To make India a skilled country, Prime Minister Narendra Modi on Wednesday launched four initia-tives as a part of which over 40 crore people will be trained in various skills by 2022. The initiatives launched today include National Skill Development Mission, National Policy for Skill Development and Entrepreneurship 2015, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) scheme and the Skill Loan scheme. The initiatives were launched to mark the first-ever World Youth Skills Day, where the gov-ernment set a target of skilling 40.02 crore peo-ple by 2022. At the event, Modi also unveiled the Skill India logo with the tagline -- ‘Kaushal Bharat, Kushal Bharat’. The government’s flagship scheme, PMKVY, will incentivise skill training by provid-ing financial rewards to candidates who successfully complete approved skill training programmes. Over the next year, PMKVY will skill 24 lakh youth. The skills of young people who lack formal certification, such as workers in vast unorganised sector, will be recognised. Across India, special PMKVY mobilisa-tion camps are being organised at 100 locations with Nehru Yuva Kendra Sangathan (NYKS). A national SMS campaign is being rolled out to build awareness of the program, reaching about 40 crore subscribers. Fresh PMKVY training was initiated in 1,000 cen-tres across all States and Union Territories in India today, covering 50,000 youth in 100 job roles across 25 sectors. Through an initiative known as ‘Recog-nition of Prior Learning’ (RPL), 10 lakh youth will be assessed and certified for the skills that they al-ready possess. Under the Skill Loan scheme, loans ranging from Rs 5,000-1.5 lakh will be made avail-able to 34 lakh youth seeking to attend skill develop-ment programmes over the next five years. Sanction letters for the first ever Skill Loans were handed out by the Prime Minister to aspiring trainees. Modi also awarded Skill Cards and Skill Certificates to train-ees who had recently completed training through the Pilot Phase of PMKVY, which started in May. Such Skill Cards and Skill Certificates will allow trainees to share their skill identity with employers. Across the country, 2,33,000 youth were awarded certifi-cates from Industrial Training Institutes (ITIs) and 18,000 plus graduating students received job offer letters on the occasion of World Youth Skills Day. The Prime Minister personally presented industry job offer letters to five female ITI graduates at the event. Modi highlighted the potential for skilled In-dian youth to be recognised around the world. He congratulated six award winners from WorldSkills Oceania, an international skill competition and wished them success as they go on to compete at the World Skills Competition in Sao Paolo next month. The National Skills Mission has a three-tier, high powered decision making structure, with its govern-ing council being chaired by the Prime Minister.

The committee on Tuesday announced the suspension of for-mer champions Chen-nai Super Kings and Rajasthan Royals while proposing life bans for Chennai team principal Gurunath Meiyappan and Rajasthan co-owner Raj Kundra for betting on IPL games or being in contact with illegal gam-blers. Two judges - Justice M R Shah and Justice K S Jhaveri of Gujarat high court on Wednesday re-cused themselves from hearing of the 2002 Naro-da Patia massacre case after some accused ‘tried to approach’ them. When the case came up for hear-ing before the division bench, the judges said that they would not hear the case and referred it to the Acting Chief Justice, and Justice Shah told the law-yers, “Some accused per-sons tried to approach us. Therefore we cannot hear this case now.” The judges also said that the lawyers could verify about this fact with one senior advocate Yogesh Lakhani, who was present during the proceed-ing. On Monday, Justice G B Shah said ‘not before me’ to this group of matters when they were placed for hearing before a division bench of Justice K S Jhaveri

and Justice G B Shah. When the judge said that the case should be placed before a bench in which Justice G B Shah is not a member, the Acting Chief Justice con-stituted a new bench - Jus-tice M R Shah and Justice K S Jhaveri. With Justice M R Shah’s recusal from the case, the acting CJ may assign the case to another division bench. The two judges have recused from hearing the case after a two-month stay on hearing as ordered by the Supreme Court. It happened after Justice (now retired) R R Tripathi rejected the wit-nesses’ request to him that he should recuse himself from the case on the ground that he had earlier said ‘not before me’ to this case re-lated application in the past. The witnesses’ counsel had argued that once the judge had recused himself from any case, he cannot and should not take up the case again.

DRI on Thursday had detained a consignment worth Rs 4 crore at Mundra port be-longing to Kanpur based K K Milk Fresh India Ltd and was imported under Export Promotion Capital

Good (EPCG) scheme. During investigation DRI found that in the 2015 the dairy firm had imported old and used machinery worth Rs 104 crore un-der the EPCG scheme by mis-declaring the same as new machinery to be eli-gible for exemption from payment of customs duty. The imports were made through Mundra Port and ICD Tughlakabad, New

Delhi. The total customs duty evaded by the im-porter by such misuse of EPCG scheme has been found to be around Rs 25 crores. Further investiga-tion in the case is going on. EPCG Scheme un-der Import Export Policy allows import of capital goods for pre-production, production and post-pro-duction at Zero customs duty.
