The formation of the new affiliate AQIS was announced by the overall leader of Al Qaeda, Ayman al’Zawahiri last year. Ac - cording to the Guardian, the video, which reads like a long and bloody laundry list of al Qaeda’s ‘achieve- ments’, is a bid to counter the growing influence of Islamic State (IS) in Iraq and Syria and the rivalry between the two Islamic militant organisations has intensified. IG (Chhatarpur) Pankaj Shrivastava told The Indian Express that 21 completely charred bodies had been recov- ered from the private bus that had a capacity to carry 35 passengers. IG Shrivastava said that bursting of the diesel tank was probably the cause of fire. The bus operated by Anup Trav- els from Chhatarpur to Satna via Pannaa started at around 12.40 and the mishap occurred about an hour later. Inspector general of police (Thrissur range) TJ Jose had to leave the exam hall 30 minutes before the test ended at St Paul’s College in Kalamasser - ry, on the outskirts of the port city of Kochi, after invigilators found he was allegedly copying from a text book. Jose denied the charges and described the incident as a conspir- acy to defame him. “No- body prevented me from leaving the examination hall. And no material was seized from me,” he said. The invigilators said they weren’t aware of Jose’s designation when they caught him. They said they would ask Mahatma Gandhi University, which is conducting the exam, to take action against him. The embarrassed state government asked addi- tional director general of police Shankar Reddy to probe the incident and sub- mit a report immediately. Confirming the incident, VJ Peter, vice-principal of St Paul’s College, said uni- versity authorities would be informed of the matter. But there is another aspect to the relation that does not inspire much confidence. India and Chi-na have a long-standing border dispute involving territory running into thousands of kilometres. The rancour in relations is due to a much bigger prob-lem: of how the two countries perceive their role in Asia and the world. There is antagonism on that plane. From mutual fears of containment to geopo-litical contests in far-off continents (Africa is one example), to wooing countries in South and South-east Asia, contest stands out in much bolder relief as compared with cooperation. The security chal-lenges with China, as they have evolved over the past two to three years, merit a closer look. They certainly deserve a far more coherent policy re-sponse than what has been seen until now. For one, the scale of Chinese claims and intrusions in all sectors has now increased manifold. The Chinese now claim the whole of Arunachal Pradesh as their territory. Any visit by an Indian prime minister to that state and any construction of physical assets evokes a Chinese reaction. This is a strong reversal of their earlier position—right from the inception of the border dispute—that this sector (the eastern sector) of the disputed boundary is Indian territory. In the western sector (in Jammu and Kashmir)—which is the site of military confrontation—incur-sions into Indian territory are now routine across the entire swathe of the Line of Actual Control (LAC) from Depsang in the north to Chumar in the southeast.

Gold imports up 19.5 % at $34.32 bn in 2014-15

Agency : New DelhiGold imports surged 19.5 per cent to reach USD 34.32 billion in 2014-15 due to declining prices and easing of restrictions by the Reserve Bank. Im-ports of the metal were USD 28.7 billion the previous fiscal, 2013-14. Increase in gold imports impacts the country’s trade deficit, which has reached USD 137 bil-lion in 2014-15, and the current account deficit (CAD). The imports al-most doubled in March to USD 4.98 billion which pushed the trade deficit to a four-month high of USD 11.79 billion for the month, according to the Commerce Ministry data. India is the largest importer of gold, which mainly caters to the de-

mand of the jewellery in-dustry. The Reserve Bank and the government have maintained that the CAD level is comfortable, but the spike in gold imports may spark fresh worries. It has narrowed to 1.7 per cent for the first nine months of the previous fiscal. According to the Reserve Bank data, in the April-December period of last fiscal, CAD stood at USD 31.1 billion or 2.3 percent of GDP. On November 28, RBI had scrapped the controver-sial 80:20 scheme. Under the programme, which was put in place in Au-gust 2013 to put a tight leash on gold inflows, at least 20 per cent of the imported gold had to be exported before bringing in new lots.

