THURSDAy, APRIL 28, 2016

QUOTE OF THE

DAYJudiciary is part of the problem of judicial vacancy and case pendencyIf the police cannot control crime, the top police officers are held responsible. If a company per-forms badly, its managing director would be held accountable. If the judiciary fails to deliver mean-ingful justice in a reasonable time, we try and find reasons everywhere except within the judiciary. There is a need to look at the problem with some logical and mathematical rigour, instead of mere-ly repeating the myth that all faults in the nation must be ascribed to the politician and government. The anguish of Chief Justice of India T.S. Thakur should lead us to attempt to really understand the problem and find a solution. Instead, random state-ments have been made that India must have at least two to four times the current sanctioned strength of judges. The government is considering fast-track special courts for commercial disputes. This shows scant concern for the poor who may be innocent but are rotting in prisons as undertrials. The entire talk of fast-tracking certain cases implies pushing someone else back. The unfortunate part is that the nation is not horrified at this suggestion, which would imply violating Article 14 of our Constitu-tion within our temples of justice. I have studied the data from the Supreme Court’s website, and if one understands it rationally, it can be eye-open-ing. Analysing this data leads one to the conclusion that a simple and doable solution stares us in the face. First, it destroys the myth that the backlog is growing at a rapid pace. The total number of pend-ing cases each year on January 1, 2009-14 were 303, 314, 319, 315, 316, and 322 lakh. This shows that the backlog is not growing at a galloping pace as is commonly believed. To appreciate these fig-ures, we must also understand that each year, about 200 lakh cases are instituted and around the same number of cases is being disposed. The increase in backlog over this six-year period is just 19 lakh, or about 3 lakh per year. This would represent just about a 1.5 per cent increase per year. After or-dering the government to fill all vacancies in the Central Information Commission, there cannot be any justification for the judiciary not to take up the cause of filling all judicial positions. The judiciary and the government must immediately address this issue if they are really concerned for the nation. Hopefully, the CJI will take up the issue of filling all vacancies within six months, and haul up any-one who obstructs this project. Just one example will illustrate this point.

“I played after two weeks. The more I will play, I will get better. I was a bit rusty compared to what I was bowling for last six to eight months. So, as more games come up in next one week or 10 days, I will get better from here,”

The duo, nicknamed as ‘Indian Express’ have had many laurels to their name together, but they have failed to win an Olympic medal togeth-er. Paes, however won a bronze medal in Singles at the 1996 Atlanta Olym-pics. South Korea’s Olympic committee on Wednes-day unveiled long-sleeved shirts and pants it says will help protect the coun-try’s Olympic athletes from the mosquito-borne Zika virus at this year’s games in Rio de Janeiro. The sets of clothing will be dyed with mosquito-re-pellent chemicals and will be worn by athletes during

After a gap of 9 years of not play-ing a Grand Slam, the duo reunited for the 2011

Australian Open and also claimed runners-up spot. But the 2012 Olympics acted as the last nail in the coffin in their rela-tionship when Bhupathi refused to partner Paes for the Men’s Double event. He accused AITA of using Sania Mirza as bait for Leander’s partic-ipation in the Olympics. After much confusion, AITA decided to send two teams for the Men’s Doubles competition.

Following the 10-day tour by Punjab officials to Brazil to study its indige-nous cow breed ‘Gir’, the state government has now decided to import high quality Gir bull semen from the South American country. The move has, however, come under se-

farmers, however, blasted the government’s latest move. “This is ridicu-lous. They are misleading the dairy farmers already trapped in debt,” said Daljit Singh, president of Progressive Dairy Farm-ers Association, the larg-est association of dairy farmers in Punjab.

Poornima Arvind Pakvasa, freedom fighter Odis-si exponent Sonal Mansingh’s mother, passed away on Monday at 103. An eminent social work-er who worked for the empowerment of tribals in the Dangs, where she spent her entire life, Pak-vasa was cremated on Tuesday in the presence of her dancer daughter. Pakvasa is survived by two daughters — Aarti and Sonal — and son, Anuj. While Sonal lives in Delhi, Aarti and Anuj are based in Mumbai. Pakvasa’s work in the district had earned her the epithet, “Didi of the Dangs”. She was sent to jail for participating in the Dandi march. She met Kasturba Gandhi there and taught her English. She established the Ritambhara Kan-ya Vidyapith at Saputara hill station in the Dangs district in south Gujarat where tribal girls were educated. The Dangs district administration of-ficials, along with leaders from different parties, participated in the funeral procession, which start-ed from Saputara and congregated at Nawagam. The funeral was attended by her three children and their kids. Along with them, over thousands of girl students of Ritambhara Kanya Vidyapith came to pay their last respects. Hasmukh Desai, who is in-charge of the school, said, “We have lost a great soul and feel orphaned. Poornimaben was bed-rid-den due to ill health and age.
