There hasn’t been any notable improvement in any of these factors or the concerns remain even now. Two aides of Hardik had filed a habe- as corpus petition when he had gone missing after a public meeting at Ten- pur village in Bayad tehsil of Aravali village on September 22. The 22-year- old leader of Patels’ agitation surfaced on September 23 and alleged that he had been abducted by “a person look- ing like cops.” “Petitioners have filed an affidavit-in-rejoinder. It contains further allegations against the state administra- tion. It was suggested to the petitioner’s advocate BM Mangukia to file a short affidavit in the habeas corpus petition and avoid any allegations and counter allegations,” the HC today said. “He (Mangukia) took suggestions in right spirit and he takes back the affidavit and will file a short affidavit to substantiate his claims in the petition,” said the HC order. “It must be ensured that no alle- gations or counter- allegations are made which might aggravate the situation.” When Hardik appeared before the court following his `abduction’ and release, the judges had expressed doubts about his claims, and asked his lawyer to file an affidavit to substantiate the allega- tions. Advocate Mangukia on Tuesday said during the arguments that he was ready to withdraw his al- legations and he had never said that the police had ab- ducted Hardik. Police said Manoj Patel (30) was found unconscious on his farm by his cousin brother Vijesh in Mendapara on Tuesday morning. Vijesh rushed Manoj to government-run community health centre (CHC) in Bhesan town. However, doctors there declared Manoj dead on arrival. “Manoj had gone to his farm last night to guard his crop against wild animals. However, he consumed poison anytime before 8:15 am. His cousin brother Vijesh found him unconscious when he went to the farm this morning. Manoj died on way to hospital,” Bhagvanji Khambhla, police sub-inspec- tor of Bhesan said. Fam- ily members of Manoj ascribed his death to crop failure. “In his primary statement, Vijesh has told us that Manoj’s groundnut crop had failed due to de- ficient rainfall and there- fore he committed sui- cide,” the PSI further said. Sarpanch of Mendapara village, Hasam Sama said Manoj owned around 10 bigha of land. “Majori- ty of farmers in our vil- lage grow groundnut and cotton. But rain has been scanty this year. There is no water in the river nor in wells to irrigate our crops. Therefore, ground- nut crop is almost a failure. We fear groundnut yield will be around one quintal per bigha against longterm average of four quintals,” said Sama. Dr Hemat Sa- todia, medical officer of Bhesan CHC confirmed the farmer had died due to poison. “Prima facie, we have concluded that he consumed aluminium phosphide and died. How- ever, to know the exact cause of his death, we have sent his viscera samples to Forensic Science Labora- tory in Junagadh,” said Dr Satodia. Aluminium phos- phide is a poison used to control menace of rodents. Junagadh is the largest producer of groundnut in Gujarat. However, farmers are facing tough time this year due to a little or no rainfall in late August and early September. Some parts of Junagadh district did receive a good spell of rain last week but that was a little too late, farmers say, with crops already having withered. Khambhla said they will record statements of Manoj’s family mem- bers once his last rites are performed. Bhesan police have filed a case of acci- dental death and started investigation.

Prime Minister Narendra Modi’s visit to Silicon Valley, technology capital of the world, home to the likes of Apple and Google, has been widely deemed a resounding success. CEOs of some of the most innovative companies anywhere rolled out the red carpet in welcome, promising new investment in Digital India, the government’s ambitious plan to connect each citizen to the internet and harness its potential to improve public services. Google con-firmed plans to launch free WiFi in 500 railway stations across India; Microsoft pledged its help in bringing low-cost broadband to villages; and Qual-comm promised to invest $150 million in Indian startups. Modi engaged the tech community, many of whom are Indian or of Indian origin, with humour and anecdote. Of course, his reputation as an en-thusiastically tech-savvy, social media-enabled PM had preceded him. At the townhall-style discussion at Facebook HQ, India’s PM spoke disarmingly of how social media was “like a guide” and an “easy textbook” for him, filling in for a “lack of educa-tion” and broadening his perspective. He acknowl-edged, too, its potential to radically transform the compact between governments and citizens — with Twitter and Facebook, with all their limits, acting as instant barometers of the public mood. He spoke of the ways in which social media can inject infor-mality in starchy, protocol-obsessed diplomatic re-lations, describing how a “happy birthday” message for the Chinese prime minister went viral recent-ly. But the heartwarming tableau at Silicon Valley seemed at odds with the increasing parochialism and narrow-mindedness on display back home, be it the meat-ban contagion or ministerial talk of “cleans-ing” cultural areas that have been “Westernised”. Clearly, Modi admires the entrepreneurial spirit and vivacity of Silicon Valley — as he put it, California is “one of the last places in the world to see the sun set. But it is here that new ideas see the first light of day”. But if Silicon Valley exemplifies the virtues of creative disruption, it does so because it tolerates — no, celebrates — diversity and difference. The new ideas Modi praised so effusively are made possible in an environment that nurtures defiance and dissent and individuality. Insubordination is encouraged, not muzzled, and the blunt instrument of an internet block is not used as the knee-jerk retort to every per-ceived security risk. Modi may not be responsible for this strain of illiberalism that seems emboldened in his regime, but he has failed to forcefully distance himself from it, or to subdue it.

Chinese e-commerce giant Alibaba Group and its payments arm Ant Financial Services Group are in-vesting an undisclosed amount in online payments processor and marketplace Paytm, the companies said in a statement on Tuesday. The news comes nearly a month after Alibaba pumped in millions of dollars in Paytm’s peer and India’s second-largest e-commerce firm Snapdeal. While this is Alibaba’s first direct investment in Paytm, its affiliate Ant Fi-nancial in February committed to buy a 26% stake in Paytm for about $575 million in a move to tap the fast-growing mobile payments business in the country. In May, Mint reported that Paytm had re-ceived board approval to raise an additional $375 million-plus from Alibaba Group.

Raksha Shakti University (RSU) on Monday became the first institute in India to receive the brain finger-printing technology de-veloped by Farwell for brain fingerprinting. It was the same system on the basis of which Indi-an system of BEOS was developed. The Institute of Research and Devel-opment (IR&D) of RSU has got two systems from Brainwave Technology, a US-based firm holding the patent, as part of their

MoU with the university. A five-day workshop for forensic scientists and re-searchers started at RSU on Monday with the team of brainwave technology where trainers included former FBI profilers. The system includes comput-er software and specially designed headgear and costs over Rs1 crore. Ex-perts said that the system scores over the current one as it does not require elaborate set-up and read-ings are quicker. Dr S L Vaya, director of IR&D who is considered one of the pioneers in forensic psychology in India, said that their primary agenda is validation of the system in Indian context. “We have two PhD candidates who will be working on forensic and clinical as-pect of the system and its applications. I am hope-ful that the installation of these systems will not only help the research-ers, but also investigating agencies from the state.”
