QUOTE OF THE

DAYCentral allocations for agriculture are less important than the state budgets

I took the night train to Delhi to participate in bud-get-day discussions and my co-passenger, who boarded the train in ravaged Punjab, asked me a simple question: “50 farmers are committing suicide everyday; will the budget end farmer suicides?” My answer was — and still is — “No.” The Union bud-get is just the government’s bookkeeping exercise to balance revenue and expenditure. It is not the policy document it is projected to be. Central budget allo-cations for agriculture are far less significant than the collective budgets of the states because agricul-ture is a state subject. While giving Aadhaar legal sanctity and linking it to welfare programmes is Par-liament’s prerogative, it is in the states that imple-mentation will actually take place and where every sharecropper and tenant’s name has to be recorded in the land records. These — and not the budget — will be the tipping points to achieving transfor-mative rural change. The time for universally appli-cable, pan-India policy has passed. Less than 100 districts have 80 per cent of India’s poor and most of these are drought-prone. Funding has to be struc-tured keeping this in mind. More than the budget, it’s the executive decisions of the government tak-en in the normal course of work that pose a clear and present danger to the hopes of farmer prosper-ity. Take one such instance: 65 per cent of maize is consumed by the poultry industry and much of the rest by the starch industry. At their behest, India al-lowed duty-free import of 5,00,000 tonnes of subsi-dised maize. Consequently, the February spot price of maize fell by over Rs 400 and, for June deliver-ies in the futures market, to Rs 1,172, way below the MSP. The average maize yield is 25 quintals per acre. Farmers will suffer a loss of Rs 10,000 for each acre of maize sown. India has over 200 lakh acres under maize cultivation. That translates to a collec-tive loss of Rs 20,000 crore for maize farmers alone. Now compare this to the ministry of agriculture and farmers welfare allocation of about Rs 20,000 crore.Additionally, when maize prices fall below the MSP, as in the recent past, government does not initiate purchases. We farmers, too, seek international trade agreements and realise the need to ensure cheap food for consumers. But when this subdues farm produce prices, then the government must fully compensate farmers in more ways than it claims to do.

“Now the time has come when we have to tell the new generation to chant `Bharat Mata Ki Jai’ (hail mother India). It should be real, spontaneous and part of all-round development of the youth,”

- Without making any reference to the JNU controversy RSS chief Mohan Bhagwat said this is necessary as “some forces” are telling the youth not to say “Bharat Mata Ki Jai”...

The Supreme Court on Thursday agreed to hear a plea of two cellular operator associations challeng-ing Delhi High Court order upholding Trai’s deci-sion making it mandatory for them to compensate subscribers for call drops from January 1, 2016. The plea of the associations was mentioned before a bench of Chief Justice T S Thakur seeking urgent hearing on the matter. The bench also comprising Justice U U Lalit asked the associations “Why don’t you correct the system?” Senior advocate Kapil Sibal, appearing for the telecom associa-tions, said that this matter required urgent hearing as Delhi HC has upheld the Trai order, after which the bench agreed to hear the plea on Friday. The high court had, earlier this week, upheld the Octo-ber 16, 2015 RPT 2015 decision of Telecom Reg-ulatory Authority of India (Trai) making it manda-tory for cellular operators to pay consumers one rupee per call drop experienced on their networks,

subject to a cap of Rs. 3 a day.

Coming into the Asia Cup, Pakistan’s batting was the bigger of their concerns but they were banking their hopes on the bowling effort to guide them to the trophy. But on Wednesday in Mirpur, it was the bowl-ing that came undone in their 5-wicket loss to Bangladesh. In the bat-ting department, Paki-stan’s lackluster showing continued. Their last four innings have produced: 101, 83, 131 (batting sec-ond) and on Wednesday 129 – that is an average

