Modi, who com- pleted one year in power this week, has vowed to raise public spending on infrastructure by $11 bil- lion in the current fiscal year. At the same time, he is targeting a fiscal deficit of 3.9 percent of gross domestic product, a shade lower than 4 per- cent achieved in the year that ended in March. The government increased capital spending to 351.6 billion rupees in April, the first month of fiscal 2015/16. That is up more than 50 percent from a year ago, data released by the government on Friday showed. In the first month of the current fiscal year, the government allocat- ed 32.89 billion rupees for railways, 58.3 billion rupees for roads and 175 billion rupees for rural projects. Data released earlier on Friday showed the Indian economy grew 7.5 percent in the quarter ended in March, faster than China. But a con- traction in agriculture and a downward revision for the previous quarter indicated weaknesses in Asia’s third- largest economy. With banks weighed down by bad loans, company profits squeezed, rural demand weak and exports de- pressed, the government recognises it will have to take the lead to meet its jobs and growth goals. “Front-loading of spend- ing on infrastructure is a welcome step, though it remains to be seen what happens in the whole year,” said N.R. Bhanu- murthy, an economist at the National Institute of Public Finance and Policy (NIPFP), a Delhi-based think tank. Despite the current slow- down, however, at $10.3 trillion China’s economy is five times bigger than India, while the USA re- mains the world’s largest economy at $17.4 trillion. In January, the Central Sta- tistics Office (CSO), using a new method, said that India’s real or “inflation adjusted” GDP in 2013- 14 grew 6.9% instead of the earlier 4.7% and by 5.1% in the year before compared to 4.5% in the earlier system. Advance estimates for 2014-15 re- leased in February pro- jected India’s GDP during the year to grow at 7.4%. The new series uses 2011- 12 as the new “base year” from 4.5% estimated us- ing 2004-05 as the base year. While the base year of the national accounts is changed periodically to factor in structural chang- es in the economy and present a more realistic picture of macroeconom- ic aggregates, it is the new formula that has stumped both experts and the un- initiated. Experts say that data from other sources such as household spend- ing, corporate earnings and tax collections and sales of goods and services were weak and do not mirror the revival trends shown in the GDP numbers. For in- stance, many experts have pointed out that there were anomalies as manufactur- ing shows an estimated growth of 7.1% for 2014- 15, which under the index of industrial production (IIP) data for factory out- put was 2.3%. According to officials IIP or factory output counts the number of units produced and does not distinguish between say the value of a luxu- ry car and an entry-level hatch-back. It is possible that factory output would have remained stagnant over a period of time, but its value would have multiplied. Likewise, ac- cording to new the GDP numbers, the finance sec- tor expanded by 11.5% in 2014-15 from 7.9% in the previous year, even though growth in depos- its and credit appears to be tardy. According to official statisticians this is because, in the earlier method, financial cor- porations in the private sector, other than bank- ing and insurance, in the earlier series were limit- ed to a few mutual funds (primarily UTI). QUOTE OF THE

DAY

Editors’ Picks

One Year of Narendra Modi govt: Bold moves on world stage With Xi Jinping in charge, we now know what the new strong China looks like. With Narendra Modi in charge, we are finally getting glimpses of what the new strong India will look like. It will be a radi-cally different India from the one that the world has got used to. Three new points stand out. The first transformation is paradoxical. For decades, India has aspired to be a leader of the non-aligned move-ment. But it is only now that India is becoming genuinely non-aligned. This observation is shock-ing. It deserves an explanation. What does “genu-ine non-alignment” mean? At the NAM summit in Cuba in 1979, at the height of the Cold War, then Sri Lankan President J.R. Jayewardene shrewd-ly observed that there were only two non-aligned countries: the United States and the Soviet Union. He added that all other countries were in one way or another aligned with these two powers. With Modi’s arrival, the list of “genuinely non-aligned” powers has grown from two to four. It now includes Ameri-ca, Russia, China and India. Modi has given birth to a truly multipolar world. There is no doubt that the world is now full of sharp differences between key world leaders; for example, between US President Barack Obama and Russian President Vladimir Pu-tin, Xi and Japanese Prime Minister Shinzo Abe, German Chancellor Angela Merkel and Putin, and, most sharply, between Benjamin Netanyahu of Israel and Ayatollah Khamenei of Iran. It takes great political and psychological confidence to maintain equally good relations with such sharply divided leaders. Modi has it. Hence, he can sign deals worth $35 billion with Abe and then follow up with signing deals worth $22 billion with Xi. If Modi is shrewd, he can use China-Japan competi-tion to benefit India. For example, he can encourage China and Japan to compete in delivering the badly needed bullet train services to India. Similarly, un-der Modi, India will move even closer to Israel, es-pecially in defence technology. Yet, Modi has also just signed an agreement to build a port in Chaba-har, Iran, which will provide India a much-needed logistical lifeline to Afghanistan. Only a new strong India under Modi can get away with such bold moves. The second transformation was expected. Modi has moved India to the right. But he has done it in surprising fashion. He has no interest in mov-ing towards the Ronald Reagan-Margaret Thatcher consensus. Instead, he would rather move towards the Lee Kuan Yew-Deng Xiaoping consensus. The intellectual output from the Washington DC think-tanks and even the IMF and World Bank means little to him. Instead, the extraordinary performances of the East Asian economies mean a lot to him. Cer-tainly he believes that the private sector has a critical role to play.

