QUOTE OF THE

DAY

Editors’ Picks

Army’s Myanmar strike: Governments don’t sing about covert operations

First there is the operation; then there are the optics. Based on available reports, the cross-border opera-tion in Myanmar seems to have been professionally executed. The army’s statement was appropriately terse. The operation was not without precedent. But the government deserves credit for putting in place all the diplomatic, intelligence and other ingredients that made it possible in quick time. But the messag-ing around the operation seems to have muddied the waters. Some of the muddying is on familiar themes. The chest-thumping of some ministers seems quite out of proportion and potentially dangerous. In-dia has a more complicated history with effective cross-border operations than is usually acknowl-edged. The political narrative around the operations, not the facts, is what seems to be changing. But let us look at the politics of messaging in different frames. Any political establishment is understandably tempt-ed to take credit for a successful operation. This is particularly true for a government whose self-image is so muscular and whose core constituency gets energised by such events. But aggressive domestic political messaging runs two risks. First, it probably makes cross-border operations subject to more overt scrutiny of the wrong kind. Operational details put out to make its impact more vivid can potentially damage the integrity of covert operations. If there is spin, one has to be careful that it does not dam-age the credibility of the government. Exactly how “cross-border” was this cross-border operation? But more seriously, aggressive domestic messag-ing creates a new sense of habituation and expec-tation, which can in turn reduce the government’s room for political manoeuvre later. Such operations have to be mounted when conditions are right and the risks manageable. But if you have a political culture that expects these operations routinely, where after every incident the government is com-pelled to explain why it isn’t going after targets, the risk of misjudgement becomes higher. Covert ops and cross-border raids are kept covert not just for operational reasons, but because you want to be careful about the culture of expectation they set up. You also risk embarrassing friendly governments that support you. Minister Rajyavardhan Singh Ra-thore claimed that this operation sends a message to countries like Pakistan. It is a bit of nonsense to suggest this. Pakistan and India both know that the nature of their military, political and nuclear rela-tionship is different. But there are two elements to the message that this government has been trying to send to Pakistan and other neighbours. First, that India’s security red lines are clear and there will be less waffling. There is no incompatibility between asserting these lines clearly and extending a hand for cooperation in other areas.

The African president has his hands firmly on the reins of government at home and is frequently on the move, flying around the globe. At age 91, Zimbabwe’s Presi-dent Robert Mugabe shows few signs of slowing down amid periodic speculation about whether he is ill or in decline. Cabinet min-isters from both his party and the opposition who have worked with him say he pays immense attention to detail regarding policies, laws and the national bud-get. During negotiations ahead of a new constitution in 2013, Mugabe sat with his party’s key leaders for as long as 10 hours, scour-ing through each clause. This weekend, he will pre-side as chairman of the Af-rican Union over a meeting in Johannesburg of leaders from around the continent. The talks could focus on

I have recovered. There’s nothing to worry, I won’t say that I am not fully fit, but for a Test match one needs to have an extra amount of prepa-

Rubel said he hopes to make the Test team for the upcoming home se-ries against South Af-rica. “I wasn’t selected for the Test match, but it’s not as though I don’t see a future for myself in this format of the game. An inexperienced Indian football side gave a good fight before going down 1-2 against Oman in the home leg match of the 2018 World Cup Prelim-inary Qualification round here today. Oman, ranked 40 places above India in the FIFA chart at 101, scored through Qasim Said (first minute) and Imad Al Hosani (40th, penalty) while Sunil Ch-hetri was on target for India with a superb goal in the 26th minute. The 19,000-odd crowd at the Kanteerava Stadium thought that India had equalised in the 69th min-ute but to their dismay, the linesman ruled that Robin was offside. CK Vineeth essayed a cross from the right towards Oman goal and defender Sallam Amur flicked the ball into his own net but the linesman thought that

Robin was in off-side position before that. In-dia coach Stephen Con-stantine gave debut to four players, including three in the back four, and the inexperience showed as the home side were in the back-foot from the beginning by conceding a goal in the first minute. Then, a debutant Dhanachandra Singh went for a reckless challenge on an Oman attacker to concede the decisive penalty. In fact, the most experienced

Indian players after the duo of Sunil Chhetri and goalkeeper Subrata Paul, who each have played more than 50 internation-al matches, were captain Arnab Mondal and Robin Singh -- who each have donned India colours in 10-odd matches. The fan-cied Oman dominated the match throughout with several shots at the Indi-an goal while the home side had just a couple of goal-bound attempts. The Indian backline were un-der severe pressure trying to fend incessant Oman attackers and the home side were lucky not to have lost the match by a bigger margin largely due to poor finishing by visit-ing team. It did not take long for Oman to take the lead as Qasim Said put them ahead in less than 30 seconds into the match from the first goal-bound attack.

