The party wants petroleum products to be under GST from the first year itself instead of a gradual inclu- sion over five years. It has also opposed the 1 per cent addition- al tax that states were allowed to levy — to be collected by the Centre and eventually devolved to them. The decision to exclude alcohol, tobacco etc was taken by the empowered group of fi- nance ministers that deliberated on GST for many years. Among the states that pushed for the 1 per cent additional tax were Gujarat, West Bengal and Tam- il Nadu. While the AIADMK opposes the Bill, the Trinamool Congress is in fa- vour, although it is pushing hard for the Rs 4,000-odd crore sales tax compensation. Congress sources said the party wants five changes, including bringing in tobacco, electricity, alcohol and petrol under the GST regime. These have been exempted so far due to objections from the states. The Congress also wants removal of the 1 per cent ad- ditional tax, imposed over and above the GST to compensate the manufacturing states. The party feels this provision will only benefit states like Gujarat, Maharashtra and Tamil Nadu. The Congress wants the reve- nue-neutral GST rate to be kept at 18 per cent and not 27 per cent, and 100 per cent compen- sation for five years to states for revenue loss due to the switch to the new regime. QUOTE OF THE

DAYModi Bima Yojana can’t take off without state help

Pradhan Mantri Jeevan Jyoti Bima Yojana — PM Narendra Modi’s pet social security scheme — will need hand-holding by states to get to its feet. This is one area where the Modi government is looking for financial favours from the Mamata government, but will she play along? At first glance, the yojana looks like an out-and-out central scheme, but some num-ber crunching by Life Insurance Council — the nod-al body for life insurance companies — has revealed that it needs support from state governments for its viability. Insurance firms have also found to their dis-may that they will lose heavily unless they get a waiv-er on stamp duty, which ranges from Rs 30 to Rs 40 per policy in various states. Mamata Banerjee has to take the call on whether she will indulge in this give-and-take with Modi for greater gains. The scheme, launched with much fanfare by Modi in Kolkata in May, has become a concern for state governments and life insurance companies alike, particularly because the Centre has no direct financial involvement in it. There are 2.6 crore policies under the yojana across India and Bengal accounts for around 10-12% of this, say sources. Getting on board this scheme will cost the Bengal government Rs 10-12 crore a year. “We approached the Centre for stamp duty exemptions. The Centre has told us to talk to state governments as it is a state subject,” said V Manickam, secretary gen-eral of Life Insurance Council. Manickam, who was in Kolkata on Saturday to attend the ICC Insurance Summit, gave the break-up of the Rs 330 premium: Rs 41 goes to banks as administrative charges and agent commission, stamp duty costs Rs 30-40, and insurance companies get only Rs 240-250. “Now, we have to do reinsurance of all the policies and there is a premium for that as well. So very little is left with us,” he said. The council has approached Insurance Reg-ulatory and Development Authority for 50% conces-sion in re-insurance policies. “IRDA is in talks with reinsurer for this. We had also asked the Centre but they advised us to approach the states. We shall meet the Maharashtra government first followed by West Bengal and others where the number of policies un-der PMJJBY is substantial,” Manickam said. Almost two months after the scheme was launched, 45 claims have already been registered across the country — one of which is from Bengal (Hooghly’s P S Kalal on July 2). The council has approached Credit Infor-mation Bureau of India to help companies identify duplicate claims under the scheme, said Manickam. “One might have 3-4 policies through multiple bank accounts but as per the scheme one person can have one policy only. Cibil will verify that during claim settlement,” he added. Under the scheme, anyone can get life insurance worth Rs 2 lakh by paying an annu-al premium of just Rs 330. The only criteria are that you should be between 18 and 50 years of age and have a bank account.

Socio Economic and Caste census: Landlessness high in Kerala, West Bengal despite land reforms

Agency | New Delhi

States that have imple-mented land reforms have higher rates of land-lessness than the nation-al average, according to data from the Socio Eco-nomic and Caste Census (SECC). Of the coun-try’s total 17.92 crore rural households, 10.08 crore or 56 per cent do not own any agricultural land. What is surprising, though, is that the inci-dence of landlessness is higher in Kerala (72 per cent) and West Bengal (70 per cent). The per-centage of rural house-holds with no land in the two states — both known to have undertaken rad-ical land reforms under Left-ruled governments in the past — is higher than even for the likes of Uttar Pradesh, Bihar, Madhya Pradesh, Rajas-than, Gujarat, Maharash-tra or Odisha that have no record of carrying out any sustained land re-distribution programme. One reason for this seem-ing discrepancy could be that the SECC data looks only at agricultural land and not homestead land, said Abhijit Sen, former member of the Planning Commission. Kerala, for one, has seen significant

reduction in land under cultivation. Quite a bit of farmlands redistributed to erstwhile tenant-culti-vators after imposition of land ceilings would, over time, have got convert-ed to pure homesteads. Many agricultural house-holds would have exited farming altogether. This is partly also borne out by the SECC data on sourc-es of household income. While “cultivation” formed the main source of income for 30.1 per cent of all rural house-holds in India, the figure for Kerala was as low as 10.25 per cent. However, K P Kannan, former di-rector of the Thiruvanan-thapuram-based Centre for Development Stud-ies, felt that the 72 per cent landlessness figure “needs further confirma-tion”. While the gross cropped area in Kera-la has fallen, it “has not dipped to the extent the SECC data would sug-gest”. In West Bengal, the high landlessness is seen to be related to the fact that land reforms in the state were focused more on providing sharecrop-pers legal security of ten-ure and protection against eviction — through the Left Front government’s

