The most auda- cious assault by the insur- gents in the Afghan cap- ital since the start of their spring offensive claimed four Indians, including a woman. In Afghanistan, President Ashraf Ghani’s envoy, Ahmad Zia Mas- soud, told media that mil- itants attacked a guest house in an upmarket area on Wednesday night thinking Indian ambas- sador Amar Sinha was in the compound. Sinha was scheduled to visit Park guest house for a Hin- dustani classical concert by Ustaad Altaf Hussain. Shortly before the concert, armed gunmen stormed the place popular with foreigners. Rival political parties welcomed the Su- preme Court order. China says the border dispute is confined only to 2,000 km most- ly in Arunachal Pradesh whereas India asserts that the dispute covered the western side of the border spanning to about 4,000 km, especially the Aksai Chin area ceded to Chi- na by Pakistan. Talking about the atmospherics at the meeting, the third be- tween the two leaders in one year, Jaishankar said, “the atmosphere was very comfortable. Is Delhi Being Governed?It has been nearly three months since the Aam Admi Party (AAP) government came to power in Delhi. However the promised effective and honest gover-nance still seems to be a distant dream for the people of Delhi. After the initial announcement of a knee jerk reduction in power and water tariff, the new gov-ernment has since been embroiled with protracted in-ternal party strife and other affairs with governance being the biggest casualty. Internal democracy within the party and the institution of internal Lok Pal within AAP have been the biggest casualties in last couple of months. Unfortunately these were two important pillars on which the AAP had based its campaign and secured a thumping win in the Delhi elections. It is a pity that the party seems to have hitched a one way ride from the perceived high pedestal it once occu-pied and today is vying for a place in the unsavoury political gutter that has been the bane of our nation-al and state politics for last few decades. No wonder the Mohalla Sabhas that the AAP tries to organise in Delhi have very few takers these days. It’s once AAM leaders are today demanding to be labelled as ‘special’ – after all power corrupts as is well known. The AAP government in Delhi has a few very dubi-ous achievements to its credit in the last few months as far as governance is concerned. First it failed to look into the matter of funds for the three municipal corporations in Delhi, that unfortunately for AAP are BJP controlled. The Kejriwal government told them in no uncertain terms that it had no funds to allocate and if any corporation wanted funds, it should ap-proach the Finance Minister at the centre. The AAP government conveniently forgot that its regime in Delhi is actually limited to these three corporations since they represent Delhi that gave AAP a huge mandate. The approach of the AAP government can be termed as anti BJP, but in reality it was anti Delhi voter. Any Delhi government has to work with and through its three main municipal corporations if it wants to do anything for the people of Delhi. By washing its hands off the needs of the corporations, the AAP government has indirectly washed its hands off the people of Delhi. The next issue that has been the high light of the AAP government is its constant bickering and fighting with the central government over the issue of statehood for Delhi. Mr Kejriwal would like the Delhi voter to believe that there can be no development or governance in Delhi unless its status is changed and full state hood granted. He for-gets that Delhi has been governed by different state governments since partial statehood was granted in 1993. Also it is but natural that the central govern-ment will always have a stake in governance of Delhi since it also happens to be the national capital of the nation. The later actually is good for the state since it ensures that the centre will always be partial in allo-cation of resources for Delhi.

RBI to set up IT subsidiary to check cyber crime

Agency : MumbaiThe Reserve Bank of In-dia (RBI) will float an information technology subsidiary to beef up cy-ber security in the bank-ing system, RBI governor Raghuram Rajan said af-ter a meeting of the cen-tral bank’s board in Goa on Thursday. The gov-ernor told reporters that although India’s infor-mation technology (IT) system is robust, cyber criminals are evolving their technology rapidly. With the coming launch of a new set of payments banks that will be hugely IT dependent, a dedicat-ed IT subsidiary is need-ed to stay ahead of cyber criminals. “The kind of

hacking attacks that hap-pen in some of the devel-oped markets, they are not unique to those areas. We have to be prepared if such attacks happen here,” said Rajan. The RBI board also decid-ed to make some minor financial “legislative changes” to improve the financial sector. Rajan

gave the example of net-ting off in currency de-rivatives trade where the rules have not evolved as much as the markets for derivatives. The board also evaluated the RBI’s finances, including its capital adequacy, and found the central bank to be in sound financial health.

143 hostels served over 10,000 ST students in Gujarat under GoI scheme

Agency : New DelhiThe government of India has allocated total Rs. 429.96 crore for setting up hostels for students belonging to Scheduled Tribes (ST) in last four years. Moreover, the gov-ernment has set up total 1481 hostels for ST stu-dents across the country since 2002-03, of which 143 hostels are in Gujarat and 81 in Jharkhand. The Minister of State for Trib-al Affairs Mr. Mansukh-bhai Vasava provided the information in the Rajya Sabha on May 13, 2015 in reply to a question raised by MP Mr. Pari-mal Nathwani. The min-ister stated that a Cen-trally Sponsored Scheme of “Hostels for ST boys and girls” is being imple-mented by the Ministry

under which Grant-in-Aid is released to State Governments/UT Admin-istrations for construction of hostel buildings for ST boys and girls based on proposals sent by the States/UTs/Universities according to their require-ment of such hostels. Total Rs. 429.96 crore has been allotted for the purpose since 2012.13. The minis-ter also stated that out of

total 1481 hostels for ST students, 529 hostels are for boys and 952 hostels are for girls that provide facilities to total 1,01,545 students-32281 boys and 69264 girls – belonging to Scheduled Tribes. DGP stresses on cybercrime detection skills

The DGP addressed po-lice commissioners, SPs, Range IGPs and addition-al DGPs at the conference. “In this age of internet, we need to develop skills in how to deal with vari-ous types of cybercrimes.

We’ve cyber cells in al-most all cities and major districts, besides the cyber cell of the CID (crime). With more gadgets and expertise, we will very soon be able to tackle cy-ber criminals,” said Thak-ur. Senior police officials said other issues such as the crime situation in the state, strategies to tack-le organized crime and maintenance of public law and order were also dis-cussed at length.

Report reveals what glittered wasn’t gold, relief likely for former Army Major

Sunvilla News, AhmedabadIn what could be a re-lief for ex-Army major Saurabh Saharan, the Directorate of Reve-nue Intelligence (DRI), Ahmedabad, submitted a report before a Metropol-itan Court here revealing that the 52 gold bars that it had seized have been found to be made of cop-per and lead. The DRI told the court it should decide on the bail application of Saharan and a co-accused since the case has become a bailable offence. DRI had arrested Saharan, a resident of Gurgaon, and his friend Surender Singh Dagar, a resident of Del-hi, on April 26 from two different hotels located at Ashram road and had recovered 52 gold bars from their custody. Af-ter the arrest, Saharan moved an application seeking bail, before the court claiming that the gold bars were not real. Following the applica-tion, DRI sent a sample for testing to the Gand-hinagar-based Forensic Science Laboratory. DRI

submitted the report — that revealed the gold bars are made of copper and lead — before the court on Wednesday. It says that the bars have “yellowish coloured metal of thickness about 0.02 mm” which was found to be gold. “The value of the consignment is now below Rs 1 crore

and, therefore, the case in hand becomes a bailable offence under the Cus-toms Act. However, it is not the case that DRI has stopped the investiga-tion. We are investigat-ing as for what purpose the accused brought the consignment and from whom,” Sudhir Gupta, lawyer for DRI, told the court. The DRI investi-gation is yet to establish the purpose of bringing such a consignment from Dubai.
