The rupee ended mar-ginally lower by two paise at 63.62 against the US dollar on month-end demand for the American currency from importers. How-ever, strong recovery in the equity market restricted the rupee’s fall, forex dealers said. The rupee resumed at yesterday’s closing lev-el of 63.60 at the Inter-bank Foreign Exchange (Forex) and hovered in a restricted range of 63.55 and 63.63 before finish-ing at 63.62, showing a loss of just two paise, or 0.03 per cent, from its last close.

One person was killed and two others were in-jured when a bus rammed into an auto-rickshaw at Samrala Chowk here to-day, police said. The ac-cident took place when the bus driver lost con-trol over the vehicle be-cause of a brake failure and then rammed into an auto coming from the opposite direction, they said. One occupant of the auto identified as Harban Singh died on the spot.The injured per-sons were rushed to local hospital for treatment, police said.

Death toll due to heavy rainfall in Gu-jarat today rose to 38, including 27 in worst-hit Amreli district, following which Chief Minister Anandiben Patel conduct-ed an aerial survey of the affected areas. According to the state government, 70 people are confirmed dead, five persons are missing and around 23 houses are damaged. Till now, three NDRF teams have been pressed into service. Mean-while, Chief Minister Anandiben Patel announced cash assistance of Rs 4 lakh each to the injured & family members of those who succumbed to the nature’s fury. “Death toll due to heavy rains has risen to 38. The deaths were reported from Amre-li (27), Rajkot (4), Bhavnagar (3), Surat
(2) and one each from Bharuch and Val-sad districts,” State Relief Commissioner DN Pandey said. On the issue of provid-ing compensation to the affected people, he said financial aid will be given as per norms. “Financial aid or help is being giv-en to people in affected areas like whose houses have been damaged, or in the cas-es of casualties or other injuries. Aid will be given as per norms of NDRF (National Disaster Relief Fund),” he said. “Chief Minister Anandiben Patel has been con-ducting aerial survey and final decision on providing further help or financial aid will be taken after a meeting with her,” Pandey said. DAYIIM bill: Degree of unfreedomThe prime minister needs to explain to the ministry of human resource development (HRD) the meaning of his “moola mantra” and election promise “mini-mum government, maximum governance”. The pro-posed new IIM bill from the HRD ministry does the opposite. It claws back a lot of existing autonomy of these institutions and reduces IIM boards to the rubber-stamping handmaidens of the ministry. This new move to take greater government control comes despite the lack of evidence of the need to do so, given the consistently high level of academic, social and financial contributions of at least the larger ones. The older, more established IIMs are poster children for the prime minister’s “Make in India” vision — that India can turn out world-class products that are valued everywhere. Their alumni and alumna have made their mark in the highest echelons of all as-pects of society both in India and around the world — business, government, social enterprises, new-age entrepreneurship and Parliament. CK Prahalad, renowned management guru, Raghuram Rajan, for-mer IMF chief economist and now RBI governor, Ajay Banga, chairman, USIBC, and Mastercard CEO, are just the tip of the iceberg. It’s not all about business either, IIM graduates include senior bu-reaucrats, a member of Parliament, founders of so-cial enterprises, successful new-age entrepreneurs and economic ambassadors like KV Kamath, who represents us now in the newest multilateral venture of the world. It’s also not just the alumni but also the alumna — think of Shikha Sharma, MD of Axis Bank, Roopa Kudva, till recently MD of CRISIL, Indra Nooyi and many more. The IIMs (and I speak from my knowledge of IIM-Ahmedabad) have im-plemented OBC reservations speedily, pushing fac-ulty and facilities to deal with an almost overnight doubling of student intake, and are need-blind in ad-missions. The faculty serve on several government committees to provide groundwork for policymak-ing, run special programmes for nationally import-ant segments like the armed forces, are engaged in incubating and encouraging grassroots innovation, entrepreneurship and more. Also, a little-known fact is that the larger IIMs are financially self-sufficient and committed to raising their own funds to take them to the next level of excellence. They have been oases of admissions integrity. Till now, no MP’s son or business baron’s daughter has ousted a more de-serving candidate from a humble background. Surely that stands for something, in our prime minister’s vi-sion of a meritocratic India where humble origins are not a deal-stopper in life. To highlight some aspects of the bill, it has baffling phrases like, “regulations made by the board with the approval of the Central govern-ment”. So what is the role of the board? There is also the use of the catch-all “any other matters”, which is a blanket statement of open and future power given to the Centre. On a chairperson’s appointment, it says (s)he will be appointed by the Central government “in such manner as may be prescribed”, leaving this criti-cal appointment wide open to misuse or whimsy.

Protecting the world’s largest online social net-work from malware is the top priority of the securi-ty engineers at Facebook. The job involves remov-ing all the malicious links; the ones that point to bad websites and ensuring that the malware itself does not spread through Facebook. Facebook’ Trevor Pottinger, from the Threat Infrastructure team has announced that they are releasing a new tool in association with Kaspersky Labs to keep user’s computer and the social network safe from all the malicious pro-grams. Kaspersky Labs is a Russian software security company that develops anti-malware programs. Facebook and Kaspersky Labs have been working on mak-ing sure that the malware does not enter the social
network in any form. One of the best ways to do this is to inform the user that their computer is infected with malware so that the user can take active steps to remove it. Facebook has announced a new ‘Malware Scan’ tool for Facebook pow-ered by Kaspersky’s expertise. The tool will scan the user’s comput-er for potential threats and offer cleanup mech-anisms. Users will have to download the tool on their computers and run the scan to check if their computer has been infect-ed. Facebook says that in the past three months, the tool has helped pro-tect over 260,000 com-puters across the world that were used to access Facebook. Facebook has also been working with other leading anti-mal-ware corporations like ESET, Trend Micro and F-Secure.

The private provident fund trusts which manage their workers PF as well as ac-counts have been allowed to invest up to 15% of their incremental deposits in equity or equity related investments. The Labour Ministry in April had al-lowed retirement fund body EPFO to park a por-tion of its funds in stock markets. The ministry now has issued a separate notification for private PF trusts or exempted estab-lishments to allow them to invest in stock mar-kets. As per the practice, same investment pattern for EPFO and exempted organisations is notified separately. The private PF trusts are regulated by the Employees’ Prov-ident Fund Organisation.
