QUOTE OF THE

DAYRupee vs dollar: When 66 does not equal 66

The Indian rupee fell further this morning in response to a global sell-off across emerging markets. In in-tra-day trade, the currency touched a two-year low of 65.90 per US dollar. The last time we saw these levels on the Indian currency was on 6 September 2013, in-cidentally the week that Raghuram Rajan took over as the Reserve Bank of India (RBI) governor. The day Rajan took over, on 4 September, the currency was trading at 67 per dollar, having just about re-covered from all-time lows of 68.82 per dollar on 28 August. One of the immediate decisions that Rajan took was to boost reserves through a scheme incen-tivizing banks to raise foreign currency non-resident deposits. That had helped the rupee back to 66 per dollar levels the day after Rajan began his governor-ship. If the current bout of nervousness across global markets continues, a fall back to those 66 per dollar levels is quite possible. So have events come a full circle for Rajan and the rupee? The answer to that is: No. That’s because the 66 of 2015 is not equal to the 66 of 2013. In 2015, the rupee is falling in sync with global currencies. In fact, the rupee is still among the top five best-performing currencies in the world since the beginning of this year. Year-to-date, the rupee has fallen less than 4% which is nothing when compared to the bruising that other emerging market currencies, like the Malaysian ringgit, have taken. On Friday, the Malaysian ringgit fell to a 17-year low, in a fall that has reminded a number of global commentators of the 1998 currency crisis, which was partly blamed on prominent foreign investors like George Soros betting against the Malaysian currency. So in com-parative terms, the rupee is better off compared with most emerging market currencies, a point highlighted by the RBI governor at a public speaking event on Thursday. There are other fundamental reasons why we don’t need to worry about the rupee depreciation as much as we did two years ago. The problem is that the equity markets are beginning to get nervous about the falling currency. Remember that a depreciating rupee is a direct hit on profits that foreign investors were hoping to take home from the Indian markets. Given that the equity markets are now flat for the year in terms of gains, the falling currency could make in-vestors question whether they want to stay invested. A lot of foreign capital came into the Indian markets in 2014 and then some in 2015, and expectation of fur-ther depreciation could see some of this capital being returned. There is one other reason to be watchful and that is the impact that the currency has on corporate earnings. Earlier this week, an RBI study had pointed out that the impact of currency moves on earnings has increased “manifold” in the post-crisis years.

Delhi High Court today stayed the television pre-miere of Bollywood mov-ie ‘Grand Masti’ saying the film was not certified for unrestricted public exhibition and cannot be televised under the Cable Network Regulation Act. A bench of Chief Justice G Rohini and Justice Jayant Nath was of the prima facie view that under the Act, any movie with ‘U/A’ or ‘A’ certification, which were not suitable for unre-stricted exhibition, cannot be shown on television. In an interim order, the court rejected the gov-

ernment’s argument that since a warning that it was not suitable for children and minors is shown be-fore such a movie starts, parents could change the channel. Every time a child watches TV, it might not be under parental supervi-sion, the bench observed. While passing the interim order, the court also issued notice to the Ministry of Information and Broad-casting (MIB) and Central Board of Film Certifica-tion (CBFC) seeking their replies by September 16 on a plea seeking quashing of the U/A certification given to the movie.

However, if crop damage is 33 per cent, the loan repayment peri-od can be extended up to 2 years, including one year of moratorium. “It has been decided to allow state-level bankers committees/district level con-sultative committees/banks to take a view on re-scheduling of loans if the crop loss is 33 per cent or more,” RBI said in a notification. “Banks may allow a maximum period of repayment of up to 2 years (including the moratorium period of 1 year) if the loss is between 33 per cent and 50 per cent. If the crop loss is 50 per cent or more, the restructured period for repayment may be extended to a maxi-mum of 5 years (including the moratorium period of one year),” it said. In all cases of restructuring, the central bank said, the moratorium period of at least one year should be considered. Moreover, the banks should not insist on additional collateral se-curity for such restructured loans, it added.

