MUDRA Bill to be in Parlia-ment within one year: Govt
Agency : New DelhiA legislation on MUDRABank is expected to be in-troduced in Parliamentwithin a year and it will in-corporate provisions of theMicro Finance InstitutionsBill that was prepared by theprevious government, theFinance Ministry saidwednesday. The MUDRABill will seek to create a fi-nancial institution for provid-ing funding to 5.77 croremicro and small businessentities engaged in manufac-turing, trading and services.The roles envisaged forMUDRA Bank include lay-ing down policy guidelinesfor micro enterprise financ-ing business as well as reg-istration of MFIs, their ac-creditation and rating.Speaking on the launch ofPradhan Mantri MUDRAYojana, Financial ServicesSecretary Hasmukh Adhiasaid there will not be a sepa-rate bill on MFIs as manycomponents of that would
be incorporated in the pro-posed MUDRA Bill. Askedif there is a plan to mergeold MFI Bill into MUDRABill, he said, “some compo-nents of MFI Bill will defi-nitely come to MUDRABill”. So, there will not be aseparate MFI Bill, Adhiasaid, adding that “it will bea part of MUDRA Bill… Itwill be tabled in Parliamentin the next 6 months to oneyear”. On a question ifMUDRA would regulate theNBFC (MFI), Adhia said,“That decision would betaken when the Bill will beframed.” On whether
MUDRA, a subsidiary ofSIDBI registered as NBFC,would be transformed intoa universal bank, he said thegovernment is yet to firm upidea on this. “Governmentcan decide to make it aspolicy bank like NHB or itcan decide to make it uni-versal bank,” he said.Speaking about the broadcontours of the proposedBill he said, “it will definewhat is going to be the MFI.What is our definition ofMFI. HC seeks report on Chittoor police firing fromAndhra even as govt justifies it as 'self-defence'

Thecourt asked the governmentand the director general ofpolice to submit the report,
giving details of Tuesday'sincident in Chittoor and alsowhether it followed theguidelines issued by the Su-
preme Court for the statesto follow in case of such en-counters. The high courtgave the direction on a pe-
tition filed by a human rightsactivist, seeking a probe bythe Central Bureau of Inves-tigation (CBI) into what hesaid was a fake encounter.Raghunath, the counsel forthe petitioner, said the courtasked the government togive details of the peoplewho were killed. The peti-tioner alleged that thelabourers were murdered bythe police in cold blood. Hesaid the police fired to killthe innocent labourers. Hepointed out that the policefired at their vital parts. TheAndhra Pradesh govern-ment, on the other hand, jus-tified the police firing sayingit was done in self defence."It was an incident where thepolice had to open fire inself-defence because theywere terribly outnumbered,"government's communica-tion advisor, ParakalaPrabhakar. The police op-eration has come under se-vere attack from the gov-ernment, political parties andcivil liberties groups inneighbouring Tamil Nadu,which claimed that many vic-tims were labourers fromtheir state.

smuggled out of the countryen route Delhi. Police esti-mated the value of the sei-zure at Rs 1.73 crore in in-ternational market, and ar-rested a 25-year-old manfrom Uttar Pradesh in this
connection. "A team of Spe-cial Operation Group(SOG) of the city crimebranch arrested DineshRajput and seized a stockof 1445 kgs of red sandersfrom his custody in a garageat Shah-e-Alam toll nakaarea here," police said in astatement. The value of thered sanders contraband isestimated to be Rs 1.73crore in international marketand the consignment wasbrought here with the pur-pose to smuggle it out of thecountry, it said. The SOGsuspects involvement of aninter-state smuggling syndi-cate. The alleged smugglingracket was busted when anSOG team comprising three
police sub-inspectorsraided the auto-garage oninstructions of senior policeofficials and found somewoods wrapped in as manyas 55 gunny bags, the state-ment said. The SOG then
informed a team of Forestdepartment, which con-firmed that the consignmentwas indeed of red sanders.In the primary questioning,Rajput, a native of Gondadistrict, said his younger
brother Brij Singh hadasked him to collect redsanders from Chhatral areahere and keep it in a garagein Shah-e-Alam area, thestatement said. Rajput wassupposed to travel to Delhi
with the consignment in trainand deliver it to Brij Singhthere. As per the statement,Rajput has been staying heresince last two years and run-ning a transport firm, ShivCargo. The SOG is investi-gating possible involvementof racketeers from otherstates. Red sandalwood orred sanders is prized for itsrich red wood, used mainlyfor making furniture, and isoften smuggled to meet itshigh demand in internationalmarket. Incidentally, around20 persons, suspected to beworking for the red sandal-wood mafia, were gunneddown in an encounter withpolice in Andhra Pradeshyesterday.

It had lastended at 8,723.30 on March17. “Though Nifty is gradu-ally inching higher with everypassing day but lack of par-ticipation from the bankingspace is still a major con-cern,” Manglik added.

The number is a manifestation of theskewed sex ratio in Gujarat, which has 919 women per1,000 men and only 886 girls per 1,000 boys in the 0-6age group.At the grassroots level, this imbalance keepseven the most eligible bachelors engaged in the fruitlessmission to find brides. Take Haresh Patel, for instance.He is highly qualified and his name is laden with degrees:MSc, MEd, MPhil and PhD. The son of a landed man,Haresh earns well taking science and maths tuitions forHSC students. In short, he is the perfect bachelor; andmay remain so."There is no marriage bureau where I havenot registered, no mass marriage sammelan that I havenot attended," says Haresh. "But the bride is still elusive.My agony is shared by at least 60-odd men in the villagewhere there are 70-odd girls per 100 boys." The mathsteacher's marital woes have made him crunch sex rationumbers now!Census data reveals that the number ofunmarried men above 30 and 40 is three times higherthan the 2.6 lakh figure of women in this age group whohave never married. Earlier,families would find brides through agents from tribal areasbut a number of cheating cases have made many wary.There have been instances of girls running away withjewellery and cash within days of marriage.In Chandralavillage in Gandhinagar, Natwar Patel has done theimpossible: secure a bride for his 32-year-old son Gaurav,just two weeks ago. "I had no problem in getting mythree daughters married, but arranging a match for myson sapped me," says Natwarbhai. He is now beinghounded by families of 60-odd ageing bachelors in thevillage which want him to locate bahus.
