xperia Z5 and its smaller sibling, the Z5 Compact. However, it was the Premium that grabbed most of the headlines for being the first smartphone with a 4K display. While we’ve seen the emergence of 2K displays on smartphones, most people we know are happy with full-HD resolution. In fact, the iPhone 6 isn’t even full-HD and still we’ve yet to come across average users who say that it has a “low resolution” screen.

Europe’s biggest tech show might not officially get underway until Friday but already a host of leading computer makers have unveiled their latest models which will be hitting the shelves before the end of the year The best way to describe the IFA is to say it’s like the International CES but with a greater chance of rain. In terms of size and tech repre-sentatives plus the opportunity for global gadget debuts, it is well on par with its Las Vegas-based counterpart. As such it is the venue for the world-wide reveal of the first computers built to take full advantage of both Windows 10 and Intel’s lat-est-generation processors. When Australia were the best cricket team in the world between 1995 and 2010, they were also the most aggressive. When the West Indies were the best team in the world for the 15 years before that, they were also the most aggressive. The

Australian pace bowlers Mitchell Johnson and Josh Hazlewood could miss next month’s Test series in Bangladesh so they can rest ahead of a busy summer sched-ule. The Sydney Morn-ing Herald said Cricket Australia was intent on carefully managing their key quicks with a home series against New Zea-land and the West Indies to come from November. Australia also play a one-day series against India and two more Tests in New Zealand in the new year with selectors meet-

ing to discuss the tour of Bangladesh within the next few weeks. “There’s some important consider-ation that needs to be giv-en to managing our fast bowlers, not just in Ban-gladesh, but the full 10-Test season, and that will be part of the discussion,” CA’s team performance manager Pat Howard told the newspaper. “Mitchell Johnson and Josh Hazle-wood are two players that have had heavy work-loads and need to be man-aged carefully if we are to give them the best chance of success throughout that entire period. “Neither

player has had a pre-sea-son to prepare for the Australian summer and we think that’s particu-larly important.” If John-son and Hazlewood are rested it would open the door for Peter Siddle to continue his renaissance after bowling impres-sively in the final Ashes Test against England at The Oval last month. It could also see the recall of either Pat Cummins or James Pattinson to partner Mitchell Starc, although the selection of two spinners is possible given sub-continental conditions.

There has been an un-precedented increase in the number of loans is-sued fraudulently on the basis of fake documents and other cheating cases from Public Sector Banks (PSBs) in Gujarat over the last three years, data available with the Re-serve Bank of India (RBI) suggests. In terms of amount involved, the rise in fraud cases of loan in PSBs has shot up 3440% in state. The norms for availing loans from PSBs may look stringent, but data with the RBI shows that fraud in loan cases is steadily rising in PSBs in Gujarat and such amount run into thousands of crores. According to the banking regulator, from April 1, 2012 to June 30, 2015, around 160 fraud cases of cheating and forgery (of Rs 1 lakh and

above) worth Rs 1602.74 crore have been registered in the state. In a written reply in Lok Sabha ear-lier this month, minister of state for finance Jayant Sinha had revealed that PSBs do not report cases involving raising of loans on the basis of fake docu-ments separately. He fur-ther said that these cases are reported under the head ‘cheating and forg-ery’, which also include other types of fraud cases. Interestingly, in the few fraud cases reported by PSBs, role of some of the staff members was also found in issuing loans on the basis of fake docu-ments. Over the last three years, it has been found that in as many as five fraud loan cases worth Rs 1.9 crore, bank employ-ees’ role was found sus-picious and reported by banks.

The Pune bench of Na-tional Green Tribunal (NGT) has dismissed a petition seeking ceasing of work on the Garudesh-war weir project for non-compliance of envi-ronmental norms. Stat-ing a technical reason, the tribunal said that the case was brought before it more than six months after the construction had commenced and was thus “barred by limitation” of time period. Following the judgment, the pe-titioners have said that they would now move the Supreme Court. The NGT stated in its judg-ment that the application was not filed within six months from the day the

work was allotted to M/s Ritwick Construction Pvt. Limited in 2012. The counsel of the applicants had argued that the lim-itation in the case was five years and not six months, which was rejected by the Tribunal while citing the provisions of the NGT Act, 2010. A group of environmental activists had approached the NGT on January 16, 2014, demanding an immedi-ate stay on the ongoing construction of the weir, which will be a part of the larger Statue of Unity project, because no envi-ronmental clearance was sought from the Minis-try of Environment, For-ests & Climate Change (MoEFC). The weir is to

come up around 12 ki-lometres downstream of the Narmada dam. It will have a storage capacity of 1 million acre feet of water that will be pumped back to the dam and sent through turbines for pro-duction of extra electric-ity. It will also serve as a tourist attraction as part of the ambitious Statue of Unity project. Sardar Sarovar Narmada Nigam Limited (SSNNL), Guja-rat government, MoEFC, Chairman of Environ-ment Sub-Group of Nar-mada Control Authority (NCA), Union Ministry of Social Justice & Em-powerment and Ministry of Water Resources were made respondents in the case.

