QUOTE OF THE

DAYAmbedkar in the times of Hardik Patel

In a very perceptive essay written 50 years ago, the cerebral socialist politician Ram Manohar Lo-hia identified three main strategies to end caste discrimination. The first strategy was what he de-scribed as the wordy one. It loudly condemned caste in general terms, but left the system intact. The main political parties of his day wanted the brightest of the so-called lower castes to join the elite without disturbing the overall social structure. Lohia was thus critical of those who believed that economic development would in itself create the conditions for upward social mobility large enough to end the caste system. The second strategy was described as an empty one by Lohia. He pointed out that some populous caste groups had taken ad-vantage of universal franchise to get more politi-cal power. Their goal was not to share this power with other castes lower down in the social order, but only to replace the dominant castes of the day; the plan was not to destroy the caste system, but to re-engineer it by shifting power within different social groups. The third strategy was what Lohia described as the true struggle. He said that reser-vations “irrespective of merit” would pitchfork the five most downgraded groups of Indian society—women, Sudras, Harijans, Muslims and Adivasis— into positions of leadership. Lohia had hoped that such a strategy would radically transform the so-cial structure to an extent that even the so-called upper castes would benefit. The strategy preferred by Lohia was eventually embraced by the Indian political system. But the result has been not what B.R. Ambedkar famously called the annihilation of caste or the democratic social transformation that Lohia hoped for. It has instead solidified the role of caste in Indian politics. The actual politics of reservations has led to consequences that are closer to what Lohia identified as the problem of the second strategy—an entitlement grab by nu-merically important castes that have been able to acquire political heft. Last week’s violence in Gu-jarat needs to be seen against this historical back-ground. The movement of the Patidar caste led by Hardik Patel is mirrored in similar agitations for reservations from other politically powerful castes such as the Jats in North India or the Marathas in Maharashtra. This has nothing to do with either ending the toxic caste system or encouraging so-cial mobility among the truly dispossessed.

Instagram has finally added new layout options in addition to its signature square for pictures and videos in a bid to attract more advertisers and to stop users defecting to more flexible services such as Snapchat. The move is the first major alteration to the photo-sharing, social media service since Facebook Inc bought it for $1 billion in 2012, and addresses the wishes of many of its 300 million users, who have been constrained by the square format. “It boils down to giving advertisers and users more options,” said Debra Aho Williamson, a social media marketing and advertising analyst. “You want people to be able to see more of your ad. It’s something advertisers are definitely going to be interested in.” One in five photos and videos posted on the service do not fit the square format, Instagram said in a blog post.

Ola Cabs appears to be in a new controversy with a Chennai based user named Swapnil Midha claim-ing that the company leaked personal details such as mobile numbers, locations of users via SMS. Ola has commented on the issue and blamed the er-ror on a technical fault and said that they have now fixed the error. According to Swapnil’s Facebook post Ola leaked the information of 100 customers to her via SMS. She says that the problem start-ed three weeks back when she booked an Ola Cab and that after the ride, the VM-OLACAB started sending her messages which appeared to be gar-bled with “alpha-numeric messages with hashes.” Swapnil claims that Ola didn’t fix the issue and that she has received over “300 and 400 texts from them so far.” According to her, Ola was forwarding her “confirmation messages when other customers made a booking” in Bangalore and that inside the messages she found “mobile numbers, names and addresses.”

Indian speedster Ishant Sharma was again in-volved in an altercation with some Sri Lankan players during the vis-iting team’s second in-nings on the fourth day of the third cricket Test here on Monday. The incident happened in the 76th and final over of the Indian second in-nings, which was being bowled by Dhammika Prasad. Prasad bowled a couple of bouncers which Ishant left alone and had a smile for the Lankan pacer. A bit ag-

itated, Prasad bowled a third bouncer which was illegal and promptly sig-nalled no-ball by the um-pire. Having exhausted his quota of two bounc-ers for the over, Prasad pitched one up and Is-hant cut it towards point region for a single. But as he ran past Prasad, he started tapping his helmet with an obvious gesture to the fast bowler to try and hit him on the head. Once the run was complete, Prasad had a few words for Ishant, who was in no mood to back out and walked up

to him. Just when they were exchanging words angrily, Dinesh Chandi-mal while passing grazed Ishant’s shirt and added some words of his own which suddenly got Rav-ichandran Ashwin agi-tated. Ashwin drew the attention of umpires Rod Tucker and Nigel Llong who then called up An-gelo Mathews to tell him to calm his players down. Still pretty angry at what happened, Prasad delib-erately overstepped and bowled a fourth bouncer to Ishant after which he took a single.

