The prosecution had filed an application in the ATC Islamabad some two months ago request- ing it to make amendment in the charges against the suspects in abetment to murder of each individ- ual in the carnage. A victory for the BJP in Assam and a political pres-ence in other states would solidify its character as the tallest national party; losses for the Congress would deepen its crisis. This is exactly what has happened. But there was, with the exception of Assam, also a tired intensity about these elections. The intensity was reflected in the turnout, mobilisation energies, and financial stakes. But the faultlines of politics, even faces, had an odour of staleness to them. In West Bengal, the only contest was Mamata Banerjee with herself: Between her personal popularity, her admin-istration which energised delivery of goods like roads to her core constituents (a matter on which she has been underestimated) on the one hand, and the use of a sui generis machinery of violence and intimida-tion on the other. Rather than these attributes working against each other, they worked in tandem. The Left and Congress have no credible faces, ideas or ener-gy. Tamil Nadu remains a contest between two fronts that are a heady combination of deification, corrup-tion and incredible social delivery. Kerala was again a contest between two old formations. You have to wonder whether the comforting familiarity of these contests is disguising a deep disconnect between pol-itics and social forces bubbling from below. Assam is a significant result for many reasons. The BJP should get credit for the decisiveness of the verdict. We can quibble about the shift in vote share compared to the 2014 election. And Tarun Gogoi went in with two dis-advantages: A long incumbency, and the fact that in typical Congress fashion, he managed to lose a sig-nificant tier of second line leadership. But the victory is unprecedented in its broad geographical and social base. It is not insignificant that the BJP is in power in two of India’s most sensitive states, Kashmir and Assam. This is a real test of the BJP’s nation-building capacity. It learnt some key lessons from Bihar. It set-tled the leadership issue. It went for a broad coalition. But most importantly, though it stuck to its policy message on immigration, the campaign was subtle and sophisticated, and less polarising than many had feared. It piggybacked on the local leadership rather than sub-verting it. It injected newness by holding out the possi-bility of a new combination of elements: Sonowal and Sarma and Prafulla Mahanta together. Managing this combination will be a challenge; but it opens up a new vista of possibilities as well. It shows the BJP’s extraor-dinary capacity to think politically rather than merely ideologically, when it sets its mind to it.

India on Friday rushed two naval ships with relief materials to cyclone-hit Sri Lanka. INS Sunayna, an NOPV (Naval offshore patrol vessel) and INS Sutlej, a survey vessel with relief material have been rushed to Colombo from Southern Naval Command Kochi. The first tropical cyclone, ROA-NU, of the season in the Bay of Bengal has caused devastation for thousands in Sri Lanka. According to the India Meteorological Department (IMD), intense rainfall will continue in southern states of the country, elevating the flood threat the next few days. As per reports, at least 18 people have been killed in Sri Lanka and 200 families are still miss-ing following a series of mudslides. The cyclonic storm ‘ROANU’ over west-central Bay of Bengal moved northeastwards and lay centered at about 160 km south-southwest of Visakhapatnam and 70

km east-southeast of Kakinada.

In a bid to make electricity available to all, the government plans to launch a scheme under which consumers can pay for the new connection in monthly installments over a period of 5 years and will be able to avail the service on demand. “We are thinking of launching a campaign to make it compulsory to provide electricity connection to all. We want to provide this facility to everyone that if he or she asks for electricity connection then it must be provided,” Power Minister Piyush Goyal said at a conference organised to mark the completion of two years of the NDA regime. The minister further said, “Poor people get electrici-ty connection free of cost. But for those who are above poverty line, the amount paid for new con-nection will be charged through equated month-ly installments in five years. We are working on such scheme and soon launch it.” On Wednesday, the minister had said, “We want to keep it (ap-plication for power connection) simple. Then we would ask our people to get the power connec-

India’s second largest natural gas infrastructure and transmission compa-ny Gujarat State Petronet Limited (GSPL) posted quarterly profit of Rs. 99.7 crore for the fourth quarter of fiscal 2016, reporting a steep rise of 49 percent vis-a-vis the same period last year. For financial year ending March 2016, GSPL’s net profit grew 8 percent to Rs. 444.47 crore, com-pared to a net profit of Rs. 410.36 crore last year. The EPS for financial year 2015-16 increased to Rs. 7.89 per share from Rs. 7.29 per share in financial year 2014-15. The Gas transmission volumes of GSPL have increased to 8966.39 MMSCM in the year 2015-16, from 8395.17 MMSCM in the

year 2014-15. In view of the impressive results posted by GSPL in the financial year 2015-16, the subsidiary of Gujarat State Petroleum Corpo-ration Limited has rec-ommended a dividend of Rs 1.5 per share, which amounts to a payout ratio of 23% including divi-dend tax. The company, which owns and operates India’s 2nd largest Gas transmission network, also reported over 9% increase in its net worth at Rs. 3968 crore in FY 2015-16. “The last finan-cial year has been quite successful for us.
