With a crucial assembly election ahead in Bihar, the BJP has been quick to distance itself from RSS chief Mohan Bhagwat’s criticism of the country’s affirmative action policy. In an interview to the Organiser, a publication identified with the Sangh Parivar, Bhagwat said that the reservation policy has been “politicised” and “a committee of people genuinely concerned for the interest of the whole nation and committed for social equality, including some representatives from the society… should de-cide which categories require reservation and for how long”. He also called for “non-political com-mittee-like autonomous commissions” to be “the implementation authority” of the reservation for socially backward classes. The RSS has since is-sued a clarification that its sarsanghchalak was not commenting on the current state of the reservation policy. So, what was Bhagwat talking about? Were his remarks meant to be a trial balloon to test if the climate is conducive for a debate on quotas in the country? That Bhagwat chose to make his com-ments against the background of the Patel agita-tion in Gujarat demanding a rehaul of the policy is significant. Moreover, it cannot escape anybody’s attention that BJP ministers at the Centre had re-cently exchanged notes with the RSS leadership on various issues. A senior RSS/ BJP functionary, Ram Madhav, explained in these pages that the in-teraction was the coming together of “the ideologi-cal family”. Hence, the BJP, which has said “it does not support any reconsideration of the existing con-stitutional provision of reservation”, should clarify if it agrees with Bhagwat’s views that a “non-po-litical committee” should decide who qualifies for affirmative action and for how long, and be the im-plementing authority of the programme. The BJP may also explain to the RSS that social justice, the objective of affirmative action, has always been de-bated on the terrain of politics, and policymaking is the prerogative of elected representatives. India’s reservation policy was the outcome of extended de-bate in the Constituent Assembly. Parliament and the courts have supervised the working of the Con-stitution to ensure its provisions are implemented in their true spirit. No “autonomous” or “non-po-litical” committee can encroach on their domain, or that of the commissions tasked with the specific responsibility of identifying the communities qual-ifying as Scheduled Castes, Tribes or Other Back-ward Classes.

The ongoing investiga-tion into Rs 5,395 crore Surat hawala racket has revealed how over Rs 700 crore was transferred through hawala route us-ing fake bill entries by fake companies to Dubai and further to Hong Kong. In the chargesheet recently filed in special PMLA court, the enforce-ment directorate (ED) has for the first time re-vealed transactions of money from Surat to Dubai in the garb of ex-porting and importing di-amonds. According to the chargesheet, Rs 736 crore was transferred by nine fake firms from a private bank in Surat to two bank accounts in UAE belong-ing to Mabrook Trading. The cash was then with-drawn and transferred to six entities in UAE. From these entities, the money

was later sent to benefi-ciaries in Hong Kong and other parts of the world. Earlier in June, ED had arrested Surat-based busi-nessman Manish Bhogilal Shah who is the propri-etor of Mabrook Trading. Shah in his statement to ED has claimed that the racket was being operated by Madanlal Jain along with his uncle Jayesh De-sai and hawala operators Rajesh Kothari, Manoj Garg and others in Dubai. Shah has revealed that two firms Mabrook Tar-ding and Al Saba Gener-al Trading were created by Desai and Jain. Later, Pakistani origin Sarfaraz Ahmed was also made the proprietor of Al Saba General Trading. Accord-ing to the chargesheet, Shah had stayed in Dubai from 2008 to 2013 and frequently visited Surat and later shifted to Surat.
