INLEIDING

Het Algemeen Bureau voor de Statistiek publiceert statistieken over verschillende onderzoekingen die gedaan zijn. In deze publicatie gaat het om het presenteren van statistieken van het Verkeer en Vervoer. De afdeling Verkeers- en Vervoerstatistieken heeft alle moeite gedaan om aan statistische gegevens te komen. De afdeling heeft voornamelijk gebruikgemaakt van secundaire data van diverse databronnen. Het is niet bij alle databronnen even eenvoudig geweest om aan de data te komen. Deze statistieken geven inzicht in het Internationaal Personenverkeer, Weg- Lucht en Waterverkeer en ook Communicatie. Deze statistische gegevens zijn een input voor analyses om zodoende inzicht te krijgen in wat zich daadwerkelijk afspeelt binnen het verkeer. Dit inzicht vormt de basis voor de verdere ontwikkeling en beslissingen die genomen kunnen worden voor het verkeer. De statistische gegevens die gemeten worden zijn: de aantallen personen die in Suriname zijn aangekomen onderverdeeld naar leeftijd, geslacht, doel van het bezoek en land van residentie. Land van residentie is het land waar de toerist woont of waar die vandaan komt. De grensposten die als meetpunten worden gebruikt zijn: - Albina in het district Marowijne, - South Drain in het district Nickerie, - vliegveld Zorg en Hoop - te Paramaribo en de Johan Adolf Pengel luchthaven te Zanderij. Uit de data die verschaft wordt door de diverse databronnen van de grensposten wordt het aantal aangekomen en vertrokken personen onderverdeeld in categorieën ingezetenen en niet- ingezetenen. Ook data over het aantal toeristen wordt verzameld met als onderverdeling: doel en duur van het bezoek, hun verblijfplaats en land van residentie. Van het wegverkeer wordt data gepresenteerd over de aantallen verzekerde-, aantallen na herkeuring en voor de eerste keer goedgekeurde motorrij- en voertuigen. Ook de aantallen overleden personen ten gevolge van verkeersongevallen zijn opgenomen en die zijn onderverdeeld naar diverse

INTRODUCTION

The General Bureau of Statistic publishes statistics of different surveys which where executed. The data presented in this publication covers Traffic and Transport Statistics. The department Traffic and Transport statistics has done all efforts to collect the statistical data. The department mainly uses secondary data from various data sources. Retrieving the required data from all the sources was not always an easy task. These statistics give an insight regarding the International Passenger Traffic, Land- Air- and Water Transport and Communications. These statistical data are inputs for analyses to get an insight on what is actually going on in/with the traffic. This insight forms the basis for further decisions to be taken for the development of Traffic matters. The statistical data that are collected consist of: the numbers of arrivals in Suriname classified by age, gender, purpose of their visit and country of residence. Country of residence is the country where the tourist lives or the country where he comes from. The border posts that are used as measuring points are:

- Albina in the District of Marowijne, - South Drain in the District of Nickerie, - Zorg en Hoop Airport in Paramaribo and - the Johan Adolf Pengel Airport to Zanderij.

Out of the data provided by the various data sources of the border posts, the number of arrived and departure persons is categorized in residents and non-residents. Also data regarding the number of tourists is collected and divided by: purpose and duration of the visit, their place of residence and country of residence. Regarding Road Traffic, data is presented over the number of insured-, number of re-inspected and for the first time-approved motor vehicles. Also the number of deceased persons as result of a traffic accident is presented and it is divided by

variabelen. Het waterverkeer geeft inzicht in aantallen binnengevaren en uitgevaren schepen naar nationaliteit, land / regio van voorlaatste havenplaats en eerstvolgende havenplaats. Het is ons enkele jaren niet gelukt om data te verkrijgen, maar gelukkigerwijs hebben we voor deze publicatie wel data ontvangen en wel voor de periode 2012-2016. Bij Luchtverkeer gaat het om de aantallen vliegbewegingen van JAP. Communicatie presenteert data betreffende radio- en televisie stations, het telefoonverkeer alsook data van de verschillende dagbladen en tijdschriften.