The pace leg-end is the fourth cricket-er this year to be induct-ed into the ICC Cricket Hall of Fame after Betty Wilson, Anil Kumble and Martin Crowe, who were inducted earlier this year during the ICC Cricket World Cup 2015. “I feel privileged and indeed honoured to be given this tremendous award. I have noted the list and it has some tremendous cricketers – heroes who have made the game what it is today. So, I am humbled to be included among these many greats of the game,” Hall said. “Anytime you get these kind of encomiums, it is memorable. It is fantas-tic to receive the award in the West Indies and

in front of adoring fans, which makes it even more special. I have rep-resented the West Indies as a cricketer, as the team manager, and as the Pres-ident of the WICB, so I will treat this as some-thing I value and will always remember,” he said. Hall played in 48 Tests from 1958 to 1969 in which he took 192 wickets, including five wickets in an innings nine times and 10 wick-ets in a match on one oc-casion. In 170 first-class matches, Hall claimed 546 wickets at an aver-age of 26.14. In 1964-65, his 16 wickets were instrumental in guiding the West Indies to its first series win over Aus-tralia. Following several in-cidents of mango theft from orchards in Valsad district, many fruit grow-ers in the region, famous for its Alphonso and Ke-sar mangoes, have in-stalled CCTV cameras to pre-empt such attempts. A UK-based Gujara-ti businessman recently gave the highway a miss and hired a chopper to fly to Dholera, Radhanpur and Khavda in border dis-tricts of the state to sur-vey land for a project he wishes to set up in Guja-rat. In the last 12 months, a good 200 chartered ser-vices were hired by in-dustrialists to fly within India for business as well as leisure trips. About 50 chartered flights hired by Gujarati businessmen flew to various foreign destinations.Until 2012-13, the number of char-tered flights for interna-tional destinations could be counted on fingertips. “The number increased in 2013-14 with 10 such flights heading towards African nations. In last one year, this number has gone up to 50,” says

Captain Kaushal Soha-gia, director Aniket Air Services Pvt Ltd. Success of Vibrant Gujarat sum-mit and large investments flowing into Gujarat has pushed the demand for chartered flights in the state, says industry sourc-es. “Many companies hire choppers for foreign executives who come for a short visits,” says Soha-gia. Growing preference for charters prompted an online travel portal to launch chartered flight services between Ahmed-abad and Bhutan in April this year. Beginning May, they have operated six flights. The company now plans similar service to Turkey from Ahmed-abad. Officials in Ahmed-abad based aviation com-panies say chartered jets are also rented from Del-hi and Mumbai to meet client requirements.

Large number of industri-al units in Dahej special economic zone (SEZ) and Vilayat Industrial Estate are staring at production losses after the main 12.5 km pipeline discharging effluents into the high sea was damaged on Wednes-day morning. Officials said that the suction sys-tem at one of the four pumps at the main pump-ing station in Dahej broke, resulting in large quantity of effluents gushing out. The pumping station was submerged and all indus-tries were immediately told to stop discharging their effluents. The pipe-line, managed by Gujarat Industrial Development Corporation (GIDC), dis-

charges nearly 23 million litres effluents per day four km into the sea. “After in-timation, it took sometime for the units to stop the dis-charge. In the meantime, some effluents also flowed into a storm water drain-age pipeline and eventu-ally into the Narmada es-tuary,” A A Dolti, regional officer, Gujarat Pollution Control Board (GPCB), told TOI. It is estimated that nearly 70,000 litres of effluents have flowed into the estuary and if more is discharged, there is a threat to the marine environment. M A Hania, president of Dahej Industries Associ-ation, said, “The situation is very bad as repairs will take at least two to three days.

However, conser-vationists say there were better ways of protecting the monument — which
