This is Mallya’s second term in Rajya Sabha and it would have otherwise come to an end on July 1. Ethics Panel of the Upper House, which had taken up the matter, had unanimously decided in its April 25 meeting that Mallya should no longer remain a member of the House and was planning to recommend his expul- sion in its next meeting on May 3. At the same time, the panel had decided to give Mallya one week time to explain his con- duct. Last week, the gov- ernment wrote to Britain, seeking the deportation of Mallya against whom a non-bailable warrant has been issued in the mon- ey-laundering investiga- tion. Mallya has said that the Indian government will not be able to recover any money from him by taking his passport or ar- resting him. by IIT Kanpur, he said, has also suggested that vehicular pollution is not the only cause of pollu- tion in Delhi. “In fact, the study shows that vehicu- lar pollution contributes 9 per cent in summer and 19 per cent in winter,” he said. “Many initiatives taken in the last two years need to be properly pre- sented to the Supreme Court in letter and spirit. The government is con- sidering all necessary steps to reduce pollution in Delhi. We have decid- ed to again put forward all these points to the Su- preme Court and request it to reconsider the deci- sion in the background of initiatives taken by the Government of India,” he said. Gadkari made the announcement after discussing the issue with the ministers of heavy industries and environ- ment, forests and climate change. He said the ban has created an “unprec- edented situation” for thousands of taxi drivers who have been ordered off the roads. “The ban has resulted in immedi- ate loss of jobs of thou- sands of people and also serious commuting prob- lems for working men, women and youth in the NCR, particularly those employed in the IT and BPO sectors,” he said. He said safety issues were involved since the ban on diesel taxis will impact employees, especially in the IT and BPO sectors, who work late into the night. Non-availability of safe transport facilities will raise safety concerns. Following the Supreme Court order, several ma- jor companies in Del- hi-NCR have decided not to provide transport facil- ities to employees. Citing steps that will be put forth in the plea to reconsider the ban, Gadkari said that in last two years, minis- tries have been working to address the issue of growing pollution in Del- hi. Initiatives include the one taken by the Ministry of Road Transport and Highways to implement BS-VI norms with ef- fect from April 1, 2020 and successful comple- tion of a pilot project on retrofitting polluting ve- hicles. “Oil companies shall invest more than Rs 60,000 crore for BS- VI fuel. Standards for biofuel such as ethanol, biodiesel, electric hybrid have been notified,” he said. Other steps taken to improve air quality, Gad- kari said, include finali- sation of a decongestion plan for Delhi on eight arterial roads along with a concept note on scrap- ping. The Gujarat government’s offer of a 10% quota for the economically backward among the upper castes — the Patidars, Brahmins, Kshatriyas, etc — can be viewed from various angles. This is partially in im-itation of the Rajasthan government’s decision to set aside 14% reservation for the ‘extremely back-ward classes’ among the ‘forward castes’, within the overall 19 percentage point increase in quotas it had announced. In the Gujarat case, the first thing that strikes a viewer is that the government is aiming at mollifying the Patidars (Patels), whose campaign for reservations is being spearheaded by Hardik Patel, now in jail. But the Patidar Anamat Andolan Sami-ti has been quick to reject the government offer by calling it a lollipop because it is a restricted form of reservation, meant for those whose family income is Rs 6 lakh per annum and below. Second, it is the third among the BJP-ruled states — after Haryana and Rajasthan — to raise reservations above the 50% level, which militates against a Supreme Court order of 1992. Ironically, the BJP rode to power at the Cen-tre on the plank of good governance, which implies having competent, neutral people in responsible posi-tions. Third, reservations, when they came into force in the early years of independence, were meant to be a temporary expedient intended to correct historical in-justices towards marginalised societies. Now they are simply barrelling along to placate restive groups out to armtwist the State. The way the three states have gone about the matter is bound to have consequences. Once the Haryana government put the Jats and five other castes on the reserved list, other communities that are deprived vis-a-vis the Jats are bound the feel the pinch, despite the increase in the quota level. Now the Jats have threatened to renew their agitation if the quota for them is not increased. And any amount of restructuring of the reservation apparatus will not help. For exam-ple, in the case of Rajasthan, how can it be anybody’s contention that the deserving candidates among ‘ex-tremely backward classes’ among the ‘forward castes’ must accommodate themselves within the 14%? What happens to the deserving surplus? Do they contest in the open category? And the most deleterious aspect of reservation politics is that it only sharpens caste divi-sions in society, leading to violence. If reservations are to continue, why not have them solely on economic criteria? That will bring within the fold of quotas reli-gious minorities, many of whom certainly deserving of reservation. After all, a hungry person is a hungry per-son, whichever caste or religion she or he belongs to.

Telecom operator Telenor has asked the Department of Telecom (DoT) to retain the option of deferred payment suggested by the regulator Trai, saying it would help reduce the burden on the industry. “The ‘pay as you earn’ payment terms is a win-win sit-uation both for the industry and the government,” the operator, an arm of Norway-based Telenor, has said in a letter to DoT. The communication has come days after Norway-based Telenor’s top man-agement expressed concerns over ‘high-priced’ spectrum in India and indicated an exit from the country if it fails to procure frequencies at reason-able price either through auction or trading route. On the one hand the payment burden on the TSPs (telecom service providers) is eased in the initial years and the resources will be utilised in roll-out of the networks, on the other hand there will be no loss to the exchequer,” Telenor CEO Sharad Mehrotra said in the letter. The letter addressed to Telecom Secretary J S Deepak said that the liberal payment policy can potentially make the frequency band below 1000 Mhz like 900 Mhz band and 700 Mhz band attractive to a lot of telecom companies. Trai has suggested that government should charge only 10 per cent of bids received for spectrum and balance payment should be made over period of 18 years in equal instalments with interest.

With creation of 42,530 jobs in the fourth quarter of financial year 2015-16, Gujarat ranked seventh in terms of job creation even with 5% share of total jobs created across India. Karnataka has emerged as numero uno in this regard with a share of over 24% of total jobs generated in the country, revealed a re-cent study by apex industry body Assocham. During January- March 2016, around 8.88 lakh jobs were created in various industry

sectors of the country. The study has revealed that states like Haryana and Ut-tar Pradesh created more jobs in the last quarter of FY16 than Gujarat. Maha-rashtra (23%) was ranked second, followed by Tam-il Nadu (10.5%), Andhra Pradesh and Telangana region combined (9%), Haryana (8%) and Uttar Pradesh (7.5%). Within India, in manufacturing sector jobs, Gujarat had the highest share of 8% of over 99,000 jobs generat-ed across the country.