Arshad Warsi might be the hardest-working actor in Bollywood. Since Tere Mere Sapne in 1996, he’s averaged over two films a year. Most of these are in the vein of Circuit, his breakthrough role in the two Munna Bhai films: second lead, funny, street-smart. Whenever he’d had something to work with—Waisa Bhi Hota Hai Part II, Kabul Express, Sehar, Ishqi-ya, Dedh Ishqiya—he’s been excellent. But even when the material’s been bad (which is most of the time), Warsi is rarely less than watchable. Welcome 2 Karachi is just the sort of awful derivative comic slop Warsi’s had to wade through his entire career.

While we saw a lot of dazzling stars come down for the screening, the Bang Bang on-screen couple, Hrithik Roshan and Katrina Kaif gave the screening a miss as the two couldn’t make

it. But no worries, be-cause if recent reports are anywhere to be true, the director of Dil Dhadakne Do, Zoya Akhtar might just hold a special screen-ing for Hrithik Roshan and Kartrina Kaif. Yes, apparently, Bollywood’s Greek God, Hrithik, who worked with Zoya, along with Katrina Kaif in Zindagi Na Milegi Doba-ra has asked Zoya to hold a special screening for the star cast of ZNMD. Re-

portedly, Katrina wishes for the same thing. Yes, both Hrithik and Katrina are very eager to watch Dil Dhadakne Do and having missed the special screening that was held yesterday, the star have requested Zoya to hold yet another screening of her upcoming film just for the star cast of Zindagi Na Milegi Dobara, which also includes Abhay Deol, Farhan Akhtar and Kalki Koechlin.

The opening sequence of the music video be-gins with an atmosphere

similar to that of Michael Jackson’s song ‘Ghosts’. Dancing around spooky zombies and ghosts, Suriya still manages to look hot! Wearing MJ’s iconic white shirt and black trousers, Suriya paid tribute to the king of pop through his song. Poochandi song has quite some catchy tunes and the next part of the song shows a colourful circus set where Suriya can be seen dressed up like a cir-cus ringmaster.

Film Review: Welcome 2 Karachi

He plays Shammi Thak-ur, a former naval officer who takes a yacht out to sea with his friend, Ke-dar Patel, to party. Along comes a storm—or rath-er, along comes some of the shoddiest VFX I’ve seen in my life. The boat capsizes, and the two of them wash up on a beach. A bomb is detonated near them—more embarrassing VFX. They wake up in a

hospital and realise that they’re in Karachi. The rest of the film has them running from the ISI, the CIA, the Taliban and local hoods. Welcome 2 Karachi was originally supposed to star Irrfan Khan as Kedar, but he had to drop out. He was replaced by producer Vashu Bhagnani’s son. For those who haven’t seen his work, Jackky Bhagnani is the anti-Arshad Warsi.

Thai-Pakistan drug syndicate active off Gujarat coast

Sunvilla News | Ahmedabad

Drug smugglers operating from Thailand and Pakistan may have carried out yet another transaction in the waters off Rann of Kutch on Wednesday night or the night before, just a month after the Coast Guard and Navy seized some 230 kg of heroin worth Rs 600 crore from a boat and ar-rested several Pakistanis. The same gang also had a controversial stand-off with Coast Guard on December 31 when a Pakistani boat went up in flames. Latest intercepts show that the gang is very active, sources said. According to reliable sources, the drug syndicate that is controlled from Thai-land with bases in Pakistan and the Gulf region is still active in the international

waters off Gujarat coast, where India and Pakistan have differing claims over their maritime boundary. As late as last week, Indian agencies picked up cred-ible information showing that the same syndicate was about to execute an-other round of transaction in the international waters. It is not clear if this trans-action was completed. The

very fact that the syndicate is still active raises sev-eral questions, and some disturbing possibilities. Officials wonder why the syndicate is carrying on un-perturbed despite the Coast Guard and Navy seizing a boat with 232 packets of heroin, satellite phones and GPS on April 20. Eight Pa-kistanis manning the boat were arrested.

Even in Islamic countries, all these fac-tions are not living to-gether. But you can find people of all of these fac-tions in India. This is In-dia’s culture,” the Home Minister said. “These people (Congress) are instilling fear among minorities by taking the name of RSS. This has to be stopped. To get votes, you have to build trust, not to create fear.” Singh also took a dig at

Rahul for his comments on Prime Minister Na-rendra Modi’s frequent foreign tours. “Congress’ `yuvraj’ claims that our PM lives more in foreign countries than in India. I want to tell him that past PMs visited foreign countries as a political formality, while this PM goes to strengthen the nation,” he said. “Earli-er, there was nothing to show on TV when PM went outside India. Now TV channels all over the world broadcast the vis-it. Presidents and PMs of other countries break all the protocols to welcome our PM at the airports.
