Narendra Modi had promptly dispatched India’s Na-tional Disaster Response Force and its air force to Nepal within hours of the April 25 earthquake. But six months on, a prominent Nepali daily says that the “loss that Nepal incurred following [the] blockade by India now equals that caused by the earthquake”.The promulgation of the new constitution on Septem-ber 20 was not to India’s liking. PM Modi’s special emissary, foreign secretary S. Jaishankar, wanted Madhesi demands to be addressed first. But Nepal’s response was “We’ll do it our way.” Nepal’s leader-ship, especially the Maoists and other senior commu-nists, suspected that India’s latest design was to “bring Hindutva and the monarchy back”. Maoist chief Pra-chanda kept insisting that delay would take away “our achievements”, namely republicanism, federalism and secularism. He prevailed. What has followed is not palatable to India. An apparently firm alliance be-tween the Unified Communist Party of Nepal-Maoist (UCPN-M) and the Communist Party of Nepal-Uni-fied Marxist Leninist (CPN-UML) has grabbed all key posts in government. Bidhya Devi Bhandari, vice chairperson of the UML, has won the presidential election. Bhandari’s victory is a shot in the arm for PM K.P. Oli, also the UML chairperson, as cordial relations between the head of government and head of state are crucial for a coalition government led by a party without a majority. But apart from problems with India, issues emerging at home are likely to pose challenges for the government. Speculation about the regime’s longevity, and of the constitution itself, is at its peak. Despite the same faction within the UML grabbing both the PM’s and president’s posts, the par-ty has not been able to name its ministers yet. The other key posts — the speaker of the House and the vice president — have gone to the Maoists. The Ne-pali Congress, the largest party, is in the opposition and its support will be critical for amending the con-stitution and passing any major legislation. Moreover, the Marxist and Maoist government has another odd ally — the pro-monarchy Rastriya Prajatantra Par-ty-Nepal, whose chief Kamal Thapa is deputy PM and in charge of foreign affairs. The Madhesi parties have threatened to intensify their agitation against the constitution. Ex-king Gyanendra, who cancelled his customary annual tika ceremony (greeting and bless-ing the people) because of the prevailing hardships, chose to question the constitution by saying that “it has not been endorsed by the people”. Thapa visited New Delhi within days of taking charge, but had little suc-cess in getting supplies resumed at the normal scale.

More than 13 years af-ter the incident, a fam-ily of the victim of the Godhra carnage will be able to claim compensa-tion from the Railways. This is after Gujarat high court ordered the Railway Claims Tribunal (RCT) to condone the delay in demanding compensa-tion. The case in question was of Amrutbhai Patel from Mehsana, who was killed on February 27, 2002 while traveling in the S-6 coach of Sabar-mati Express near Godhra railway station. Fifty-nine persons lost their lives in the grotesque incident. Since the entire bogey was set ablaze, many dead bodies were uniden-tifiable. DNA tests es-tablished their identities, but a considerable time passed in the process. When Patel’s identity

was ascertained, the gov-ernment paid Rs 1.5 lakh ex-gratia amount to the family on May 27, 2002. To demand compensation from the Railways for ac-cidental death, the family asked for a DNA report, but the request was turned down. Moreover, the fam-ily did not get death cer-tificate either. Finally, Pa-tel’s widow Lilaben and their children approached a court for the declaration of Patel’s death. Upon the court’s order, Sola Gram Panchayat issued a death certificate on January 13, 2005. But it was too late for the RCT, which sat on the Rs 4 lakh compensa-tion claim petition for the next seven years. By then, most of the families af-fected by the Godhra train burning accident had got compensation of Rs 4 lakh, said the family’s lawyer, Deepak Shukla.

Though the government is yet to fix a time-frame for the mission, ISRO has been develop-ing critical technologies needed for it, including testing an unmanned crew module that suc-cessfully re-entered the atmosphere after being launched from a subor-bital experimental flight of GSLV Mark III.
