The names of these five “Indian na- tionals” have been made public in Switzerland’s Federal Gazette with re- gard to details sought about them by the Indian authorities. Rajnath Singh concerned over law and order situation in Bengal Agency | New Delhi Union Home Minister Rajnath Singh today crit- icised the law and order situation in West Bengal saying it needed to im- prove and reports of crude bombs being made in the state was a matter of ‘seri- ous concern’. “The NIA is an autonomous body and is doing its job (investi- gating Burdwan blast). But as far as law and order situation is concerned in Bengal, we think it needs to improve. Lot of things need to be done regard- ing it. He was released from Lajpor jail today at 11.35 AM,” a jail official said. After being released from the jail, Sai left for Ahmedabad where his mother Lakshmiben will undergo a surgery for a cervical chord ailment, said the official. Sai will be escorted by 22 po- licemen, including two crime branch men, a sub-inspector of Surat po- lice along with 18 jawans of State Reserve Police Force (SRPF) during the bail period, he said. The Gujarat High Court had yesterday granted condi- tional temporary bail to Sai, who will remain under police surveillance during his bail period. The HC also ordered Sai to surren- der in four days from the date of his release, if his mother’s surgery does not take place till then. HC grants permission to Salman Khan to travel abroad Agency | New Delhi The Bombay High court, on Tuesday, gave per- mission to actor Salman Khan to travel to Dubai for an event on May 29. Khan was convicted for culpable homicide not amounting to murder for the death of one person sleeping on the steps of a shop when his car rammed into a Bandra laundry in September 2002. Salman Khan’s plea for permis- sion to travel abroad to Dubai was heard on Tues- day by a single judge va- cation bench of the Bom- bay High Court. It was listed at serial number 13 before vacation judge Justice Shalini Phan- salkar Joshi who heard his lawyer and passed the order. Two days after his conviction, on May 8, the Bombay HC had admit- ted Khan’s appeal against the conviction, suspended the sentence, and grant- ed him bail. The elusive ModiModi at one is an elusive idea. The government re-mains a work in progress. It is delicately poised in ways that could lead either to a virtuous cycle of transformation or to the familiar traps. Prime Minis-ter Narendra Modi provokes unprecedented passion. Both his supporters and his critics fail to keep a steady grip on his vices and virtues. He is hard to grasp be-cause he is the product of a peculiarly contradictory moment in Indian democracy. He is a centraliser who looms large. A sense of his self is infused in every speech. Some yearned for exactly this kind of leader. But his sense of self-legitimation also draws power from democracy: an architect of his own fortune, who represents, in his own way, a deepening vernaculari-sation of democracy. He is seeking legitimacy in the eyes of the people: the compulsive desire to project an image is in service of this goal. But it also means that he will don different costumes, languages and even headgear when necessary. The script will evolve as he reads the people. Leaders lead in different ways. Some, like Nehru, lead people with a self-conscious sense of their own distance from them; their art is not to let that distance detract from their popularity. Oth-ers, like Vajpayee, evoke affection, but not much pas-sion. Modi is, in a strange way, a leader who seems to wants to fold in all the qualities of those he claims to represent. This is, by its very nature, a quixotic enterprise, full of tensions. It is often asked: Who is the real Modi? The one articulating lofty and gen-erous aspirations or the one whose government can have streaks of paranoia and petulance?. The uncom-fortable answer is, both. What critics and supporters divide up is actually conjoined at the hip. This mix will never entirely reassure, but it will also hold out tantalising possibilities.The deep tensions of Indian democracy are working themselves out in this gov-ernment. One contradiction is between a discourse of virtue and a discourse of institutions. Modi was elect-ed at a moment of two separate yearnings: the need for a decisive leader to infuse energy in government on the one hand, and to build institutions on the oth-er. Modi has staked his claims on projecting the first, while entirely short shrifting the second. There was a productive Parliament session, some devolution is on the cards. But institutions that supposedly protect individuals: justice systems, police, bureaucracy, the CBI, the CVC, the RTI are in disrepair. Many of their pathologies were not the creation of this government. But there is an anxiety that this government could match existing pathologies with a new efficiency, to produce even more detrimental outcomes. Indian pol-itics is oddly consensual, and yet it demands moments of deep transformation. The economic paradigms of the UPA and NDA are not behaviourally different. Arguably, even their finance ministers are cut from the same cloth. The uneven differences stem from fis-cal circumstances, and differences in execution.

Parts of Madhya Pradesh, Uttar Pradesh, Rajasthan, Maharashtra, Jharkhand, West Uttar Pradesh, Bihar and Chhattisgarh were clas-sified as suffering from a heat wave. At temperatures above 40°C, a “heat wave” refers to a departure of be-tween 4°C-5°C from the normal temperature while a “severe heat wave” refers to a departure of more than 6°C. At these temperatures, chances of a heatstroke, a possibly fatal illness which results from the overheat-

ing of the body, are high for people outdoors. Andhra Pradesh, the state most af-fected by this heatwave, has seen 42 deaths from heatstroke alone. Following the death of two taxi drivers in Kolkata, also from heat-stroke, taxi unions have decided to shut down cab serviced between 11 am to

4 pm. This the most severe heat wave in India since 2010, when an estimated 250 people died from heat related causes. The 2010 heat wave was part of a global summer heat wave which was one of the most severe heat waves since temperatures started being recorded.