HET INTERNATIONALE PERSONENVERKEER Het internationale personenverkeer (het personenverkeer tussen Suriname en de rest van de wereld) wordt gemeten op de vier eerder in de inleiding genoemde grensposten. Op de grensposten JAP, Zorg en Hoop en Albina wordt door middel van het verstrekken van aankomst formulieren de data verzameld. Bij South Drain wordt gebruikgemaakt van de Canawaima Ferry Service Inc. Het aantal personen dat het land binnenkomt wordt gecategoriseerd naar Ingezetenen en Niet-ingezetenen. De Niet-Ingezetenen worden onder-verdeeld in ééndaagse bezoekers en toeristen. Volgens de World Tourism Organization (WTO) definitie is:

- een ééndaagse bezoeker een aangekomen Niet-ingezetene die op dezelfde dag van aankomst wederom vertrekt, dus geen overnachting heeft

- een toerist een aangekomen niet-ingezetene die ongeacht het doel van het bezoek, minstens 1(één) nacht in Suriname verblijft.

Enkele highlights mbt de cijfers van het personenverkeer: Over de periode 2012-2016 heeft grenspost Zorg en Hoop het laagste percentage, namelijk 1, aan toeristen die het land binnen komen en grenspost JAP luchthaven heeft het hoogste percentage, namelijk 60. Uit het aantal personen die het land binnen komen gecategoriseerd naar geslacht, is te merken dat de mannen veel hoger liggen in percentage dan de vrouwen en wel met een percentage van 70 %. Gelet op het personenverkeer naar categorie is gebleken dat over de hele linie de toeristen de grootste groep vormen, gevolgd door de ingezetenen. Enkele nieuwe tabellen zijn toegevoegd aan de publicatie namelijk;

- het voertuig of transportmiddel van de personen die vanuit South Drain Suriname aandoen.

- Het soort ticket per persoon gecategoriseerd naar return, open, single en free.

THE INTERNATIONAL PASSENGER TRAFFIC The International Passenger Traffic (Passenger Traffic between Suriname and the rest of the world) is measured at the previously mentioned four border posts (see introduction). At the border posts of JAP, Zorg en Hoop and Albina, the data is collected with the use of arrival forms. At the border post of South Drain, the service of the Canawaima Ferry Service Inc. is used. The number of persons arriving in the country is categorized by Residents and Non - Residents. Non - Residents are divided into one-day visitors and tourists. According to the World Tourism Organization (WTO) definition:

- a one-day visitor is an arrived Non-resident who leaves again on the same day of arrival, so there is no overnight stay

- a tourist is an arrived non-resident who, regardless of the purpose of the visit, overnights at least 1(one) night in Suriname.

Some highlights regarding the figures of the Passenger Traffic: Over the period 2012-2016 the border post Zorg en Hoop has the lowest percentage, namely 1, of tourists who come into the country and JAP airport has the highest percentage, namely 60. From the number of persons who come into the country categorized by gender we notice that number of men is much higher in percentage than women, it’s a percentage of 70% Looking at passenger Traffic by category we see that in general the tourists form the largest group, followed by the residents. A few new tables have been added to the publication namely;

- The vehicle persons used to enter the country trough South Drain Suriname.

- The kind of ticket used per person categorized by return, open, single and free.

HET WEGVERKEER De verschillende databronnen voor het wegverkeer zijn:

‐ De Centrale Bank van Suriname die het ABS voorziet van data betreffende aantallen verzekerde motorrij- en voertuigen.

‐ Het Korps Politie Suriname (KPS) m.n. de afdeling Verkeer, de afdeling Verkeersvoorlichting Onderwijs en Statistieken en de Keuringsdienst. Ook de afdeling Dienst Criminele Informatie Verzorging (DCIV).

‐ De Spoedeisende Hulp (SEH) van het Academisch Ziekenhuis Paramaribo (AZP)

‐ Streek Ziekenhuis Nickerie (SZN)

‐ Stichting Toezicht Keuring Motor-rijtuigen (STKM)

‐ Stichting Herkeuring Motorrij- en voertuigen Suriname (SHMS)

