Secret armies are threatening modern civilisa-tion. Like the mysterious 11th-century “hash-shashins” of Hassan-i Sabbah, who spread terror among Seljuk Turks and Sunnis, these sneaking legions are attempting to destroy human habita-tions like the bustling Mumbai, enchanting Paris and distressed Bamako. Yet the world’s top leaders, who had an unprecedented opportunity to discuss this prob-lem twice this month — at Antalya, Turkey, and Kuala Lumpur — could think of only repeat-ing hoary slogans like “stiffening our resolve”, “choking funds for terrorism” or “joint opera-tions in a common battlefield”. Unfortunately, all these slogans are ineffective. The US Treasury list of sanctions against terrorist financiers and designated terrorists, which is the most author-itative compilation, has grown from 127 pages in October 2003 to 994 pages on November 19, 2015, each page containing nearly 42 names. Yet, there is no visible reduction in terrorism. It is true that Russia and France are bombing Islamic State (IS) targets together. But that was because Russia lost its Metrojet on October 31 and Par-is was humiliated on November 13. It was only on September 27 that French President Francois Hollande had criticised Russia, without naming it, at the UN General Assembly, while asking for the removal of Bashar al-Assad. History tells us that joint operations are difficult to execute even if top leaders have a personal understanding. Call drop situation in Delhi has improved but tele-com operators are still beyond the quality bench-mark set for mobile telephony services, Telecom Minister Ravi Shankar Prasad said on Wednesday. “Call drops situation has improved between Ju-ly-October period. I am happy with the improve-ment but telecom operators still need to work to make their network better,” Prasad told reporters in New Delhi. The minister shared the data based on a survey by Term cell, the vigilance and resource monitoring arm of the Department of Telecom. The data showed that call drop situation on the mobile network has improved but the operators are still beyond the quality parameters set for call drops. As per benchmark, not more than 2 percent of the calls made on a telecom operator’s network should fail or disconnect automatically due to network-re-

lated faults.

IDBI Bank on Thursday said it has raised $350 million (about Rs 2,310 crore) from green bonds to fund clean energy projects. The issue was made under the $5 billion (Rs 33,175 crore) medium term note (MTN) programme listed on Singapore Stock Exchange, IDBI Bank said in a statement. With this, IDBI has become the first state-owned com-mercial bank to raise $350 million by selling green bonds. The proceeds will be used for refinancing of clean energy projects assisted by the bank which include wind energy, solar energy etc., it said. The funds raised through the issue will also be used for financing of the new projects including sustainable transport, it added. IDBI Bank launched a “$350 million five-year Reg S green bond issue on No-vember 23” and the issue was oversubscribed by

The FAME-India scheme offering incentives on hybrid and electric vehicles will help save Rs 60,000 crore annually on the country’s oil import bill by 2020, the government said on Thursday. “The successful rollout of the FAME-India scheme will result in an annual savings worth Rs 60,000 crore on India’s oil import bill by 2020,” Addition-al Secretary in the Heavy Industries Ministry Am-buj Sharma. “We will spend about Rs 800 crore in the first two years. Overall, Rs 14,000 crore are needed to make the scheme succeed. However, we will save fuel worth Rs 60,000 crore through this spend,” Union Heavy Industries Minister Anant Geete told reporters on the sidelines of a rally of hy-brid and electric vehicles. India’s crude oil import bill is likely to drop by 35 per cent to $73 billion this fiscal on lower global energy prices and weak demand. India had imported 189.43 million tonnes of crude oil in 2014-15 for Rs 6.87 lakh crore.
