The Arvind Kejriwal government’s decision to con-trol vehicular pollution by allowing vehicles with odd and even numbers to ply on alternate days is laudable but a bit surprising too. Even though it is not a new idea, it will generate a huge debate on tackling air pollution in Delhi. Road-space rationing is done in many parts of the world. In Beijing, it was done during the 2008 Olympics. Recently, it was im-plemented in Paris for some time. Even London has similar rules in some areas. A lot of Latin American countries have such green transport rules, too. Kejri-wal should be complimented for showing his com-mitment to improve Delhi’s environment. But many Delhites will note with regret that his idea is unlike-ly to be a reality, going by the reactions of politi-cal leaders from mainstream parties. Like all good ideas, it may ultimately be impractical to implement this one, too, in an unwieldy metro like Delhi which is divided on class, political and social lines. Also, like all ideas on significant national issues such as casteism, communalism, economy, development, environment, language, books, films, arts and cul-ture, this one, too, may end up dividing society and will be challenged at every platform. The powerful automobile industry is sure to object, too. Political-ly, socially and legally, there will be a number of people who will try their best to ensure that the idea fails. The other factor that may kill this move is the skewed nature of administration in the capital, giv-en the power-divide between the Delhi government and the Centre. Already, Union Minister of State for Home Kiran Rijiju has said that the Kejriwal gov-ernment does not have the authority to decide on “transport”, which comes under the Central govern-ment. In the eyes of the BJP, Kejriwal is trying to grab the headlines when the crucial climate change talks are on in France. But any open resistance to the idea will call the Centre’s bluff in Paris and Ke-jriwal will gain international attention — for a de-serving cause. BJP leader Kiran Bedi, a staunch rival of Kejriwal, has said that Delhi needs a composite plan to control pollution, where the government can work together with traffic police for proper imple-mentation. Not surprisingly, Kejriwal was criticised severely by Delhi’s anti-AAP local leaders on news channels. They have alleged that the AAP is trying to divert attention from the huge 400 per cent hike in MLAs’ salaries. Then again, some Delhi residents have asked why the Kejriwal government didn’t de-bate the move with the capital’s powerful residents welfare associations.

Reserve Bank of India governor Raghuram Rajan has again flagged concerns over the rising level of bad loans in Indian banks, pointing out that weak corporates with lower debt-servicing capacity may worsen the situation. The central bank is particu-larly worried about the financials of public sector banks, which are the worst among the lenders in terms of bad loans and capital. In the Financial Sta-bility Development Council (FSDC) report, Rajan has said that corporate sector vulnerabilities and the impact of their weak balance sheets on the fi-nancial system need closer monitoring. The report has called for an early passage of the bankruptcy bill to protect bank assets. “In the face of mounting potential losses, an early clearance of the proposed Insolvency and Bankruptcy Bill will also play an important role,” the RBI said. The report said that RBI’s banking stability indicator shows that risks to the banking sector have increased since the pub-lication of the previous financial stability report

The proposed power plant in Prime Minister Nar-endra Modi’s home state of Gujarat will accelerate India’s plans to build roughly 60 reactors, which would make it the world’s second-biggest nuclear energy market after China. India wants to dramati-cally increase its nuclear capacity to 63,000 mega-watts (MW) by 2032, from 5,780 MW, as part of a broader push to move away from fossil fuels, cut greenhouse gas emissions and avoid the dangerous effects of climate change. The United States signed a pact with India in 2008, opening the way for nu-clear commerce that had previously been stymied due to New Delhi’s nuclear weapons programme and shunning of the global Non-Proliferation Trea-ty (NPT). But hopes that reactor makers would get billions of dollars of new business evaporated after India adopted a law in 2010 giving the state-run operator Nuclear Power Corp of India Ltd (NP-CIL) the right to seek damages from suppliers in the event of an accident.

Gujarat high court on Wednesday issued notice to the state government in response to a petition filed by an autorickshaw driv-er requesting the court to direct state authorities to terminate the twomonth pregnancy of his minor daughter, allegedly raped by a neighbour. The father of 16-year old pregnant rape survivor has sub-mitted before the court that her daughter was abducted by a 19-year-old teenager living in the neighbourhood. The girl was found after a few days and later she turned out pregnant. The family also alleged that the rape accused had been issuing threats to the girl. The parents of the rape survi-vor lodged a complaint with Sola police station

The petitioner submit-ted before the court that since it was a medico-le-gal case, doctors were not prepared to help in abort-ing the foetus. He argued that he is a poor man and cannot afford the upkeep of a child of his minor daughter. If the pregnan-cy is not terminated, the minor girl would suffer immense difficulty and problems in future. She would not get a suitable match for her marriage, he submitted. The peti-tioner also cited the case of the minor girl from Sabarkantha, who was allowed by the Supreme Court to get her pregnan-cy terminated despite the fact that it had advanced beyond 20 weeks.
