QUOTE OF THE

DAYMission impossible: Digital India is not doable by 2019

The defining characteristic of a string of initiatives announced by the government, including Digital In-dia (DI), as noted in a Business Standard editorial, is overweening ambition. DI’s goals are noble. But can they be realised in the announced timeframe? DI is not all new. It is an amalgam of three ongoing programmes: the National Optical Fibre Network (NOFN), the National Knowledge Network and the e-governance initiative. What’s different is the ambi-tion and how quickly it is slated to get done (by 2019). DI seeks to provide broadband access to all and de-liver all manner of services to the citizen’s doorstep. Broadband refers to the high speeds at which users can access the internet. At present, India’s modest definition of broadband is any speed over 512 kbps. In contrast, broadband speeds in other countries cur-rently range from 10 to 50 mbps. broadband delivery requires a national network (pipe) capable of carrying large quantities of bits at very fast speeds; hence the NOFN. However, broadband needs more than just the pipe. An illustrative list of infrastructure require-ments includes adequate access spectrum (the basic ingredient of mobile communication) and backhaul spectrum (to haul communication from the fringe of the network to the main pipe), towers and network connectivity. These individual components have to be in sync. The element with the least capacity de-termines the overall capacity of the system to deliv-er broadband. Laying the network involves right of way (RoW) issues. The charges levied by municipal bodies for RoW are huge and clearances are cum-bersome. In many cities, RoW charges are five to 20 times (if not more) of the cost of the fibre being laid. A good starting point to gauge DI’s ambition is to assess where we are. India ranks 125th in the world for wired broadband penetration, with 1.2 per 100 in-habitants having access; the global average is 9.4. In wireless broadband, India is ranked 113th, with a pen-etration of 3.2 per 100 inhabitants. India is among the 42 classified as least-connected countries. What is the current state of play of DI? The NOFN is well behind schedule. Three years after commencement, less than 3 per cent of the target had been achieved. Targets were scaled down so that 50,000 gram panchayats would be connected by March 31 this year. This has not been done. The availability of spectrum is a ma-jor constraint. On average, access spectrum in India is 40 per cent of that available elsewhere. On backhaul spectrum, the amount actually allotted is not even 40 per cent of the supply already available. Towers have become a big hurdle in most urban settings. Much of this is to do with ill-informed opinion about potential health hazards.

“Construction of big dams will adversely affect downstream areas of Assam and the north-east region and I fail to comprehend why the Centre is not taking the matter seriously despite knowing this fact.”

The home side is short on experi-ence while the visitors are in transition. How-ever, both want to be ag-gressive. In reality, can these attributes come together and be at ease in each other’s compa-ny? When India played Australia at Adelaide last December under Virat Kohli’s captaincy, it fell short by 48 runs on the final day going in pursuit of 364. Against Pakistan at Pallekele recently, the young Sri Lanka side attacked from the word go but failed to keep its head at crucial moments and lost the Test and the series. In both instanc-es the intentions were

The Indian Women’s Doubles pairing of Jwa-la Gutta and Ashwini Ponnappa made a win-ning start to their 2015 World Championships campaign after beat-ing Hsieh Pei Chen and Wu Tin Yung of Chi-nese Taipei 21-10 21-18 in the second round on Wednesday. The opening game proved to be fairly easy affair for the Indi-ans as after racing away to an early 4-1 lead, they continued to chip away with the points not let-ting their opponents any chance to come into the contest and sealing the game 21-10. The same game proved to be a lot more even affair, but

Winning the treble last season has spurred Bar-celona to try and win all six trophies up for grabs this year and replicate the feat they achieved in 2009, midfielder Andres Iniesta said on Monday. When the Catalan side take on Sevilla in Tues-day’s UEFA Super Cup, they will be eager to build on last season’s success -- when they claimed La Liga and

King’s Cup titles before capping it off with vic-tory over Juventus in the Champions League fi-nal. “Last season we got better as we went along and that is the way that it should be,” Iniesta told reporters in Tbilisi. “Tac-tical changes were made and also new players were assimilated into the team. This all went well and we arrived at the end of the season very strong. “It is difficult to compare one season to another but

we always have the same mentality of wanting to have the ball and building play from the goalkeep-er forward. We need to keep growing and mak-ing changes and we have to build and evolve from here as well.” Barcelona became the first Spanish side to win the treble in 2009 and then went on to lift six trophies in a cal-endar year with successes in the Spanish Super Cup, European Super Cup and Club World Cup.

Lahiri, 28, winner of the Malaysian Open and Hero Indian Open, which catapulted him into the Top-50 of the world was pleased with the start. Indian golfer Anirban Lahiri won the star-studded Long Drive Competition at the Whistling Straits in the traditional event preced-

ing the PGA Champi-onships, the fourth and final Major of the year. Lahiri, who had a good weekend with rounds of 67-71 at Akron, Ohio in the WGC-Bridgestone last week, hit the drive to 327 yards as Matt Dobyns and JB Holmes finished second and third on the par-5 593-yard second hole, which

is also called “Big Coun-try”. The ‘Long Drive’ competition requires the golfers not only to hit long but also find the fairway. Big hitters, Rory McIlroy, coming back after missing the British Open, Bubba Watson, Jason Day and Tony Finau, missed the fairway and their drives did not count.

rightly lauded. To be fair, a general contempt for everything defensive is a reflection of the pre-vailing culture in sports. But was the intent sus-tainable? In effect, the series will pit two teams struggling to negoti-ate their space in such a universe. And when one team is in transition and other is inexperienced, things are bound to be dicey. “We don’t mind losing playing in that fashion,” declared India

team director Ravi Shas-tri on Monday. “But it is the brand of cricket you want to play because if you get used to it, you will start winning more than you lose. The role I play is hammering that into their system.” “You don’t come to a cricket ground to draw a crick-et match, so you play a brand of cricket where you take the game for-ward, and you look to take 20 wickets, which is paramount.”