In February, when India announced their squad for the Asia Cup and World Twenty20, there were quite a few surpris-es. While old warhors-es Yuvraj Singh, Ashish Nehra and Harbhajan Singh returned, uncapped all-rounder Pawan Negi was also picked. Six matches later, Negi and Harbhajan are yet to get a game. Negi, who grabbed the headlines after his selection, cashed in im-mediately by bagging the highest bid for an Indi-an at the Indian Premier League auctions. South Africa and Aus-tralia will be seeking to find their best combina-tions when they meet in three Twenty20 interna-tionals, shortly before both sides travel to India for the World Twenty20 tournament. Australia appear to have the most uncertainties. They were beaten 3-0 at home by India in their most recent T20 series and the selec-tors made several signif-icant changes in picking

a squad for South Afri-ca and the global event. Steve Smith was hand-ed the captaincy, mak-ing him the leader in all three formats, while the squad includes three players who have yet to play in a T20 inter-national - wicketkeeper Peter Nevill, left-arm spinner Ashton Agar and leg-spinner Adam Zampa. Described as New Zea-land`s finest batsman, Martin Crowe`s cricketing life was defined by one in-nings, one tournament and one seriously damaged knee. Tributes flowed for Crowe on Thursday af-ter he lost a second bat-tle with lymphoma. He was 53. Crowe was born into the game. His father Dave was a stalwart of the Cornwall cricket club in Auckland, while his elder brother Jeff followed him into the New Zealand side. Fluent at the crease with all the time in the world to play shots, he broke into the Auckland team as an 18-year-old where he scored 51 in his first in-nings against Canterbury. Crowe`s precocious talent was rewarded 12 months later when he made his test debut against an Aus-tralia side containing the snarling menace of Jeff

track,” Hussey wrote in ‘Winning Edge’, his third book that was re-leased recently. “A week later the ex-India bats-man VVS Laxman asked me if I would be interest-ed in coaching India. My initial answer to both of them was no because at the time I did not want to be on the road 10 months a year; I wanted to be at home with my family and make up for some lost time from the previous few years. But, probably more relative to them, I said to each

that I did not think I was ready to become the head coach of an international cricket team,” he added. Since Fletcher’s exit, former India all-rounder Ravi Shastri has played the caretaker’s role in his position as team director. The term of Shastri, who took over as the team di-rector in August 2014, along with the trio of as-sistant coaches — Sanjay Bangar (batting), Bharat Arun (bowling) and R Sridhar (fielding) — will expire after the World Twenty20.

dite his entry into the XI. MS Dhoni has refrained from using him, instead banking on the in-form Ravichandran Ashwin, Ravindra Jadeja and part-time spinners Yu-vraj and Suresh Raina. Harbhajan has been a different story. The for-mer spin spearhead has stayed on the bench for the last nine T20Is. The 35-year-old off-spinner is unlikely to get a game in the World T20 unless

Ashwin is injured. Same is the case for Negi, who bowls left-arm spin. He is likely to be brought in only if Jadeja loses form or suffers an inju-ry. Ajinkya Rahane is the only batsman to be given a prolonged run, when Virat Kohli was rested for the Sri Lanka series. Bhuvneshwar Kumar might also be required if Mohammed Shami does not recover in time for the World T20.

Tye are virtual novic-es at international level. Agar has played in two Tests and two one-day internationals, famously hitting 98 at number 11 on Test debut in the 2013 Ashes. Zampa made his debut and played in two one-day interna-tionals in New Zealand last month. Tye played in only two T20 inter-nationals against India. Australia have a strong batting line-up, however, although this too could be problematical in terms of deciding on the best combination. South Afri-ca won two T20 interna-tionals against England last month and will be strengthened by the re-turns of fast bowler Dale Steyn and wicketkeep-er-batsman Quinton de Kock.

a performance-enhancing substance, meaning Rus-sell faces a long spell on the sidelines if his viola-tion is confirmed. Rus-sell has played only one full Test for the West In-dies, against Sri Lanka in 2010, but has carved out a cricket career as a sought after all-rounder in ab-breviated versions of the game. He has regularly

played in the West Indies one-day squads and has also enjoyed stints with various T20 sides in In-dia, Australia and Paki-stan. If Russell’s doping sanction is confirmed, it would spell further dis-ruption to the West Indies World T20 preparations, which has been dogged by a series of withdrawals and a bitter pay dispute.

