People contin- ued to reel under intense heatwave conditions in both states on Saturday, Met officials said. More than 100 people were felled by a blazing heat wave on Friday alone in Telangana and Andhra Pradesh with the mercu- ry hovering at 47 degrees Celsius at several plac- es across the two states. Hospitals in Telangana reported a heavy rush of inpatients with symptoms of sunstroke even as the Andhra government kept emergency medical teams at standby in all districts. Officials issued warnings to people to not venture out during the day with- out guarding themselves against the sweltering heat. As the temperature soared past the 45 degrees the India Meteorological Department upgraded the heat wave warning to “se- vere”, and forecast at least three more scorching days in Adilabad, Nizamabad, Karimnagar, Medak, Wa- rangal, Khammam, Ran- gareddy, Hyderabad, Nal- gonda and Mahbubnagar districts of Telangana. In Andhra, districts hit were East Godavari, West Go- davari, Krishna, Guntur, Prakasam, Nellore, Chit- toor, Kadapa and Kur- nool. IMD officials feared the region would break its past record of maximum temperature - the highest day temperature ever re- corded in AP and Telan- gana was 48.8 degree in Vijayawada on May 11, 2002. This is also the first time ever that so many people have died due to heat wave in such a short span in Telangana and AP — even when they were one entity. With the toll mounting by the day, Tel- angana and AP govern- ments on Friday reviewed the situation and directed field level officials to take up a massive campaign to advise people on how to save themselves from the high temperatures. Rahul Gandhi meets ex-servicemen, promises to put pressure on NDA for One Rank One Pension Agency | New Delhi Attacking the government over non-implementation of ‘one-rank-one-pension’ scheme, Congress Vice President Rahul Gandhi on Saturday said he will “pressurise” the Centre to act on the issue at the ear- liest. After meeting a del- egation from the ex-ser- vicemen cell of the party, Gandhi said the UPA gov- ernment had made pro- visions for the scheme and had even allocated money but the Narendra Modi government failed to implement the scheme. “One year has passed of the NDA government, of the Modi government and it has not proceed- ed ahead with the issue. They (ex servicemen) had knocked the doors of the government, but noth- ing materialised. Army, Navy, Air Force take care of the nation, secure our borders, their demands should be met. “We had alloted money and also taken a decision. One year has passed and this should happen at the earliest. We will pressurise the govern- ment and ask them to take a decision at the earliest,” Gandhi told reporters af- ter the meeting with the delegation at the AICC headquarters here. Former Minister of State for De- fence and Congress leader Jitendra Singh accused the government of being an- ti-soldier. He said the UPA government first took an initiative on the issue in 2006, then in 2009 and 2013. Singh said the par- ty fears that the govern- ment was “diluting” some of the provisions. “There were some discrepancies of about 10-20 per cent in the OROP scheme. We even cleared that in 2014. We also ensured that handicap persons and widows would get bene- fit. “But it has been a year now and the government has still not implemented OROP. Why Modi Matters?, read the cover line. Clos-er home, some of the coverage showed a little more restraint. For instance, the cover story in India Today, an English weekly magazine, was titled, Modi’s First Year: Impatient India Wants Delivery, Not Just Intent. While Open magazine’s cover story read, “One year on, he faces the gaze of a nation reeling under exag-gerated expectations. Those who are looking for a re-run of the Modi Miraculous of his campaign days are likely to be disappointed”. Grim words, but it was still Modi on the cover. “It’s about scrutiny and celebra-tion. The media brought him in with huge hype a year ago and the expectation hasn’t abated. The media has a lot of grist for its mill. In the fitness of things, the media has to make a lot of this anniversary because he came in with a huge mandate,” added Ninan. But for the most part, the media just hung on to his every word. Govt plans new subsidy rules to push ONGC stake sale

