DAYFracas between Kejriwal government and Delhi policeFor some time now, and in full public view, Delhi’s government has trained its guns on Delhi Police, which reports to the Union home ministry. The lat-ter has returned fire, with constables to the police commissioner taking pot shots at the government. The state government has embarked on an adver-tisement blitz, in print and on radio, that frames the police force in poor light. In an open letter to the prime minister, Chief Minister Arvind Kejriwal has highlighted the gruesome murder of a teenage girl in the city to underline his complaint, while pushing his campaign for gaining control over the force that is denied to the elected government un-der the capital’s power-sharing arrangement. His disparaging remark about policemen had earli-er caused some heartburn in the force. Kejriwal’s strategy of going public in a bid to distance his government from policing failures in Delhi intends to be smart politics, but actually reveals a lack of maturity. There is a systemic price to be paid if a chief minister ridicules officials, especially law enforcers, in public. Reprimands, when necessary, must be served behind closed doors and without disrespect to the institution. To be sure, Kejriwal’s frustration with the multiple centres of power in a state he rules is understandable. As the head of an elected government, he also has to address the complaints and concerns of citizens. Yet, the reality is that he has only partial control over the exec-utive in Delhi and till the arrangement is altered through due process — which will involve nego-tiation with the Centre — he must function with-in its limits and constraints. The lack of a working relationship with the Centre can hurt the efficiency of his government and jeopardise the developmen-tal agenda it so fervently promises and proclaims. As chief minister, moreover, Kejriwal is expected not just to publicise and highlight the problems but also to come up with the solutions. And while his government’s efforts to identify and isolate corrupt elements are commendable, he also needs to recog-nise and make the distinction between the institu-tion and its rogue members. If he is not careful, his headlong rush into confrontation with institutions and with the Centre could take the sheen off his government’s more radical initiatives, like subsi-dised canteens and health centres. The Delhi fracas has raised another question: Should police officials publicly lock horns with the head of the elected government? The Union home minister must cau-tion Delhi Police personnel against commenting on the state government’s conduct in public. A spat between the government and the law enforcement machinery can only benefit law-breakers.

Jain was talking to media persons after participating in an event related to the campaign. She said the Haryana government has not made any payment to Chopra for the purpose, and Chopra expressed her wish to work for the campaign without charging any fee. With uncertainty looming over the impact of poor rain on kharif crops, the Union cabinet on Tuesday decided to extend the sub-sidy offered on interest rates to farmers for 2015-16 and increase the bud-get allocation for the so-called interest subvention scheme. In doing so, the finance ministry seems to have dropped its plan to revamp the scheme for crop loans at least for now. Finance minister Arun Jaitley had allocat-ed Rs.13,000 crore in the

budget for this scheme in the current fiscal, higher than Rs.9,476.71 crore set aside in last year’s budget (as per revised estimates for 2015-16). On Tues-day, the cabinet decided to increase the allocation for this year to Rs.18,110 crore. Of this, Rs.15,778 crore will be used to subsidize loans given by state-run banks. The re-maining amount will be used by National Bank for Agriculture and Rural Development (Nabard) to refinance loans given by regional rural banks and cooperative banks.

The Gujarat high court has fined Hasmukh Pandya, 42, a teacher from Limkhe-da — in the tribal district of Dahod — for refusing to accept that he is the father of his three children. Pan-dya invited the court’s ire because of his dogged de-nial of fatherhood despite the DNA test conducted by the Directorate of Forensic Sciences (DFS), Gand-hinagar, establishing his paternity. Justice Paresh Upadhyay said, “The hus-band has not only abused the process of law, but

has abused his wife. He is falsified by the clinching evidence like the FSL re-port. Dismissing the peti-tion without imposing cost would be too lenient a view against him...” Pandya has paid Rs 2,500 to his wife as directed by the HC for abusing her and unneces-sarily making her and their three children — two sons and a daughter — take the test. Pandya married in 1994; the couple had their first child in 1995; the second in 1996; and the third in 1999. In 2011, Pandya filed for divorce in a Dahod court, accus-

ing his wife of having an extramarital relationship. He also asserted that he was not the biological fa-ther of the three children. He demanded the DNA test to prove his claims. However, the court turned down his plea. The ada-mant Pandya then filed an appeal in a district court, which ordered his wife and the three children in February 2012 to take the paternity test at the DFS.
