The Gujarat government on Thursday banned sale, procurement and distribu- tion of Maggi noodles af- ter the tests results showed presence of Monosodium Glutamate (MSG) and higher-than-prescribed lead levels in samples. A sample each of instant noodles of Sunfeast and S K Foods too were test- ed. Following which, S K Foods noodles were also banned for one month as a high lead content beyond 4 part per million (ppm) was found in the sample. The AMC health department has also issued notice to around 403 shops and im- posed a fine of Rs 36,100 in total for improper stor- age, lack of hygiene, etc.

No short cuts to safetyThe rapid response of the Centre and the States to concerns about the safety of mass-marketed brand-ed noodles is a welcome departure from the culture of governmental indifference to matters of public safety. Several States have initiated testing of sam-ples of Nestle’s ‘Maggi’ noodles to assess levels of lead, monosodium glutamate (MSG) and other chemicals. The first tests commissioned by Uttar Pradesh last year, which were repeated in an apex laboratory in Kolkata for confirmation, indicated that the levels of lead in the snack were much high-er than legally permissible; MSG, a flavouring salt normally added to preserved foods, was also found, although on the label there was no indication of its presence. This is plainly unacceptable. Food safety, particularly in the case of aggressively promoted packaged snacks aimed at children, is critically im-portant. The Food Safety and Standards Act, 2006, which requires the States to deploy an effective en-forcement mechanism, seeks to achieve that with a regime of stiff penalties ranging from fines to a life term in prison. Data presented to Parliament last month show that over 10,200 prosecutions were launched under the law in 2013-14, but they re-sulted in only 913 convictions; in some States and Union territories, none was secured.In the ‘Maggi’ noodles case, a fuller picture will emerge when the results of tests ordered by the Food Safety and Standards Authority of India are known. It is important to trace the origin of the problem, and its possible linkages to other food ar-ticles. This requires State governments to maintain vigilance and undertake sincere, transparent efforts to identify unsafe foods. For its part, the food in-dustry, which deploys enormous resources for lob-bying and advertising, would help its own cause by cooperating with the investigation. What stands out as overreach in the entire episode, however, is the targeting of celebrities for their endorsement of ‘Maggi’ products in the past. As actor Preity Zin-ta tweeted, it is puzzling that she received a court notice for an endorsement made a dozen years ago. Celebrities must choose with great care the prod-ucts and causes they endorse, but there is little doubt that their support has advanced many cam-paigns for public health, women and child rights, and so on. It is also relevant to point out here that food safety cannot exist in a vacuum, where the government neglects social determinants of health such as clean water, pollution control, elimination of adulteration, access to energy and freedom from corruption. In contrast to big corporations that have easy access to resources, India’s food business also has small, informal-sector participants who depend on it for livelihood. If approved, Khijadia would be the second site in the state to get the Ramsar approv-al after Nalsarovar. The Convention on Wetlands of International Impor-tance, called the Ramsar Convention, is the only global environmental treaty that deals with a wetland ecosystem. The treaty was adopted in the Iranian city of Ramsar in 1971. Once recognized as Ramsar site, the Khijadia wetland will be receiving global funds. Besides, the

state and the international body will work towards the wise use of all their wetlands through na-tional land-use planning, appropriate policies and legislation, management actions, and public ed-ucation. They will also ensure their effective management. The forest department has begun the process for Khijadia and Marine National Park in Jamnagar. According to the proposal which is being readied, Khijadia is home to the globally threatened black-necked stork, which is a resident species of the wetland declared as a sanctuary in May 1981. Apart from the black-necked stork,

other globally threatened species such as Dalma-tian pelican, darter, Asian open bill stork, black-necked stork, black-head-ed ibis, Eurasian spoon-bill, Pallas’s fish eagle, pallid harrier, Indian skimmer, osprey are also found here. Khijadia sanctuary is spread over just 6.05 sq km. Howev-er, the sanctuary and its adjoining areas have a diverse habitats and eco-systems which include marine habitat, fresh water habitat, marshy lands, mangroves, proso-pis areas, salt pans, open mudflats, intertidal mud-flats, creeks, scrubs san-dy beaches and adjoining farmlands.

The Government of India has approved ‘Common Facility Centers’ at four places in Gujarat for skill enhancement of diamond artisans. Gems and Jew-ellery Export Promotion Council(GJEPC) had in its proposal before union Commerce and Industry ministry asked for grant to set up common facility centers at 13 places across Gujarat inlcuding Amreli, Junagadh, Ahmedabad, Palitana, Botad, Palan-pur, Deesa, Jasdan, Sa-varkundla, Gariadhar,

Visnagar, Bhavnagar and Mahua to provide tech-nology and machine re-lated knowledge to small diamond industries and rural artisans. According to Chandrakant Sangh-vi, regional director of GJEPC, the centre has in first stage approved Com-mon Facility Centers at Ahmedabad, Visnagar, Palanpur and Amreli. The centre has also approved Rs 50 crore grant. In co-ordination with local as-sociation, GJEPC will start procedure to set up such centers.
