DAYThe post-dengue prognosisIn any free society where terrible wrongs exist, some are guilty; all are responsible.” While these words of Rabbi Abraham Joshua Heschel ring true for many social and political ills that appall us, they are also a timely reminder of our collective respon-sibility to correct the pathetic state of public health in our country. Accepting the failures of a dysfunc-tional health system with passivity or being paci-fied by reflexive responses to any crisis, while ig-noring the crying need for systemic reforms, makes us all responsible for the poor health indicators that place India behind our South Asian neighbours, other BRICS nations and, for some indicators like child immunisation, sub-Saharan Africa. There is justified outrage at the tragic deaths of children from dengue under deplorable conditions of apathy and neglect in the capital of India. As often hap-pens, there is an immediate search for individuals and institutions to whom the guilt could be readily apportioned. There are many who will be blamed, and will in turn point the finger at others — the state and Central governments, municipal corpo-rations, private hospitals, public health functionar-ies, negligent householders and careless construc-tion workers who let water stagnate for mosquitos to breed. Alas, all this sound and fury will abate when the virus takes a holiday in a few months, and the underlying cause — the long neglect of people’s health as a policy priority — will remain unaddressed. The Delhi-centric national television channels have rightly vented anguish and anger over these terrible tragedies. Their gaze does not, however, extend to other tragedies that regularly visit people across India due to a health system that fails them. Buried inside a national newspaper on April 12 this year was the heartrending story of a tribal in Odisha who allegedly felt forced to sell his two-month-old son for Rs 700 to buy medicines for his sick wife. Which channel picked up that story? Each death, disability or disrupted life that could have been avoided by effective prevention or early and appropriate healthcare should be a blow against our conscience. But, alas, they do not afford us the voyeuristic excitement of a high society murder. Back to dengue. This virus is no stranger to Del-hi, or many parts of India, which are endemic (fa-voured residence) to it. Yet, each monsoon season, we react as though it is a stealth bomber catching us by surprise. We are familiar with all four strains. Often, viruses tend to transmit rapidly as the hu-man host population increases in size and density. This can portend future danger for big cities.

Gujarat high court on Monday directed the state government to fence wa-ter bodies to prevent them from becoming dump-ing grounds and, subse-quently, natural breeding grounds for mosquitoes causing dengue. The di-rection comes at a time when the vector-borne disease has claimed four lives in the city and more than 700 cases have been reported. Citing an earlier order passed by the high court, a bench of acting chief justice Jayant Patel and justice NV Anjaria said that all government land must be protected, especially water bod-ies like lakes and ponds. They should be prevented from turning into dump-ing grounds and being en-croached upon. The court said that the government should start doing this at least by fencing ponds in the city so that peo-

ple don’t dump waste in it and water bodies don’t become a breeding ground for mosquitoes at a time when people are dying of dengue. The au-thorities allow encroach-ment and if construction takes place, the situation becomes irreversible. The government must protect ponds, the court said. The high court made these ob-servations while hearing a PIL filed by an Aam Aad-mi Party (AAP) mem-ber Rituraj Mehta, who brought to the court’s no-tice the dumping of waste by Ahmedabad Munici-pal Corporation and local builders on a water body in Thaltej locality. The HC ordered the munici-pal commissioner to de-pute an inspector to get the waste removed from the pond in a week’s time and intimate the district collector, who has been asked to fence the pond in the next four weeks.

Patel and others were allegedly accused of accepting bribe to the tune of Rs13 crore after Sai was accused of rape along with his father Asaram by two Surat-based sisters. Investigating authorities had sought a trial court’s consent to conduct voice spectrography of Patel for

further investigation and accordingly obtained an order from a trial court on September 4 to collect the suspended police offi-cer’s voice samples. Cit-ing various orders by high courts and the Supreme Court, Patel, however, questioned this order be-fore the high court on the ground that he cannot be compelled to give voice sample against his will. Justice J B Pardiwala is-sued a notice to the state government seeking their reply by October 8, but he observed that the issue was pending before the apex court’s larger bench after two benches passed contradictory orders.