De Centrale Bank verstrekt data over de aantallen verzekerde motorrij- en voertuigen. De data over de aantallen goedgekeurde motorrij- en voertuigen hebben we ontvangen van twee databronnen, namelijk: STKM en SHMS. Voorheen was de STKM de enige bron die het ABS van data verschafte over de herkeuringen, maar vanwege gewijzigde beleidsinzichten is de SHMS vanaf het 4e kwartaal van 2015 de organisatie die belast is geworden met het keuren en herkeuren van Motorrij- en voertuigen. Het STKM heeft data over de periode 2012 tot en met mei 2015 verschaft aan het ABS. Data over 2016 heeft het ABS ontvangen van de SHMS. Van het KPS is data ontvangen over het aantal verkeersongevallen. De SEH verschaft data over het aantal personen dat zich heeft aangemeld en betrokken was bij verkeersongevallen. Ook Streek Ziekenhuis Nickerie verschaft data over het aantal aangemelde personen dat betrokken was bij een verkeersongeval en van personen die gehospitaliseerd moesten worden. Uit de cijfers ontvangen van het KPS is gebleken dat in 2016 ten opzichte van 2015 het aantal voor de eerste keer goedgekeurde motorrij- en motorvoertuigen drastisch is afgenomen en wel met 43% (zie tabel 2.04).

ROAD TRAFFIC

The various data sources for Road Traffic are;

‐ The Central Bank of Suriname that provides the GBS with data on numbers

of insured motor-vehicles.

‐ The Suriname Police Force (SPF) namely, the department of Traffic, the

Department of Traffic Information, Education and Statistics and the Inspection Department. Also de department of Crime Information

‐ The Emergency Room (ER) of the Academic Hospital Paramaribo (AZP).

‐ Local Hospital Nickerie “Streekziekenhuis (LHN)

‐ Vehicle Inspection Foundation

‐ Inspection for Re-approved Motor-Vehicles Suriname

Data from The Central Bank of Suriname provide insight regarding the number of insured motor vehicles. The data regarding the number of re-inspected motor-vehicles was received from two sources, namely: STKM and SHMS. Previously, the STKM was the only source that shared data with the GBS, regarding (re)inspection data, but because of a change in policy matters, the SHMS is now the organization responsible for inspection and re-inspectation of motorvehicles. The STKM has provided the GBS with data regarding the period 2012 up till May 2015. SHMS had provided data over the year 2016. From the SPF we have received data from the number of traffic accidents. The ER provides data on the number of persons who have registered and were involved in traffic accidents. The Local Hospital of Nickerie “Streekziekenhuis” also provides data on the number of persons who registered and were involved in a traffic accident and the persons who had to be hospitalized. From the figures of SPF we notice that when comparing 2016 to 2015 the number of first time approved motor vehicles has drastically decreased by 43% (See Table 2.04).

Uit de cijfers is gebleken dat in 2016 ten opzichte van 2012 het aantal verzekerde personenauto’s met 19% is gestegen (Zie tabellen 2.01 en 2.02). Het aantal vrachtwagens in 2016 ten opzichte van 2012 is met 5% toegenomen. Bekijken we het aantal motorrij- en voertuigen dan blijkt dat er een stijging van 11% is in die periode. De voertuigen die het meest worden gekeurd zijn personen auto’s. Er is een toename van 16% in 2015 ten opzichte van 2012. Van het aantal verzekerde motorrij en voertuigen, is informatie verkregen van de Centale Bank. Uit die informatie blijkt dat de meeste verzekerde motorrij en voertuigen de personen auto’s zijn met een gewicht tot maximaal 1200kg. In 2015 zijn 59 mensen omgekomen in het verkeer. Dit is 28% minder dan in 2014. Toen vielen er 82 dodelijke verkeersslachtoffers. Uit het totaal aantal verkeersslachtoffers met dodelijke afloop over het jaar 2016 is 84% man en 16% vrouw. In de distrikten Paramaribo en Wanica zijn de meeste verkeersslachtoffers gevallen. Van het totale aantal slachtoffers met dodelijke afloop zijn 39 ter plekke overleden. Uit de cijfers van het KPS blijkt dat er een toename is van het aantal bromfietsers die verkeersslachtoffer zijn geworden. In 2014 waren er 21 mannelijke verkeersslachtoffers en in 2016 is dat gestegen naar 32. De Spoedeisende Hulp (SEH) van het Academisch Ziekenhuis Paramaribo (AZP). Deze instantie geeft informatie over het aantal aangemelde personen die betrokken waren bij een verkeersongeval. SZN registreerde in 2016; 341 aangemelde slachtoffers. Dit is een daling van 34 (9%) aanmeldingen ten opzichte van 2014. Uit de cijfers van SZN blijkt dat mannen zich het meest hebben aangemeld in het ziekenhuis na een verkeersongeval. In Paramaribo en Nickerie zijn de meeste veroorzakers bromfietsbestuurders. Er zijn in 2016 in totaal 121 betonnen bruggen gebouwd, terwijl er in 2014 119 waren gebouwd.