Operation Barga during the 1980s — than con-ferring ownership per se. In West Bengal, too, the proportion of rural house-

holds mainly dependent on cultivation as a source of revenue is compara-tively low at 18.87 per cent. The states with

the lowest rates of land-lessness — defined by agricultural land — are Jammu & Kashmir and Himachal Pradesh.

(was laid) when three terrorists were let loose by a soft government led by the BJP,” Congress spokesperson Tom Vada-kkan said on Friday. “The BJP government created a permanent security threat to the country in the shape of Jaish-e-Muhammad which Maulana Masood Azhar founded in Paki-stan. These released ter-rorists were among those who engineered the attack on Indian Parliament in 2008, 26/11 Mumbai ter-ror attacks and several other ‘bleeding cuts’ to our nation,” he said, ac-cusing the BJP of prac-tising “false nationalism” and “fake patriotism”. He said the BJP and the Prime Minister should tender an unconditional apology to the nation for having aid-ed, abetted and favoured anti-India elements. An-other spokesperson, Ajoy Kumar, focussed on Du-lat’s remarks on Vajpay-ee’s reported reaction af-ter the 2004 Lok Sabha elections.

Imran Khan, who got to bat for the first time in five Test matches, kept Sarfraz company at close on zero. Pakistan were struggling at 152-7 when Yasir helped Sarfraz add 45 for the eighth wick-et, himself contributing 18 with the bat to follow his impressive bowling. Yasir claimed another five-wicket haul as Sri Lanka added six runs to their overnight score of 272-8 before they were dismissed within 20 min-utes of the start. Tharindu Kaushal was leg-before

to left-arm seamer Rahat Ali for 18 and last man Pradeep fell in the same fashion to Yasir without scoring. Yasir finished with 5-78, joining his idol Shane Warne as the only overseas bowlers to claim five or more wickets in an innings three times during a Test series in Sri Lanka. Yasir had taken 2-79 and 7-76 in the first Test in Galle to fashion Pakistan’s 10-wicket win. He then claimed 6-96 and 2-55 in the second match in Co-lombo which Sri Lanka won by seven wickets.

The Acting Chief Justice (ACJ) of Gujarat high court justice V M Sahai on Friday dismissed a crimi-nal application seeking ac-tion against Prime Minister Narendra Modi for filing a defective affidavit by con-cealing information about his marital status during 2012 assembly polls. Jus-tice Sahai who sat as single bench rejected the petition upholding the order of a sessions court that had dis-missed the petition on the ground of delay in lodging the complaint. Justice Sa-hai held that there was de-lay in lodging a complaint and also the petitioner

failed to plead in his appli-cation specifically that he acquired knowledge about the offence only in 2014. Justice Sahai said that law is settled that the court can’t work on assumption that the petitioner had no knowledge about the of-fence prier to 2014. “Had you specifically mentioned that you came to know about the offence only in 2014 during the election, things would have been different. The law is set-tled that there can’t be improvement in the com-plaint once you register it,” justice Sahai told the petitioner’s lawyer KR Koshti. In the defence of

Modi, Advocate General Kamal Trivedi, Addition-al Advocate General PK Jani, Government Plead-ers Mitesh Amin, Manisha Lavkumar and Additional Government Pleader RC Kodekar argued the case. In 2014 the petitioner Nis-hant Verma, a member of Aam Adami Party, had moved a magisterial court seeking action against Modi for filing an affi-davit in 2012 which was detected defective during 2014 Lok Sabha polls. According to the petition during the polls Modi filed nomination from Vadodara constituency for contest-ing general election and

Of the 27 samples, 14 had 2.8 PPM to 5 PPM (particle per million) of lead, as against the pre-scribed limit of 2.5 PPM, according to the state government. Koshia said

the authorities also found a product of Surat-based ‘Badri’s Yummy Noodles’ unsafe for consumption due to high lead content, and banned its production, sale and distribution in the state for one month on Saturday. Maggi noodles have been banned in many other states following the allegations of high levels of lead and MSG.

Gujarat HC dismisses petition against PM Narendra Modi for filing defective affidavit

in the affidavit Modi, for the first time, revealed his marital status and men-tioned Jashodaben as his wife. However, back in 2012 Modi, contesting state assembly election from Maninagar constit-uency, had left the space of spouse blank, which according to petitioner, amounts to concealing

information and hence action should be taken against Modi under the provisions of Representa-tion of People (RP) Act. Soon after Modi’s affi-davit in 2014 Verma had filed a criminal complaint in a magisterial court de-manding an FIR to be lodged against Modi and P K Jadeja, election officer.
