Prime Minister Narendra Modi’s ideological moor-ings have often been debated. But his attributes as a leader are also coming under scrutiny. Detractors will say that his leadership was always an illusion, a virtual trick, designed to hoodwink the gullible. Supporters will be immune to any reality check. But Modi’s actions are demonstrating qualities that are opposite to the mythology surrounding him. There may be an alchemy to power, where mirrors show exactly what a leader wants to see, but the chatter outside the hallowed halls captures reality more pre-sciently. Admittedly, the PM had a big challenge. As Machiavelli said, “It must be considered that there is nothing more difficult to carry out, nor more doubt-ful of success, nor more dangerous to handle, than to initiate a new order of things.” But his turning into the opposite of his own self-presentation is striking. Instead of boldness, we are getting timidity. There is not a single measure this government has taken or a policy it has proposed that can in any way be called bold, which involves the slightest political risk, or displays a measure of conviction. Just to take one example, the UPA did more subsidy reform in its last year than this government has managed to with its mandate. Government is, for the most part, still business as usual, even more so. A bold leader would have understood Machiavelli’s advice: “All courses of action are risky, so prudence is not in avoiding danger but calculating risk and acting decisively.” Instead of clarity, there is confusion. Look at the narrative of flip-flops on the land bill. The govern-ment first jumps without thinking and promulgates an unsustainable and indefensible ordinance, osten-sibly under bad advice from the finance ministry that this will be a big-bang reform to energise investors. All it took was one jibe on an infamous suit for the government to decide that it needed to appear to be pro-farmer more than pro-investor. The point is not about the specific merits of the bill or the right balance between investors and farmers. But you get the sense that there is no coherence to the econom-ic narrative; it will swirl with the wind, not giving confidence to anyone. Instead of implementation, you are getting inaction. This was a PM who staked everything on implementation capabilities. It will be interesting to see how he presents himself on August 15. Just rewind to his promises last August. None of the schemes are on a sustainable implementation pathway. Arm-twisting corporations to spend money to randomly build toilets is hardly an implementa-tion plan for Swachh Bharat. Niti Aayog, the central statement of a new planning philosophy, hardly has the identity or range of capabilities.

Moody’s has retained stable rating outlook for the country’s top telecom operator Bharti Airtel as it expects the telco to continue to grow its core Indian and African wireless businesses. “Bharti Airtel Ltd.’s operating performance for the first quarter ended 30 June 2015 (1Q 2015/16) contin-ues to support its Baa3 credit profile,” Moody’s said in a statement. The stable rating outlook re-flects Moody’s expectation that Bharti will con-tinue to grow its core Indian and African wireless businesses, and that the group will continue to deleverage on both an absolute and relative basis. Moody’s said Bharti reported its results for the first quarter of 2015-16, with revenues up 3.1 per cent year-on-year to Rs 237 billion ($3.7 billion).

Major autmobile manufacturer Tata Motors report-ed a 48.7% decline in their consolidated net profits at Rs 2,768.91 crore on Saturday, with the decline in the first quarter mainly due to a reduction in sales of its British asset Jaguar Land Rover. The company had reported a consolidated net profit of Rs 5,398.21 crore in the same quarter of previous fiscal year. Consolidated net sales during the pe-riod under review stood at Rs 60,180.57 crore as against Rs 64,150.74 crore in the year-ago period, down 6.18%, the company said in a filing to the BSE. JLR’s revenue stood at Rs 49,178.5 crore during the first quarter as against Rs 54,425.97 crore in the year-ago period, down 9.64%. The company said JLR’s financial performance in the quarter under review was lower than the strong corresponding quarter last year due to softer sales in China but was partially offset by strong per-formance in the UK, Europe and North America. Tata Motors sales, including exports, of commer-cial and passenger vehicles for the quarter stood at 1,17,439 units, up 6.2%, as compared to the corre-sponding quarter last fiscal. On a standalone basis, Tata Motors net profit for the June quarter stood at Rs 257.57 crore, down 34.56% from Rs 393.65 crore in the year-ago period. Standalone net sales were at Rs 9,197.62 crore as against Rs 7,612.89 crore in the previous fiscal, it added. Tata Motors shares ended at Rs 392.55 apiece on the BSE on Saturday, up 2.52% from the previous close.

Mysorewala, now retired, was the first in-vestigating officer in the case who had testified that Kodnani was not present at the spot when the riots broke out. His claim was contrary to what was al-

Mysorewala, who was posted at Naroda police station as senior police inspector, had conducted the initial investigations into both the Naroda Gam and Naroda Patiya cases. Gujarat high court on Thursday upheld police department’s decision to transfer 22 constables from Ahmedabad city to other districts after they were found attend-ing wedding ceremony at a noted bootlegger, Suresh Langda in Feb-ruary. These constables were transferred in April by the DGP on basis of outcome of preliminary inquiry he had ordered following newspapers exposed the close link between policemen and the bootlegger, who was booked under prohibition laws on 23 occasions and who was sent to jail under PASA for 18 times. The constables moved the HC against the inter-district transfer and argued that it is contrary to provisions of section 28(1) of the Bombay Police Act and

rule 152 of the Gujarat Police Manual. Consta-bles cannot be transferred to other district if there is no emergency or exigen-cy at the place of trans-fer. They argued that the transfer here is not in the nature of public interest, but punitive in nature be-cause they had attended marriage reception of the son of a noted bootlegger. Justice J B Pardiwala re-fused to accept the argu-ment and said that words like ‘public interest’ and ‘exigency’ must not be interpreted narrowly. “The maintenance of an efficient, honest and ex-perienced police service is a must for the due dis-charge of that responsi-bility. Therefore, the au-thority concerned alone is best suited to judge as to the existence of exi-gencies of such a service, requiring inter district transfer.”
