Four persons were killed after the wall of a two-storey build- ing in the area collapsed during a demolition drive last week, sparking huge protests. During the hear- ing, the AMC representa- tives informed the court that they will consider the objection raised by the locals and only then the decision will be taken. Justice A J Desai of the High Court directed the AMC to give at least 15 days time before arriving at a decision with regard to carry on the drive so that they challenge the decision in case they are not satisfied. Justice Desai gave AMC six weeks to hear the affected persons and take a decision. Ten persons filed a public in- terest litigation (PIL) on the day of the demolition, demanding that AMC cancel the plan to widen the road so that their shops need not be demolished. If AMC decides to go ahead with the demolition after six weeks, it should give another 15 days to the af- fected persons so that they can move the court against the decision, the HC said. The demolition and death of four people led to huge rotests after which police lodged registered a case and the civic body ordered an inquiry. The apex court clarified that it was keeping in abeyance the judgement of the High Court till the next date of hearing on April 27 as a measure of balance for both the parties as the copy of the verdict was not made available to the parties. The High Court judgement had also di- rected Rawat to prove his majority in the Assembly on April 29. While list- ing the matter for hearing on April 27, the bench said that the High Court shall provide the judge- ment passed yesterday to the parties by April 26 and on the same date the copy of the verdict shall also be placed before the apex court. The Supreme Court’s stay has the effect of undoing the revival of the Congress government led by Harish Rawat by the High Court judge- ment yesterday. During the hearing, the bench also observed that as a matter of propriety the High Court should have signed the verdict so that it would be appropriate for it to go into the appeal. A bench of Justices Di- pak Misra and S.K. Singh earlier in the day heard Attorney General Mukul Rohatgi, who mentioned the matter and sought an urgent hearing and stay of the High Court?s ver- dict. The High Court on Thursday set aside the Centre’s rule imposed last month, saying Arti- cle 356 was imposed in the state contrary to the law laid down by Su- preme Court. The High Court accused the Centre of acting in blatant false- hood and behaving like a private party. DAYIndian doctors need to get ahead of the learning curveThat India is a nation of contrasts is also highlight-ed by the quality of the medical research churned out by its 579 medical institutions. Four medical colleges in India are among the list of top 10 glob-al institutions that published the most research be-tween 2005 and 2014, but close to 60% have pub-lished no research at all in a decade, according to a study of peer-reviewed literature. With an average annual research output of 1,100 papers, the All In-dia Institute of Medical Sciences (AIIMS) ranked third in the world but published less than a third of what Massachusetts General Hospital and Mayo Clinic did, with 4,600 and 3,700 papers respective-ly. What was shocking was that 332 medical insti-tutions in India published no research in a whole decade. Only 25 (4.3%) of top medical institutions published more than 100 papers each year and, be-tween them, accounted for 40.3% of India’s total research output of a little over 100,000 papers in a decade. Since all the institutions surveyed were recognised by the Medical Council of India (MCI) or the National Board of Examinations, the two bodies that regulate medical education in India, it’s worrying that young doctors are not being en-couraged to develop analytical skills and critical thinking that fuel scientific innovation and lead to better outcomes in disease management and sur-gery. Almost all the 332 medical institutions with not a single publication in a decade were private-ly-run medical colleges and hospitals. The states with the largest number of private medical colleges did the worst, with more than 90% of the medical colleges in Karnataka and Kerala having no pub-lication at all. The institutions that did best were publicly-funded teaching hospitals, where each doctor treats an overwhelming number of those ailing each day. AIIMS, for example, treats 12,000 patients in its out-patient department every day, far more than what many private medical colleges do. Research is indicator of an institution’s quality of education and clinical care. India’s research out-put is poor because medical education has become a business and there is little interest in research, which is not considered profitable. It has no direct effect on income or promotion, which is based on seniority, clinical practice and often influenced by nepotistic considerations. India needs to incentiv-ise research and the MCI’s 2015 guidelines, which require at least four research publications for as-sociate professors and eight for professors, are not enough. To be global players in medical education, institutions need to offer funds and infrastructure to support research that can be applied to the medical and nursing practice.

Shares of state-owned NMDC plunged by over 2 per cent on Friday after the government invited bids from merchant bankers for assisting it in the sale of 10 per cent stake in blue-chip NMDC. The stock settled at Rs 99.85 on BSE, a drop of 2.20 per cent over its previous close. On NSE, it was down 2.20 per cent to close at Rs 99.90. Total 23.75 shares were traded on the exchanges on Friday. Govern-ment on Friday invited bids from merchant bank-ers interested in assisting it in the sale of 10 per cent stake in blue-chip NMDC which could fetch about Rs 3,900 crore to the exchequer. It will se-lect four merchant bankers for managing the stake sale in India’s largest iron ore producer NMDC. As per the Expression of Interest floated by Depart-ment of Investment and Public Asset Management (DIPAM), the last date for submission of bids by merchant bankers is May 16.At the current mar-ket price of Rs 100.20 a piece, sale of 39.64 crore shares through an offer for sale (OFS) would fetch

about Rs 3,900 crore to the exchequer.