Mangilal Kanjar, 22, sur-vived a headshot. After living with a three-centi-meter bullet for 24 days, Kanjar is now in Ahmed-abad Civil Hospital and has got a new lease of life. Kanjar was shot through his right eye by an un-identified person during a wedding procession in Jhalawar, Rajasthan, on April 2. The youth and his family still do not know who fired the shot from ‘point blank range’. “I was drunk and don’t remember who shot me and exactly when. I can just remember the sear-ing pain in my head and

then complete blackout,” Kanjar . Dr Harshil Shah, consultant neurosurgeon, Civil Hospital, said the bullet went through Kan-jar’s eye socket, travelled five inches by breaking through his head and was only stopped by the back of his skull. The bullet was lodged deep into his brain for more than 570 hours. In a life-saving surgery lasting five hours, doctors removed the bul-let but could not restore Kanjar’s vision. “When Kanjar came to us, the left side of his body was already paralyzed and his right eye was completely damaged... It’s very rare

that a bullet is so close and the person does not die. Providence also had a role in his survival,” Dr Shah said. Kanjar had a tough time shuttling be-tween different govern-ment health centres in Jhalawar, Kota and Udai-pur, which refused him admission. The patient was finally brought to Civil Hospital by his rela-tives on April 18. Howev-er, there was no end to his trauma. The doctors only operated Kanjar on April 25, more than a week af-ter he was admitted. This was despite Kanjar being on high risk of brain hem-orrhage and meningitis.

No space for the dead in municipal hospitalsSunvilla News, Ahmedabad

There is a severe pauci-ty of space for the dead in city-based municipal hospitals. The cold room capacity of VS, LG and Shardaben hospitals is severely limited as com-pared to the necessity. In Ahmedabad, there are only 15 mortuaries at Ahmedabad Municipal Corporation-run hos-pitals. This is woefully short for the city’s pop-ulace of around 70 lakh. Often bodies have to be stored in cold rooms while awaiting post-mor-tem, or for relatives who

stay abroad to reach the city. And, in cases the bodies remain unclaimed. These bodies then have to be referred to Civil or pri-vate hospitals. VS hospital, one of the biggest hospitals run by AMC, has a mor-tuary which can accom-modate only eight bodies,

while Shardaben has a fa-cility for only four bodies and LG hospital only three. While the AMC charges a nominal fee for use of mortuary facilities, private hospitals’ charge hefty fees which are often 10 times more than the municipal corporation’s rates.

Ahmedabad’s air 2nd worst, Faridabad tops the list

Ahmedabad displaced Delhi in the rank to become the second city with a poor ambient air quality in the country. The AQI index defined the city’s air quality to be “very poor” along with Faridabad. The AQI score for Ahmedabad was 304, while that of Faridabad was 341. Delhi on the other had an AQI score of 259 and was rated “poor” by CPCB. Since the last two days the CPCB has been releasing a daily

air quality bulletin for 11 cities across the country. The AQI is decided on ambient concentration values of air pollutants and their likely health impacts which are com-monly called health break points. The pollution parameter is measured over a period of 24 hours and the data is revealed by the CPCB the following day.

Construction of new Gujarat Bha-van to begin shortly in New Delhi

About three months ago, more than 340 zone-level engineers,

supervisors, sanitary staff, health and tax officers were asked to download the app called, SmartCity311. Their officials work is monitored by municipal commission-er D Thara. Incidentally, the app can also be used by the police department to mon-itor the work of personnel in the field. Beat constables can be required to notify their position.

Gujarat University to finally recruit 30 teachers after 18-month delay

Sunvilla News, AhmedabadGujarat University will be finally conducting in-terviews for recruiting 30 teachers in its science faculty from May 11-17. The process was delayed for about 18 months. The advertisements for the vacancies were issued in November 2013. These posts had been lying vacant for more than 10 years, which has adversely affected the curriculum. Vice-chan-cellor M N Patel said that though the applications from the candidates were received by December 4, 2013, the recruitment process was stayed by the state government ow-ing to objections raised by the SC/ST cell of the university. The SC/

ST cell alleged that the university had not fol-lowed the roster system in reservation of posts for reserved categories. It took a long time for the university authori-ties and office-bearers of the SC/ST cell to sort out the matter. The SC/ST cell later withdrew its objections after pro-longed discussions on the issue with the senior officials in the state ed-

ucation department only a few weeks ago. Patel said that the university received a green signal from the state govern-ment three weeks ago for going ahead with the in-terviews. The university, he said, issued interview letters immediately and also informed the candi-dates through email and SMSes. Patel said he had also begun interviews for non-teaching posts.