Eclipsed by the BJP in Gujarat, the Congress has decided to shift the office of its state president to fix what it calls “a fault in the stars”. Come Janmasht-ami and Gujarat Pradesh Congress Committee chief Bharatsinh Solan-ki’s office, which is locat-ed in the state Congress headquarters in Paldi, will be shifted to Manav Mandir in Memnagar area of Ahmedabad. Some of-fice-bearers will also shift to the new office, which would operate out of the rented second, third and fourth floors of the Star Square building in Memnagar. The old of-fice, called Rajiv Gandhi Bhavan, had undergone a major renovation 12 years ago. It is learnt that Solanki consulted a vas-tu shastra expert, who

suggested he shift the office.GPCC secretary Bhavin Vyas, who is also part of the party’s admin-istration branch, said the office was being shifted for two reasons — “to increase contacts in the western part of the city” and because “the current office has vastu dosh”. “There is some fault as per vastu shastra in the Paldi office. The seat-

ing arrangement is in the north-south direction. In the new office, we have kept the seating arrange-ment in east-west direc-tion,” Vyas said. “There is a friend of saheb (So-lanki), who helped him get the new office vas-tu-enabled,” Vyas said. Solanki did not respond to calls or messages seeking a comment. “The office is also being

shifted because of the practical purpose of in-creasing contacts in the western part of the city, which is expanding rap-idly. The Paldi office is almost on the banks of the (Sabarmati) river, so it is closer to the eastern part,” Vyas added. Paldi is adjacent to a Muslim neighbourhood, while Memnagar is a Hin-du-dominated locality.

Gujarat high court re-cently rebuked the state government for delaying the filing of an appeal since it had lost trace of a file for 17 days. Inter-estingly, the rebuke came a good 17 years after the appeal urging the HC to pardon the delay was filed in 1998. Hearing on the appeal took place for the first time recently in Au-gust 2015. In the appeal, the government had clar-ified that the delay was the result of a file that was untraceable for 17 days since a clerk in the state

social welfare department first went on casual leave and was transferred later. Refusing to pardon the delay after all these years, Justice G R Udhwani came down heavily for the “vague explanation”. “The rules contemplate handing over of the charge by the employee on leave to another employee so that public work does not suffer... The so-called loss of file for about 17 days is nothing but a negligent act and cannot be considered a good ground for con-doning the delay,” Justice Udhwani said. The case is

quite curious too. A special court in Mehsana ordered the social welfare depart-ment to pay compensation to a victim of caste atroc-ity. The trial completed in 1997 proved that the ben-eficiary was no victim of caste violence. The court ordered the government in July 1997 to recover the compensation amount from the beneficiary. After some delay in deciding, the state government filed an appeal arguing that nei-ther the department nor the victim was heard by the trial court before pass-ing the recovery order.

Five legislators from the constituencies around the Gir sanctuary have approached the Guja-rat high court raising objections to the newly formed eco-tourism pol-icy for the last abode of the Asiatic lions. Upon the HC’s directions, the state government came up with a uniform eco-tourism policy that has laid down norms for construction. Po-lice permit construction of low-rise buildings 1-2km from the sanctu-ary’s border. They also permit construction of non-commercial build-

ings for residential pur-pose in 2-5km periphery of the sanctuary. The permission for this has to be obtained from a committee comprising the district collector, a top forest official, DDO and SP of the district concerned. The legis-lators, Jawahar Cha-vda from Manavadar, Babubhai Vajha from Mangrol, Harshad Rib-adiya from Visavadar, Punjabhai Vaunsh from Una, and Jasha Barad from Talala, have sub-mitted in their petition that local people have begun facing problems due to the new policy.

ployed at the venue. While the Patidar agitation had first turned violent during a rally in Mehsana’s Vis-nagar town on July 16, a mob on the night of Au-gust 25 torched the houses ministers Rajnikant Patel, Nitin Patel and BJP MLA Jayshree Patel. Offices of Visnagar MLA Rishikesh Patel and Unjha MLA Naran Patel were also ran-sacked, and several buses and police chowikes came under attack. Anandiben too hails from Mehsana. “A good-strength security team, consisting of nearly 600 personnel, will be de-ployed. This includes SRP as well as a local police team under Deputy Su-perintendent of Police,” said an official from the Home Department. Me-hsana collector Lochan Sehra said: “The venue is Bahucharaji temple premises, which has been

recently developed by lo-cal body.” Claiming that only one open ground was available and it was now being used as helipad, the collector said, “The law and order situation is normal.” The sources, however, maintained that earlier the function was being planned at the open ground near the helipad, but the venue was changed due to security reasons. In her appeal to Gujarat cit-izens on eve of August 25 rally, Anandiben had rejected the Patidars’ de-mand for OBC status and reservation benefits, citing constitutional and legal provisions. On August 25, the government had re-jected Patidar leader Har-dik Patel’s ultimatum that Anandiben must visit the agitators at GMDC ground within 48 hours and give assurance in writing about the OBC quota.

The portal set up by the department of information and technol-ogy receives transaction statistics from web-based applications periodically on near real-time basis. Gujaratis do it paperless and take to internet for all registrations be it land record or a new birth. Gu-jarat has recorded 151.09 crore e-transactions from Jan 1, 2013 to September 2, 2015 in the standard services provided under state government proj-ects. This year alone, over 39.84 crore e-transactions have been recorded in state. According to eTaal

(Electronic transaction aggregation and analysis layer), public distribution system, land revenue and utility and bill payments are the top three services which record the maxi-mum use, comprising of 70% or around 105 crore of e-transactions in state. Gujarat is next to only central government in terms of use of e-services for governance as cen-tral government projects recorded over 250 crore e-transactions since Jan-uary 2013. Gujarat gov-ernment currently offers more than 500 services through e-governance. The government is also implementing ‘mobile governance’ across the state as an extended arm of e-governance.
