DAYTime for questions on PathankotThere is much relief as quiet finally returns to Pathan-kot. However, the immediate questions that need to be asked are about the way the security operation was car-ried out from the moment a specific intelligence alert came to the Centre about the possible targeting of the Pathankot airbase. This newspaper has already report-ed that by Christmas, a foreign intelligence agency had passed on a tip-off about terrorists planning to attack the base. Was that not treated with seriousness because most intelligence alerts do not mean anything? Is the re-sponse a reflection of the poor quality of general intelli-gence alerts? On January 1, early morning, the abduct-ed Superintendent of Police, Salwinder Singh, reported to the local police that his vehicle had been snatched. By afternoon, the government at the Centre had con-firmation about the presence of terrorists in Pathankot. What the security establishment did from that moment raises several questions. A meeting chaired by the Na-tional Security Adviser and attended by, among others, the chiefs of the Army and the Air Force, decided to rush NSG commandos from Delhi. How did they take that decision, when it was clear that an airbase had to be protected and terrorists could be anywhere in the district? Does this reflect the poor thinking of senior members of the security establishment? Or does it hint at autocratic decision-making in New Delhi without professional participation? Over the last few days, the government has been making a desperate effort to de-fend the course of action that was followed in fighting terrorists. From informal briefings in New Delhi to the formal briefing on Wednesday evening by Lt. Gen. K.J. Singh, General Officer Commanding-in-Chief, West-ern Command, the government has been putting up a spirited defence of the operations. Gen. Singh admit-ted that the first to react to the terrorists were the DSC (Defence Security Corps) and Garuds, but added that the second contact was the Army columns. As Defence Minister Manohar Parrikar did on Tuesday, Gen. Singh claimed that there was total operational synergy, and he justified the time taken by saying that forces had to be applied sequentially, and not simultaneously, and they were also careful to avoid a hostage situation and oth-er eventualities. Despite the Pathankot airbase being at shouting distance from thousands of Army soldiers trained to deal with terrorists, why were they not even called in to provide perimeter security to the base? What was the need to send the NSG into a military installation where the Army’s para commandos and quick reaction teams would have been more familiar with the terrain? Why was the operational command not handed over to the senior-most Army commander on the ground?

For the first time in over four decades, the Gov-ernment is likely to convert a cess on domestical-ly produced crude oil into an ad-valorem rate from a fixed per tonne levy, at present. The Budget for 2016-17, the second full year Budget by Finance Minister Arun Jaitley is likely to make changes in the way Oil Industry Development Cess is levied to provide relief to companies like ONGC and Cairn India that are being battered by oil prices plunging to 11-year low. “There are indications the Budget may announce an ad valorem rate of cess instead of Rs 4,500 per tonne fixed levy currently,” a se-nior government official said. The ad valorem rate of cess will results in higher payouts when prices are high and lower when rates fall. Currently, state-owned Oil and Natural Gas Corp (ONGC) and Oil India Ltd (OIL) pay a cess of Rs 4,500 per tonne on crude oil they produce from their allotted fields on a nomination basis. Cairn has to pay the same cess for oil from the Rajasthan block. With oil prices drop-ping to an 11-year low of under USD 35 per barrel, the cess translates into one-third of the realisation

With the government and operators claiming im-provement on call drop front, telecom regulator Trai is conducting tests in seven cities, including Delhi and Mumbai, to find whether quality of service has improved. A Trai official said that drive tests in sev-en cities across the country started on December 21 and are likely to end by January 8. The cities are — Delhi, Mumbai, Surat, Kolkata, Pune, Bhubaneswar and Indore. Drive tests are conducted to assess cov-erage and quality of service of mobile networks. Tele-com Minister Ravi Shankar Prasad has said that call drop problem is improving and operators are putting up more tower sites. The Minister last month said a total of 29,000 new telecom towers were installed by private telecom operators across the country after government took strong exception to the problem of call drops.