From the figures we notice that when compared 2016 to 2012 the number of insured persons cars has increased by 19%. (See Tables 2.01 and 2.02). The number of Trucks in 2016 compared to 2012 has increased by 5%. The total increase of the number of motor vehicles in the same period is 11%. The mayority of vehicles that are approved are passenger cars. There is an increase of 16% in 2015 compared to 2012. The information of the number of motor vehicles is obtained from the Central Bank. The information shows that passenger cars with a weight up to 1200 kg are the most insured vehicles. In 2015, 59 people died due to traffic accidents. This is 28% less than in 2014. In that year, there were 82 traffic deaths. Of the total number of fatal road traffic accidents for the year 2016, 84% was male and 16% were female. Most road traffic accidents happened in the districts Paramaribo and Wanica. Of the total number of fatalities 39 died on the spot. The figures of the SPF show an increase in the number of moped riders who were victim in a traffic accident. In 2014, there were 21 male road accident victims and in 2016, this number rose to 32. The Emergency Room (ER) of the Academisch Ziekenhuis Paramaribo (AZP).This authority has provided data on individuals who visited the Emergency Room due to injuries obtained from a traffic accident. SZN registered in 2016; 341 notified victims. This is a decrease of 34 (9%) notifications compared to 2014. From the figures of SZN, it shows that men have signed up the most in the hospital after a traffic accident. In Paramaribo and Nickerie moped drivers cause the most traffic accidents. 121 concrete bridges were built in 2016, while 119 were built in 2014.

WATERVERKEER EN TRANSPORT

De Maritieme Autoriteit Suriname, MAS, is een van de databronnen betreffende waterverkeer. Uit de data worden de verschillende statistieken verzameld van de schepen die aanmeren en vertrekken vanuit onze havens. De data van de MAS zijn als juist te beschouwen. De aantallen verkregen uit de “Scheepsmanifesten” bij in – en uitvoer zijn vanwege consistentie opgeblazen naar de aantallen van de MAS uitgaande van de procentuele verdeling verkregen uit de cijfers van de Scheepsmanifesten. De data die gehaald wordt uit de in- en uitvoer manifesten betreffen:

- de nationaliteit van binnengevaren schepen - land/regio voorlaatste haven plaats - land/ regio eerstvolgende haven plaats

In 2016 bedroeg het aantal aangemeerde schepen 939 en in 2015 was dat 989 (zie tabel 3.05). In 2014 ten opzichte van 2012 is er een stijging van ± 22%. De daling in 2016 ten opzichte van 2015 bedroeg 8%. De hoeveelheid uitgevoerde vracht in duizend ton bedroeg in 2014; 2,240 in 2012; 2,060 en in 2013; 1,998. De toename in 2014 ten opzichte van 2013 bedroeg ±12%. In 2016 is er een daling te zien. Ten opzichte van 2014 bedroeg de daling in 2016 ±46%. Er is een constante daling te merken in de ingevoerde vracht.

WATER TRAFFIC AND TRANSPORT

The Maritime Authority Suriname, MAS, is one of the sources for data regarding water traffic. From the data, the various statistics are collected regarding the ships that Moor and depart from our ports. The data from the MAS is to be considered correct. The numbers out of the “Ship Manifests” for import – and export are for consistency reasons expanded to the numbers from the MAS, based on the percentage distribution derived from the figures of the Ship Manifests. The data from the imports and exports manifests regard :

‐ the nationalities of the entering ships ‐ country / region for last harbour place ‐ country / region of next harbour place

The number of docked ships in 2016 was 939. In 2015, this number was 989 (see table 3.05). Comparing 2014 to 2012 there has been an increase of ± 22%. The decrease in 2016 with respect to 2015 amounted to ± 8%. The quantity of exported freight in thousand tonnes was in 2014; 2,240, in 2012; 2060 and in 2013; 1,998. The increase in 2014 with respect to 2013 amounted to ± 12%. Compared to 2014 the decrease in 2016 was ± 46%.There is a constant decline noted in the imported freight.