Pankaj Advani outplayed Chinese Yan Bingtao 6-2 stamping his authority as he lifted the trophy. In-dia’s poster boy of cue sports Pankaj Advani on Wednesday clinched his 13th world title after winning the World 6-Red Snooker Championship in a convincing manner. De-fending champion Advani outplayed Chinese Yan Bingtao 6-2, stamping his authority on the green

baize in the final. The fi-nal started off with a bang with the Bangalore cueist racing to a rapid 3-0 lead in the best-of-11 final. But the Chinese found his form and ran away with the next two frames with the aid of a 66 break. In no mood to give any-thing away, Advani did not allow his opponent to score a single point in the next two. He fired in a massive 71 break in the seventh frame to be one frame away from defend-

ing his title which he won in Egypt last year. In the final frame, Bingtao took a healthy 28-5 lead before missing what was going to be his final shot of the tournament as Advani cleared the table with fi-nesse. A 35 break saw the Indian ace adding another feather in his ever-glow-ing crown. Final: Pankaj Advani (India) defeated Yan Bingtao (China) 6-2: 37-21, 57(30)-0, 32-29, 0-66(66), 6-38(37), 48-0, 75(71)-0, 40(35)-28.

after his bronze medal in the Atlanta Olympics. The 28-year-old, who has won three mixed doubles Grand Slams in her career, beat competi-tion from squash player Deepika Pallikal, discus thrower Vikas Gowda, track and field star Tintu Luka, rising shuttler P V Sindhu, and hockey cap-tain Sardar Singh for the coveted honour. Sania’s

name was recommend-ed by a Sports Minis-try- constituted awards committee headed by Justice V K Bali, the re-tired Chief Justice of the Kerala High Court. The committee included emi-nent athletes such as Dola Banerjee, M M Somayya and Bhogeshwar Baru-ah and sports journalists apart from top officials of the Sports Ministry.

Gutta and Ponnappa be-gan to assume control from the 8-8 mark and didn’t let that advantage slip, leading consistently by a minimum of 4 points throughout to eventual-ly take the game 21-18 and progress through to the 3rd round. This win was much needed for India, considering that

the other doubles pair of Pradnya Gadre and Sikki reddy were knocked out earlier in the day. Gutta and Ponnappa will face Reika Kakiiwa and Mi-yuka Maeda of Japan in the pre-quarters. Final Scoreline- Jwala Gutta/Ashwini Ponnappa beat Hsieh Pei Chen/Wu Ti Jung 21-10 21-18

THE Gujarat High Court witnessed dramatic scenes Tuesday during the hearing of a PIL in-volving the allotment of government plots to 27 of its sitting and retired judges. Acting Chief Justice V M Sahai, who had a heated exchange with lawyers, said there were “several scams” in the court involving other judges. Late in the eve-ning, Justice Sahai con-stituted a larger bench of three judges to hear the plea and listed its first hearing on Wednesday morning, the day he is scheduled to retire. At one stage of the hearing Tuesday, Justice Sahai said that before taking up the PIL he had sought the opinion of all judges of the court. “They didn’t talk to me. They believed that I had no guts. As far as guts are concerned, I am known to Mayawati and Mulayam (Singh Ya-dav),” Justice Sahai said. He did not elaborate. In an incident that serves as a warning for social media users, a man posed as a woman to befriend the heir of a prominent religious sect and has now resorted to publicly maligning him. Posing as a girl on Facebook and WhatsApp, two youths managed to get ‘indecent’ photographs of Vijendraprasad Pande alias Lalji, 19, the son of Kaushalendraprasad Pan-de who is the acharya of Narnarayan Dev Gadi of Swaminarayan sect. Lat-er, the youths who ac-cessed the half-nude pic-

The cops initi-ated a primary inquiry to check the authenticity of the application. It is al-leged that Vijendraprasad had posted semi-naked photographs in the chat box he shared with the Whatsapp user. The ap-plication sparked a con-troversy as he is slated to become the acharya of the Narnarayan Dev Gadi of Swaminarayan sect (Kalupur), once Kaushalendraprasad (the current Acharya) retired.

GCMMF sells milk and milk prod-ucts under the “Amul” brand and has seventeen dairy cooperatives in the

state as its members on the board. With sixteen of the seventeen dairy cooperatives in the state under BJP control, the state government’s say in the matter of election of chairman remains strong. “Jetha Patel was unanimously elected as the chairman of the GC-MMF by the board,” said GCMMF MD RS Sodhi, soon after the meeting of

the board that was attend-ed by the heads of seven-teen dairy cooperatives which are members of the GCMMF, along with a cooperative registrar and GCMMF managing director, who have the power to elect the chair-man. Chaudhary, who had served as the board’s chairman before Patel’s election in August last year, was forced to re-sign from the post after a majority board members moved a no-confidence motion against him fol-lowing charges of finan-cial irregularities levied against him, in January last year. The matter was challenged in the High Court, and then the Su-preme Court. Both the courts upheld the deci-sion of the dairy’s board.
