They also wanted that the facilities extended to their wife should be extended to any “companion”. September will be given another three months to pay the tax and penalty by 31 December. So far, so good. But the terms of the law are so daunting that only minor holders of black wealth will even be tempted to comply. If you have, say, Rs 10 crore of illegal wealth abroad, it may make some sense to declare it and pay Rs 6 crore to the taxman in the hope of avoiding fu- ture harassment. DAYModi must heed the warning signs of his government’s diminishing credibility

The Narendra Modi government’s credibility is at serious risk on three fronts: corruption, commu-nalism and dissent. Under a seemingly placid sur-face, undercurrents are taking shape which, if not checked, have the ability to derail the government. The aggressiveness of its own supporters, the low credibility of the opposition and the drumbeat of its own propaganda may blind the government to them. But it would be foolish not to heed the warning signs.Take corruption. In the Lalit Modi saga the govern-ment seems to be feeling a false sense of reprieve. It seems to think that the longer the list of people Lalit Modi names, the less muck will stick on this government. Where an entire political establishment is at fault, no one can be singled out. Second, the Congress is not entirely clear on its line of attack. It cannot come clean on its own perfidies. And it has indiscriminately expanded the ambit of its attack on Vasundhara Raje in a way that may not stand scruti-ny. Third, the media’s credibility is low: it has been repeatedly shown to be selective in whom it targets; rather than its own credible investigations, it has become dependent on sound bytes and half-baked leaks, and it goes into a sulk when Lalit Modi refus-es to oblige. Under such circumstances, it is easy to be deluded that there will be more heat than light in this matter. But in politics, heat singes. The fact that Lalit Modi is emerging as an insurgent hero should worry the government. Shorn of technicalities, the fact remains that two senior ministers, with whom Lalit Modi has a direct or indirect financial relation-ship, helped him in ways that go beyond a humani-tarian gesture. The government has said nothing that dispels this impression. That Congress politicians might also have helped him is neither here nor there.But this case has established three institutional points decisively. First, do not expect any government to dispassionately investigate the financial shadiness in Indian cricket. This is so for a structural reason: the Enforcement Directorate comes under politicians who are themselves involved in the game. Those who need to be investigated are the bosses of the investigators. Second, Lalit Modi may or may not be innocent. But it is hard to shake the impression that when the government does proceed against an individual, it is usually because it wants to target them for a political reason. Third, he has managed to revive the appalling spectre of plutocratic collu-sion in India’s ruling class, between the media, poli-ticians, business and sport: a clubby elite, decamped to London, who all happen to run into each other all the time. This is an elite that will feign fights over everything in the national interest, but become cosy buddies over drinks in London. The anger this will generate should not be underestimated. And it will rub off on the government, since it is now position-ing itself at the centre of this club rather than dis-tancing itself from it.

He wasn’t comfort-able with the idea. How-ever, Manisha didn’t have

any qualms about it and instantly gave her a nod when she was narrated the scene. It took Prakash some motivation, but he eventually gave in,” said a source from the film’s unit. It took 36 takes be-cause the scene was shot from different angles. “The director wanted to capture the scene from the most appropriate an-gle in order to not make it look dirty. Hence, it took so many takes to lock the shot,” the source said. Airbus and Mahindra group have teamed up to manufacture and supply helicopters for the Indian armed forces. The joint venture will bid for 100 naval utility helicopters and other procurement projects. Resident doctors at Vadi-lal Sarabhai Hospital went on an indefinite strike on Thursday morning, in protest against an attack on one doctor the previ-ous night by relatives of a female patient admitted in the trauma ward. An FIR was registered fol-lowing the incident and one of the relatives was held while the police are searching for the other two, said hospital super-intendent Dr S T Malhan. The patient, Saira Banu, was brought to the hos-pital with complaint of epilepsy on Wednesday.

According to Dr Malhan, the patient was undergo-ing various tests before the start of the treatment. “In between, the patient suffered a bout of epilep-sy even as doctors were taking CT scan etc… Seeing her in a fit of sei-zure, patients panicked and called for doctor but by the time the doctor came, she passed away,” said Dr Malhan. He add-ed that following this, some relatives of the pa-tient became agitated and attacked a neuro unit doc-tor out of anger. This led to ruckus at night and by morning, all resident doc-tors went on strike, leav-

ing all work unfinished. Dr Malhan claimed that the strike did not affect routine procedures and all professors and senior doctors were deployed as an emergency measure. The hospital seniors were given eight hour duty schedules. According to Dr Malhan, the demands of the striking doctors in-clude provision of ade-quate security for doctors on duty, police protection for doctors, deployment of bouncers in wards and reduction in duty hours, among others. He added that so far three rounds of meetings were held with the striking doctors.

The Gujarat government has objected to the pro-posed formula for sharing with states the revenue that would be earned as Goods and Services Tax (GST). The central government has already announced that it will implement GST from April 2016. Gujarat’s main objection is that as it is a manufacturing state, it will suffer major loss of revenue under the proposed formula which follows a destina-tion-based consumption tax model. The state has said that it will directly lose 2%

share in Central Sales Tax (CST) as well as income from other taxes. Sources in the state government said that the central government has, prime facie, agreed to compensate Gujarat with 1% additional tax revenue in addition to the uniform GST share, but only for two years. The state gov-ernment, however, has de-manded a larger share and stated that two years of com-pensation is not enough. The Centre’s argument that the states will get addition-al benefit of service tax is not convincing as there is no clarity on it. (Currently,

service tax is entirely with the Centre.) Gujarat has a good service industry but it cannot match the tax in-come from the manufactur-ing sector, said the sources in the state government. At present state’s average income from value added tax (VAT) and other state taxes is around Rs 62,000 crore per annum —VAT alone Rs45,000 crore — and its share in central taxes is around Rs.14000 crore. The state government’s concern is to get around Rs 76,000 crore with at least 20% per annum growth in tax revenue.