LUCHTVERKEER AIR TRAFFIC De N.V. Luchthavenbeheer is de databron voor het luchtverkeer. Het aantal vluchten op de JAP luchthaven kwam in 2016 op 4,740, ruim 17% meer dan in 2012 met 4,038 vluchten. Het aantal vluchten, vertoont een schommeling over de verschillende jaren. In het jaar 2015 was er een stijging van 23% te merken ten opzichte van het jaar 2012. In dat jaar waren de vluchten het hoogst in vergelijking met de jaren 2012 t/m 2016.

The N.V. Airport Management is the data source for the Air Traffic. The number of flights of the JAP Airport came in 2016 on 4.740, more than 17% compared to 2012 with 4,038. The number of flights has been fluctuating over the various years. In the year 2015, there was an increase of 23% to note in relation to the year 2012. 5 Communicatie

Communication

COMMUNICATIE In de Communicatiestatistieken zijn opgenomen:

- de aantallen mobiele en vaste telefoonaansluitingen

- de hoeveelheden verzonden en ontvangen brieven per luchtpost

- omroep en televisiestations naar frequentie/ kanaal en regio

- diverse bladen en tijdschriften De data betreffende telefoonaansluitingen en omroep- televisiestations zijn verkregen van de Telecommunicatie Autoriteit Suriname (TAS). Uit deze data zijn diverse tabellen geproduceerd. In tabel 5.05 is kanaal 28 twee keer opgenomen. Het gaat om de kanalen van SBS in het distrikt Nickerie en Suara Rakjat N.V. in Paramaribo. De diverse televisie stations die geregistreerd staan bij TAS zijn opgenomen in tabel 5.05. Data betreffende brieven zijn afkomstig van het Surinaams Postbedrijf, SURPOST. De data van de diverse bladen zijn afkomstig van het ministerie van Onderwijs Wetenschap en Cultuur, Directoraat Cultuur, afdeling Onderzoek Planning en Documentatie. Uit de hoeveelheid mobiele telefoons blijkt dat steeds meer gebruikers meer dan één mobiele telefoon tot hun beschikking hebben. Hierdoor is het aantal gebruikers voor wie de mobiele telefoon kan dienen als vervanging van de vaste telefoon, verder toegenomen. Het aantal vaste aansluitingen in 2016 ten opzichte van de jaren daarvoor is afgenomen. Slechts in het jaar 2014 was er een stijging van 38% ten opzichte van 2013. Gelet op de cijfers van de mobiele telefoon zien wij dat er een constante toename is. Slechts in het jaar 2015 was er een lichte daling van 4% in vergelijking met 2014. In 2015 ten opzichte van 2012 was er een toename van ± 32%. Voor wat betreft de cijfers van het postverkeer via Surpost (zie tabel 5.03a en 5.03b) zien wij dat er vanaf 2012 een afname is in het brievenpostverkeer. Zowel bij de hoeveelheden ontvangen brieven als bij de verzonden brieven is dat zichtbaar.

COMMUNICATIONS The Communications Statistics consist of:

- The numbers of mobile and fixed telephone connections

- The quantities of letters sent and received by airmail

- Broadcasting and television stations by frequency /channel and region.

- various newspapers and magazines. The data regarding telephone connections and broadcasting / TV stations have been obtained from the Telecommunication Authority Suriname (TAS). From these data, several tables are produced. In table, 5.05 channel 28 is included twice. It is regarding the channels of SBS in the district Nickerie and Suara Rakjat N.V. in Paramaribo. The various television stations that are registered at TAS are presented in table 5.05. Data regarding letters have been obtained from the Suriname Postal Service, SURPOST. The data from the various magazines have been obtained from Ministry of Education, and Community Development, department Culture. The amount of mobile phones shows that more users have more than one mobile phone. As a result, the number of users for whom the cell phone can serve as a replacement for the landline, increased further. The number of fixed telephone lines in 2016 compared to previous years has decreased. Only in 2014, there was an increase of 38% compared to 2013. Looking at the numbers of the mobile phone use, we see that there is a constant increase. Only in the year 2015, there was a slight decrease of 4% compared to 2014. In 2015 compared to 2012 there was an increase of ± 32%. Regarding the numbers of post traffic via Surpost (see table 5.03 and 5.03 b), we see that as of 2012, there is a decrease of letter post traffic. This is visible in both the quantities of received and dispatched letters.