Looks like everyone wants to build their own OS. After Xiaomi and Samsung, home-brewed phone maker Micromax is next in line. According to a report by The Economic Times, Micromax is de-veloping its own OS along with a suite of services and apps that will work across phones, TVs, tab-lets and wearables. Just like some other OSes, it will be a forked Android version taking advantage of Google’s open source platform. The compa-ny’s software team in Bengaluru is believed to be developing the forked Android OS and about 75 people in design teams have been acquired from Nokia’s R&D in Beijing, according to the report. “The first smartphones with the new OS will be available by the end of this financial year and they will be affordably priced,” Micromax’s co-founder Vikas Jain told the news site. Just like most other companies, Micromax has also realised that it has to start shifting the focuss on software. The com-pany believes that it is closer to Indian audiences and has a better understanding of the local market.

A Swiss criminal in-vestigation into cor-ruption at the world soccer body FIFA has hit some roadblocks, according to U.S. and European sources fa-miliar with the matter. Barriers to progress include reduced levels of collaboration with U.S. authorities. who are conducting a paral-

lel probe that is much more advanced, and an increasing acknowl-edgment by prosecutors in Bern that their pow-ers under Swiss law are constrained in this kind of case, these people said. The faltering com-munication across the Atlantic and legal lim-its on the Swiss probe could mean the com-bined investigations will not have as far-ranging

an impact as some FIFA critics had hoped. It could also take some of the pressure off of FIFA for the more significant reforms sought by the organization’s sponsors and others. At a meeting with FIFA officials on Thursday, major spon-sors pushed for such reforms. In a statement after the discussions in Zurich the sponsors - in-cluding Coca Cola Co. (KO.N) and Budweiser brewer AB InBev (ABI.BR) - said that they “re-iterated our expectations for robust reform.” A spokeswoman for the U.S. prosecutors’ office in Brooklyn, which is handling the U.S. case, declined to comment. A spokesman in the Swiss Attorney Gener-al’s office also said he wouldn’t comment.

In a blow to the state gov-ernment, the Gujarat High Court on Friday stayed the legislation recently passed for making voting com-pulsory in local body elec-tions. Earlier this month, the government had also announced Rs 100 as fine to those who would skip voting. The division bench led by Acting chief justice Jayant Patel stayed the law. Two days back, advo-cate KR Koshti had moved

the court challenging the government’s move say-ing that voting is a right of citizens and not a duty. He also cited various sections of Peoples’ Representa-tion Act to challenge the government’s legislation. In July, Gujarat became the first state in the coun-try to have a provision for compulsory voting with the state government, through a notification, making voting mandatory in the local body elections. The government also an-

nounced that the eligible voter violating the provi-sion for compulsory vot-ing in the local body elec-tions would have to pay a fine of Rs 100, according to the draft rules regarding punitive measures under the Gujarat Local Author-ities Act (Amendment) 2009. The draft rules also mentioned 11 conditional relaxations for the elderly, students, those suffering from illness, mourning a death or attending a wed-ding on the day.

Demand for OBC status: Hardik Patel set to get govt invite for talks after ‘56-inch chest’ reminderCorrespondent | Vadodara

As the Patidars fur-ther mounted pressure on the BJP government for OBC status, Gujarat Chief Minister Anandi-ben Patel called an emer-gency meeting of her ministers Friday night at her residence, where it was suggested to invite “face of the agitation” Hardik Patel for talks ahead of the communi-ty’s rally in Ahmedabad on August 25. “The gov-ernment is likely to invite Patidar leader Hardik Patel for talks,” said a minister, who requested anonymity. “This meet-ing would be held before

the August 25 rally.” In a show of strength, the Patidars on Friday held rallies in Vadodara, Su-rat and Bharuch districts, with Hardik claiming that they have “56-inch chests” and the power to force the state govern-ment to concede to their demand for OBC status and reservation benefits. “Either the government grants us reservation or discontinues the entire concept of reservation. There is no other option. Until that time, our agita-tion will continue. We are now walking the path of Mahatma Gandhi, but if needed, we will resort to Bhagat Singh’s ways,” he said.