Thomson and Dennis Lillee. The experience of being a batting prodi-gy would leave him with mental scars, however, and he later wrote in the second of his autobiogra-phies “Raw” in 2013 that being thrust into the lime-light as a teenager had not allowed him to mature. He said he also struggled with doubt and emotional in-stability in his early years, which left him feeling “scared and bewildered”. Crowe returned to the national side in 1983 and had a brilliant season for

Somerset the following year, scoring 1,870 first class runs. He was named one of Wisden`s Cricket-ers of the Year in 1985 and his 188 against Australia in November that year established him as one of New Zealand`s best bats-men. His finest hour with the bat, however, came in 1991 when he combined with Andrew Jones in a stand of 467 runs to save the first test against Sri Lanka, scoring 299 before being caught behind from the slow medium pace of Arjuna Ranatunga.

exciting opportunity to budding entrepreneurs who aspire to get into movie-exhibition services and a better cinematic experience for the local cine-goers. The concept of NOVA emerged from the fact that India has one of the lowest screen counts in the world. With 9500 screens serving a population of more than 1.2 billion which amounts to only 8 screens per mil-lion heads as compared to 117 screens per million in USA and 30 screens per million in China. There is a huge potential for ex-hibition business to grow

in semi-urban and rural areas of Gujarat. With growth in rural incomes and fast paced urbaniza-tion, there is a definite set of potential customers waiting for newer expe-rience, translating into better exhibition-business prospect. NOVA aims to increase the Box-of-fice pie for the overall Film Industry. It will en-courage local populace to set-up movie theatres in their respective areas. As per the arrangement, the franchisee shall own the cinema and make the necessary investments for setting up the theater and

shall be responsible for day- to- day operations of the same, while NOVA shall be responsible for putting up of the theatre at a competitive cost, pro-viding complete branding support and taking care of programming of films at the theatre. NOVA shall also take care of deploy-ment of the theatrical technologies i.e. digital cinema & online ticket-ing at its own cost and part of the theatre set up cost attributable to screen, speaker systems, seats and acoustics. As a result each NOVA screen will provide hi-end cinema going ex-perience with digital pro-jectors and sound, modern ambience with comfort-able seats, decent quality food courts, and hygienic rest rooms. To sum it up, NOVA CINEMAS will become the social and community hub, provid-ing a multiplex-like expe-rience at affordable cost in Gujarat.

fair commences from the Hindu calendar date of Magh Vad 11 which coincided with March 3 this year. Attended by around a million devotees and sages the fair culmi-nates on Mahashivratri (March 7 this year) when it is believed that in the moonless night Lord Shiva performed his tan-dava, the cosmic dance of destruction, a maha-puja is performed. This

ritual begins at midnight on Mahashivaratri every year, when naga bavas, or naked sages, seated on elephants and decked in ornaments, arrive holding flags and blowing conch shells, tungis, and tur-is, the sounds of which reverberate through the entire space. Devotees believe that Lord Shiva himself visits the shrine on this occasion. Girnar is said to be the abode of

the nine immortal nathas, and eighty-four siddhas, all of whom also visit the temple in their invisible spirit forms during Ma-hashivaratri. Offerings are made to the deities, and the festive energy is expressed through per-formances of dance, mu-sic and traditional bhavai theatre. Before going to the fair, many pilgrims visit the holy hills of Gir-nar. Visitors are served free meals by the orga-nizers which is called ‘Harihar’ locally. Special stalls sell idols, rosaries brought from Ayodhya and Mathura, and delec-table sweets. The evening leading up to the midnight ritual of Mahashivaratri, at the wrestling grounds, or akhada, next to the temple, the naga bavas gather for a ritual involv-ing a blend of dance and martial arts.