The govern-ment hopes to sell shares in ONGC and India Oil Corp. to raise about a third of its budget target for asset sales of $11 bil-lion - and reduce its fis-cal deficit to 3.9 percent of GDP in the 2015/16 fiscal year. Currently ONGC (Oil and Natural Gas Corp), Oil India and GAIL (India) sell crude and fuels like cooking gas at discounted rates to partly compensate retail-ers for losses they incur on selling fuels at gov-ernment-set rates. But the finance ministry and oil ministry are in talks to work out a mechanism for easing the subsidy burden

for the upstream compa-nies, Ratan P. Watal, ex-penditure secretary at the Ministry of Finance, told reporters on Friday. Ear-lier, sources told Reuters that the oil ministry had set a new subsidy formula for the April-June quarter that would exempt up-stream companies from discounting sales of crude oil and refined products if global oil prices are up to $60 per barrel. India had to defer plans to sell a 5 percent stake in state-run oil company ONGC last year as investors wanted a clarity on subsidy pay-ments, which had previ-ously been set by gov-ernment decree, creating uncertainty around its earnings outlook. Market experts said that if talks between the two minis-tries lead to the tempo-rary subsidy arrangement being prolonged, that would make the ONGC stake sale a more bank-able proposition.

The National Green Tri-bunal (NGT) has reject-ed the review application of farmers from Mahuva in Bhavnagar against the Nirma Ltd’s cement plant. The farmers through Shree Mahuva Bandhara Khetiwadi Pariyavaran Bachav Samittee had ap-proached the Green Tri-bunal seeking review of an order passed in January where NGT had set aside the order of the ministry of environment and for-ests (MoEF) revoking the environment clearance to Nirma’s cement plant. Nirma has proposed to construct 1.91 MTPA (million tonne per an-num) cement plant. The farmers from villages in Mahuva had opposed the cement plant on the

grounds that it was be-ing constructed on Sam-diyala Bandhara a water body and could cause irreparable environmen-tal damage. Nirma had argued that the land in question was wasteland as per government reve-nue records and the plant did not pose and threat to the environment. After a three-year-long legal bat-tle in Gujarat High Court and Supreme Court, the MoEF in December 2011 had revoked the EC to the Nirma plant. This order

of MoEF was challenged in the NGT. In January this year NGT ruled that Samdiyala Bandhara was not a wetland. It also re-jected MoEF’s primary ground for revoking the EC that the company had concealed information with regard to character of land on which the plant was to come up.

Congress asks President not to give nod to Gujarat anti-terror law

Congress on Saturday made a strong plea to Pres-ident Pranab Mukherjee not to give his nod to a controversial anti-terror law passed by Gujarat As-sembly, a measure which has failed to get Presiden-tial assent thrice. A delega-tion of party leaders from the state, including Ahmed Patel, political secretary to Congress President, Guja-rat PCC Chief Bharatsinh Solanki and state Oppo-sition leader Shankersinh Vaghela as also all party MLAs, met the President to plead against the bill. The Gujarat Control of Terror-ism and Organised Crime Bill, 2015 which was passed by the Assembly, has been approved by the Governor and it has been sent to the Centre for fur-ther approval from union Home Ministry and the President of India. The del-egation submitted a mem-orandum to the President on the contentious mea-sure with party spokesman Shaktisinh Gohil alleging that the BJP was playing politics through the mea-sure. An assent to the mea-sure was fraught with dan-gerous consequences for

the opposition in Gujarat, the President was told. The bill was first introduced as the Gujarat Control of Or-ganised Crime Bill (GU-JCOC) in 2003 by then Chief Minister Narendra Modi. The rechristened legislation retaining pro-visions like empowering police to tap telephonic conversations and submit them in court as evidence was passed by the state As-sembly on March 31. The Bill makes confessions made before the police admissible in court and empowers law enforcing authorities to intercept and record phone calls as evi-dence. It also provides for extension of the period of

investigation from stipu-lated 90 days to 180 days. Further, it makes offences under the Gujarat Control of Terrorism and Organ-ised Crime Act, 2015, a non-bailable offence. The original GUJCOC bill, which was on the lines of the stringent Maharash-tra Control of Organised Crime Act (MCOCA), was rejected in 2004 and 2008 by the then President A.P.J. Tribal belt of Gujarat has got its first universi-ty. Chief Minister Anan-diben Patel inaugurated Govind Guru University in Godhra which is head-quarters of tribal Panch-mahal district. The new university will have courses of engineering, medical, agricultural sci-ence in tribal area. Chief Minister said the govern-

ment intends to coordi-nate with the best univer-sities of world including Havard University to pro-vide education in this uni-versity. She said the gov-ernment had in its budget this year announced its plan to start two univer-sities.
