Wasted sessions of Parliament have become near constant features of our public life. On Thursday, both Houses were adjourned sine die without con-cluding any major legislative business, chief among which was the passage of the Constitution (122nd) Amendment Bill that would have ushered in the goods and services tax (GST). If the Bharatiya Ja-nata Party (BJP) has to share the blame for misman-agement, the lion’s share of the blame lies with the Congress party, which has acted with great irrespon-sibility. The lack of debate in Parliament imposes a cost on the country in various ways. The 16th Lok Sabha seems to be following the pattern of the previ-ous one. The first four sessions of the last Parliament went relatively smoothly. The fifth session was en-tirely washed out by demands to set up a joint com-mittee to investigate the 2G spectrum allocations, and later sessions saw sustained disruptions on sev-eral issues, including the allocation of coal fields and the creation of the new state of Telangana. Over the five years, about one-third of allocated time was lost to disruptions. In this Parliament, too, the first sessions were productive, with the budget session working 22% more than the originally scheduled time. However, the recently concluded session was a washout with Lok Sabha and Rajya Sabha losing over 50% and 90% of scheduled time, respectively. Lok Sabha passed three laws while Rajya Sabha did not pass any. One hopes that history does not repeat itself so soon, and that future sessions see produc-tive discussions. There have been several estimates on the cost to the exchequer due to the disruptions. These vary from a few crore rupees to a few hundred crore rupees. These calculations are based on daily cost of running Parliament, by dividing the annual budget of Parliament by the scheduled number of days (or by 365). This is a simplistic assessment. My contention is that the actual cost of a dysfunctional Parliament is significantly higher. It is not possible to peg an exact monetary value to the harm caused by parliamentary disruptions. But even in monetary terms, there is a significant cost. Take, for instance, the delay to the goods and services tax (GST) bill. There is a broad consensus across the political spec-trum on the draft law with a few points of difference. Parliamentary norms dictate that such differences be argued out on the floor of the house, and finally de-cided through a vote. However, this bill, originally introduced in March 2011 and a second version was passed by Lok Sabha in May, has not been taken up for consideration by Rajya Sabha. The process re-quires this bill to be passed by each house of Parlia-ment and then ratified by 15 state assemblies.

Twitter lifted its character limit Wednesday for di-rect messages between users, saying it would help make the private side of Twitter “more powerful and fun.” As a result, these private messages will no longer have the 140-character limit which ap-plies to tweets. “You can now chat on (and on) in a single Direct Message, and likely still have some characters left over,” said product manager Sachin Agarwal in a blog post. “While Twitter is largely a public experience, Direct Messages let you have private conversations about the memes, news, movements and events that unfold on Twit-ter,” Agarwal added. “Today’s change is another big step towards making the private side of Twitter even more powerful and fun.” For now, the chang-es apply to Twitter users with Android and Apple mobile devices, online at twitter.com or on the TweetDeck application, although Agarwal said the change “will continue to roll out worldwide over the next few weeks.”

But she had a generous heart. She would have approved that her organs be donated af-ter her death if they could

give life to somebody critically ill.” Nilam has studied till class 9 and works in four houses to earn a living. Savi-ta’s kidneys were trans-planted in two women patients of renal failure; they had been waiting for a donor for two years. A Comptroller and Auditor General report reveals a grim picture of state-governed blood banks in Gujarat, which sold blood components for profit, which over-charged HIV patients, and where government oversight was apparent-ly so relaxed that it led to the loss of at least one life. The CAG re-port on the general and social sector was tabled in the Gujarat legisla-tive assembly in March during the monsoon ses-sion. It says that between

2011 and 2014, 10 blood banks sold 52,000 litres of “fresh frozen plasma” for Rs 6.17 crore in con-travention of the nation-al rules. The National Blood Policy clearly pro-hibits sale of blood in the country, yet these blood banks “traded in blood components”, vending plasma to three pharma-ceutical companies for fractionation, a process whereby blood is sepa-rated into its component parts. This wasn’t the only breach of the na-tional policy. Violating rules that forbid accept-ing payment for blood or blood components for

thalassaemia and hae-mophilia patients who need repeated life-saving blood transfusions, three “charitable” blood banks charged such patients ex-orbitant service charges totalling Rs 19.61 lakhs.