England Twenty20 cap-tain Eoin Morgan be-lieves he is “twice the man” after taking several weeks off ahead of Mon-day’s match against Aus-tralia in Cardiff. The lone Twenty20 international at Sophia Gardens will be the Middlesex bats-man’s first competitive fixture since August 1. Morgan was struggling for runs at domestic lev-

el, averaging 26 in Twen-ty20, 10.16 in first-class cricket and just 6.66 in the 50-over cup. He came into the county season having had a busy period where he lead England in their woeful 50-over World Cup campaign in Australia and New Zea-land before heading off to the Twenty20 Indian Premier League. Middle-sex then decided to stand him down, believing this would ensure Morgan

-- not a member of En-gland’s Ashes-winning side -- was fit for white-ball duty against Aus-tralia. What could have been a potentially awk-ward situation was eased by the fact that Middle-sex director of cricket Angus Fraser is also an England selector. “I was the one who brought it up. I sat down with Gus and discussed the pros and cons of it,” Morgan said Sunday.

So much so that banks have been asked to speed up the registra-tions and bridge the gap between people having bank accounts and peo-ple insured under the PM’s insurance schemes. The ambitious insurance schemes launched by PM Narendra Modi in May 2015 have found over 58

lakh takers in Gujarat, with cities and towns in north Gujarat and Sau-rashtra racing ahead of the rest of the state to be covered. According to the state level bankers’ com-mittee (SLBC) report, until August 10, around 41 lakh people have been covered across the state under the accidental in-surance scheme Pradhan Mantri Suraksha Bima Yojana (PMSBY), while under the life insurance scheme Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), 17 lakh citi-zens have been covered.

Under the ‘Housing for All’ initiative of the central government, named as Pradhan Man-tri Awas Yojana launched by Prime Minister Nar-endra Modi on 25 June this year, two crore hous-es are targeted to be built for the poor in urban areas by year 2022, coinciding with 75 years of Inde-pendence. Besides these

The states that have so far agreed to implement the mandatory reform measures are Gu-jarat, Andhra Pradesh, Bi-har, Chhattisgarh, Jammu and Kashmir, Jharkhand, Kerala, Madhya Pradesh,

Manipur, Mizoram, Na-galand, Odisha, Rajas-than, Telangana and Ut-tarakhand. Though the FIR has been filed under IPC sections of murder, it does not name anyone particular as ac-cused. With the BJP gov-ernment on the receiving end since violence broke out in the state on Au-gust 25 night, it took no

chance to displease the Patel community further. On Saturday night, the government transferred inspectors PD Parmar and R R Vasavaof Ba-punagar police station. The court had directed the government to take suit-able action to maintain law and order, but cur-

When asked whether the ban would be lifted on Monday, Ahmedabad po-lice chief Shivanand Jha said, “Let the day (Mon-day) come, then would be able to say something.” On the other hand, Va-dodara Commissioner of Police E Radhakrishana said mobile data services as well as SMS services would continue to remain under suspension until fresh “review” of the sit-uation on Monday.

Rain in Gujarat after a long dry spell

The reason for subdued rain in August can be at-tributed to the absence of any significant weather system in the Arabian Sea. Gujarat normally receives rain during the Monsoon season either from the western arm, a low pres-sure area or a depression. In the month of June two major weather systems – Cyclone Ashobaa and deep depression – had given good rains in the re-gion. But no such weather system has been observed in the month of August.

This spell of dry weather somehow came to an end with light scattered rain in the region on Sunday. Su-rat in a span of 24 hours from 8:30 am on Sunday received 37 mm of rain. Valsad observed 20 mm, Amreli 3.6 mm and Baro-da 1.2 mm. A trough run-ning from South Pakistan up to western parts of Gu-jarat is feeding moisture to the region from the Ara-bian Sea. South and East Gujarat are expected to receive light to moderate rain for another 48 hours.
