The government on Monday unveiled the draft proposals for facilitating electronic transactions, a day after the plan to push for cheaper card payments. The government will also examine the feasibility of removing convenience fee, service charge, surcharge for card payments at petrol pumps, gas agencies and for railway tickets. Accord- ing to the draft proposals, tax benefits could also be provided to mer chants for accepting electronic pay- ments. “For example, an appropriate tax rebate can be extended to a merchant if, say, at least 50% value of the transactions is through electronic means,“ the draft paper said. “Alternatively , 1-2% reduction in value added tax could be con- sidered on all electronic transactions by merchants.“ The aim is to improve the ease of conducting trans- actions for individuals, build a transaction history to enable improved credit access and financial inclu- sion, reduce tax avoidance and minimize the impact of counterfeit money .It is also aimed at reducing the risks and cost of carrying cash for individuals and cut down the cost of man- aging cash in the econo- my , according to the draft proposals. The draft paper said the ex- ist ing inter-change fee on debit and credit card trans- actions are not uniform and need to be standardizedra- tionalized to encourage both issuing and acquiring banks to set up and utilize acceptance infrastructure. It said the authentication requirement for different classes of transactions could be re-examined based on the risk profile and safety requirements. Utility service providers could be advised to give a discount to users for small ticket payments through e-payments, on the lines of BSNL, which provides an incentive of 1% of the billed amount if the payment is done through electronic mode.

Why cashless is the way to goBringing back black money and reducing the size of the shadow economy are a key part of the ruling Bharatiya Janata Party’s (BJP) agen-da. One way of reducing corruption and tax avoidance is to go cashless. Towards this end, the BJP-led National Democratic Alliance gov-ernment has suggested tax breaks for consumers and merchants using credit/debit cards, lower transaction fees for electronic payments, making high-value transactions mandatory through elec-tronic means and imposing a levy on cash pay-ments above a certain value. These proposals are not a moment too soon. As the chart shows, the demand for cash in India is high in comparison with other large economies. Currency in circula-tion in India amounted to 13% of the country’s gross domestic product in 2013-14, way ahead of advanced economies. Even fellow emerging economies such as China and Brazil have lower cash circulating as a percentage of their econom-ic output. To be sure, developing nations in gen-eral have higher demand for cash simply because there is a higher proportion of unbanked people in such countries. According to the World Bank Financial Inclusion Database 2014, about half of India’s population doesn’t have access to a bank account. The Jan-Dhan Yojana, which has seen about 16.27 crore accounts opened in the last 10 months, will go some way towards addressing the problem. The second reason why cash is pre-dominant in developing nations is because these are economies in transition. Increased monetiza-tion and commercialization (for example, selling agricultural produce for cash where previous-ly one would barter with a neighbour) lead to a high demand for cash in circulation. African and Latin American nations, home to emerging and so-called frontier markets, have seen the fastest growth in cash demand in recent times, according to a speech by K.C. Chakrabarty, former deputy governor of the Reserve Bank of India (RBI) at the Banknote Conference 2014. At the same time, however, alternative methods of payments are gaining popularity in India. Incentivizing cash-less transactions is a good step as can be seen from the example of South Korea, which gives similar sops and has among the lowest cash usage in the world. Besides, there is a high cost attached to using cash. As the chart shows, India has one of the highest numbers of notes in circulation. At the end of 2013, there were more rupee notes float-ing around than euros and US dollars combined. The cost of producing these notes is substantial. According to Chakrabarty’s speech, RBI itself in-curred expenses of Rs.2,872 crore in 2012-13. Its printing presses had expenses of Rs.4,700 crore, mainly owing to the cost of paper and ink. Tot all this up and it comes close to the GDP of Mizoram. Clearly, there are more benefits to eliminating cash than just curbing black money transactions.

With their counterpart failing to resolve the broadcasting rights issue, the Board of Control for Cricket in India (BCCI) has decided to cancel In-dia’s proposed tour of Zimbabwe. The Men in Blue were scheduled to play three ODIs and two T20 internationals from July 10. This paper al-ready reported the uncer-tainties about the tour due to persisting problems between host broadcaster Ten Sports and Zimbabwe Cricket (ZC). ZC chair-man Wilson Manase and CEO Wilfred Mukondiwa were still hopeful of find-ing a solution but even-tually they had to accept the reality. “If the matters take too long to resolve, ZC and the BCCI might

Besides, BCCI president Jagmohan Dalmiya has had serious issues with Chandra.
