The submarine will be launched in Septem- ber this followed by formal commissioning or induction into the Indian Navy only in September 2016. “Between now and September 2016, the submarine will undergo a year and a half of rigorous trials and tests, both in harbour and at sea, while on surface and while dived,” mentioned an MDL official. On successfully completing each of the tests, on commis- sioning the vessel will be named as INS Kalvari. The Scorpene Submarine being made in MDL on transfer of technology from DCNS, France, is designed to oper- ate in all theatres including the Tropics. It can undertake various types of missions that are undertaken by any mod- ern submarine including anti- surface warfare, anti-subma- rine warfare, mine laying, in- telligence gathering, surveil- lance, etc. “Performance of MDL has improved by 22 to 25%, I have asked all defence PSUs to try to double the production in the next three years.The project, which began about 10 years ago, has over- shot the budget by nearly Rs. 5,000 crore and is ex- pected to cost about Rs. 23,000 crore. Conferences of chief justices of high courts and chiefministers are staid affairs. Judicial and executive leadersget together for chitchat and avoid saying anythingcontroversial. There is some talk of pendency of cases incourts and the gathering disperses until the next suchoccasion. Judges don’t publicly say anything againstpoliticians. The latter are in any case chary of criticizingjudges. What happened at this forum on Sunday wasvery unusual. Prime Minister Narendra Modi touchedupon one big taboo subject and stirred a hornet’s nest inthe bargain. In his speech, Modi spoke on two interlinkedtopics. One, the difficulty in estimating the differencebetween perception and reality. Two, the possibility of“five-star activists” driving the judiciary. These arecontroversial remarks. They have been made against acertain background and this needs to be appreciated. Inrecent months, many decisions of the Union governmenthave been subjected to judicial challenge. Now there isnothing new here and this has been so since the advent ofjudicial activism. In one set of decisions at least, the Modigovernment has upped the ante. For the first time in twodecades, the Union government has shown activism inaccepting/rejecting the names of people for appointmentto the apex court. Not only that, the passage of a lawending the collegium system of appointment of judges,too, has proved controversial. To say that there is aconfrontation between the judiciary and the executive willbe too strong a claim. But these decisions have led toanxiety. On a different, non-institutional plane, activistsof various hues have kept up the pressure on Modi sincehis time as chief minister of Gujarat. One way to look atModi’s assertions will be to see them against abackground of institutional imbalances in the Indian polity.This is a well-known theme. Another way to see themwould be to look at the past two decades of judicialevolution. Under the original Constitution of 1950, thejudiciary had wide-ranging powers of judicial review.These were seldom used beyond a point. Since 1974,judicial review of laws and executive actions has cometo such a stage that one legal scholar, Upendra Baxi, hasclaimed that India’s higher judiciary now co-governs thecountry. If this question is posed to any Supreme Courtor high court judge, he will reject it instantly. But thatdenial will not square with reality. The realm of plain vanillajudicial review has been left long behind. Today theSupreme Court is an active intervener in policyformulation. From deciding how natural resources willbe allocated to something as mundane as the number oftoilets in schools in some states, nothing is seemingly outof the purview of courts. This enlargement of domain hasa corollary. By their very nature, public acts invite publicscrutiny. If the apex court and high courts pronounce onmatters that affect policymaking, sooner or later, judicialdecisions and judicial conduct, too, will be subject tocriticism and possibly partisan comment. That will be adangerous development for many reasons. The judiciaryas an institution is a very important safeguard for Indiandemocracy.

can predict earthquakewhen it takes place at itsepicentre and with its helpwe can give an alert around30 seconds before thetremors reach other places,”Director General at ISR, BK Rastogi. “By developingthis system, we can savelives of people at the timeof earthquake and also wecan generate alerts to theindustries including majornuclear plants and hazard-ous chemicals units so thatno lethal leakage will takeplace,” added Rastogi. Theidea to develop earthquakeearly warning system wasconceived considering the

fatalities that the state hadwitnessed during the majorearthquake on January 26,2001, said Rastogi.

Board scanning past re-sults of Khokhara school

This school iscurrently under investigationafter the Class XII, Semes-ter IV, biology question pa-per was leaked. GSHSEBofficials suspect that some-one from the board and theschool staff had joinedhands to leak papers. It hasbeen alleged in some quar-ters that papers had beenregularly leaked by theschool staff for the pastthree years. The board isnow trying to find out howmany students from the

school had got more than80% marks. Board officialssaid that investigation by thepolice is yet to get to thebottom of the paper leak in-cident. A peon of JaySomnath High School isamong those arrested forleaking the biology questionpaper. A complaint in thisregard was lodged earlierby Ahmedabad district edu-cation officer Ashok Rathodwith Khokhra police againstfive persons for leaking the

question paper on March20, the day the exam washeld across the state. Ac-cording to official proce-dure, a government em-ployee carries the papers toa school in sealed packetsof 30 papers each. The Gujarat Pollution Con-trol Board (GPCB) haslodged a complaint againstDutt Nature Cure in Vatvafor selling unpurified spentacid to another company inVatva, Ni Roop Chemicals.Vatva police officials saidGPCB's regional officer RBTrivedi has named generalmanager of Dut NatureCure Naresh Nagar and thedriver of the tanker, whichwas caught red handed byGPCB officials on 24March in Vatva with thechemical.
