Agency :Hyderabad, Apr 2 Nine fresh cases of swine flu have been reported in Telangana, where 77 people have succumbed to the H1NI virus since the beginning of the year. "Since January one, 7,374 samples were tested of which 2,275 were found to be positive. The number of deaths because of swine flu and related complications is 77," a state government release said. Nine out of the 38 samples sent for analysis yesterday were found positive for the virus. "Studies show that burden of this disease (TB) is up to 70 times greater in prisons than in communities," said SDM Dharamshala Balbir Thakur Thursday during the workshop organised by TB Department of state Health services with prison inmates at Dharamshala Jail. The Sub-Divisional Magistrate said that the demographics of the prison population (low socio-economic status, large number of migrants, homeless, drug use), in addition to the situational and environmental vulnerabilities of the prison (as overcrowding, poor ventilation) increases the risk of contacting TB among prisoners. Rajan 'perfect'; RBI, government think on similar lines: PM Modi Agency : Mumbai Amid a widespread perception about differences between RBI and the government, Prime Minister Narendra Modi on Thursday praised Governor Raghuram Rajan for being "perfect" in explaining to him complex economic issues and said there was similarity in thinking on both the sides. Stating that Rajan would explain implications of RBI's policies in "just three- four slides", Modi also said that he must have been a very good 'teacher' in the past. Rajan, who has been Professor of Finance at University of Chicago and joined RBI as its Governor in September 2013, said on his part that there has always been a "constructive dialogue" between RBI and the government. There have been talks from time to time about differences between the central bank and the government on a range of issues including on inflation and interest rates. While the government and RBI have always maintained that there were 'no differences' between them, some proposals in this year's Budget indicated shifting certain functions out of the central bank's ambit including on the public debt management. Speaking at a function to mark 80 years of the Reserve Bank of India (RBI), Modi expressed satisfaction over the role played by the central bank under Rajan. Farmer in Amreli develops variety of wheat that gives double production Sunvilla News, Amreli A progressive farmer from Paniya village of Amreli district in Gujarat has developed a new variety of wheat which gives double production compared to existing popular Lok Van variety. According to farmer Jayantibhai Desai, three years ago he observed in his farm that certain plants were having greater development in terms of size and produce. He separated those plants from others and sow 2.5 kg seeds from which he could obtain 9600 kg wheat. According to Desai, one wheat after plantation offered 2,000 number of wheat. Jayantibhai sent this seed to Junagadh based Agriculture University and got his seed recognized. Jayantibhai Patel has named this variety of seed as JP 101. Jayantibhai said that while commonly the size of ‘dundi’ of wheat plant is 4.5 inch long containing 40-45 wheat, the new variety has the size of 8-9 inch containing 80-120 wheat. Each plant has such 21 ‘dundi’. Compared to Bansi or Lok Van, the new variety needs half the number of seeds while production is doubled. Agency : New Delhi A Bihar court on Thursday ordered police to file an FIR against Union Minister Giriraj Singh for his controversial remarks on Sonia Gandhi who ignored the racist comment saying she won't respond to people with "narrow mindset". The Congress also took to streets stepping up its demand for sacking of Singh staging protests in Delhi and also in Bengaluru where BJP leaders have gathered for its National Executive meet. The BJP on its part sought to bring closure to the raging controversy, saying it considers the matter closed as the minister has expressed his regret. As the outrage against Singh continued after he kicked up a row with his remarks asking whether Congress would have accepted Sonia's leadership had she not been white-skinned, Singh came under attack even from BJP ally and Union Minister Upendra Kushwaha. "It does not behove a union minister to speak in such a language...it's objectionable remark," Kushwaha, President Rashtriya Lok Samata Party (RLSP), an ally of BJP, told reporters in Patna. When newsmen sought her reaction, Sonia said she would not like to respond to people with "narrow mindset". "I feel it is not worth responding to persons having such a narrow mindset," Gandhi told reporters in Neemuch in Madhya Pradesh where she had gone to survey the damaged crops and meet farmers. In Bihar, Sanjay Kumar Singh, a Congress worker, filed a complaint against Singh for his remarks against Sonia in the court of Muzaffarpur Chief Judicial Magistrate Ved Prakash Singh, who transferred the case to the court of Sub-Divisional Judicial Magistrate Anju Singh. The SDJM directed Mithanpura police station to register a case against the minister on the basis of the complaint, lawyer of the petitioner Sumit Kumar said. The SDJM gave the order to Mithanpura police station under Section 166 of IPC (public servant disobeying law with intent to cause injury to any person). The complainant, a resident of Miscote colony of Muzaffarpur, said in the petition that after reading a news report about the racist remark on Sonia he was pained. The Youth Congress staged a protest outside a residential complex in Delhi where Singh lives while another demonstration was staged by the Delhi Mahila Congress outside BJP's headquarters at 11, Ashoka Road. Condemning the remarks of Singh on Sonia, senior Congress leader Digvijay Singh said the Congress demands not only a public apology from the Minister but also seeks his dismissal from the Cabinet. Air India pilots’ body writes to DGCA about ‘stressed’ junior pilots in cockpit Agency : Mumbai An Air India pilots’ body has urged DGCA to look into the issue of deployment of a section of its “stressed” junior pilots in the cockpit, days after the Germanwings pane crash. Stating that some 30-odd co-pilots were being “forced to work overtime” without any remuneration, the Indian Commercial Pilots Association (ICPA), in a letter to the aviation regulator Thursday alleged that “putting these highly-stressed and financially over-burdened co- pilots in the same cockpit… is a perfect recipe for disaster.” ICPA represents the narrow-body Airbus A320 pilots in the airline. This is the second time in the last 10 days that ICPA has red- flagged safety concerns inAir India to the Directorate General of Civil Aviation (DGCA). Earlier, it had asked DGCAto ground the airline’s 26-year -old A-320 fleet citing safety concerns. The fresh communication to the regulator comes following the action of Andreas Lubitz, co- pilotoftheGermanwingsflight who last week crashed the Airbus A320 plane into the French Alps killing himself and 149 others. Reports thereafter have said that 27- year-old Lubitz was suffering from depression but had hidden this from his airline, which is a subsidiary of Lufthansa. The incident has triggered a debate over pilots’ mental health in India as well. ICPA said that these junior pilots were inducted into Air India from Indira Gandhi Rashtriya Uran Academy on the terms of permanent employment, but the management later decided to unilaterally change the terms of employment to one-off contract. More Than 70 Dead in Al-Shabab Attack in Kenya Agency : NAIROBI Kenyan Interior Minister Joseph Nkaissery says that more than 70 people have been killed in an attack by Somali-based Islamic extremists on a college in northeast Kenya. Nkaissery said that 79 people were wounded in the attack Thursday and four suspected attackers have been killed. The minister ordered a dusk to dawn curfew in Garissa and in the nearby counties of Wajir, Tana River and Mandera. Al-Shabab claimed responsibility for the attack. The death toll now surpasses the 67 who were killed in al- Shabab’s attack on the Westgate Mall in Nairobi in September 2013. Al- Shabab gunmen attacked the college in northeast Kenya early Thursday, targeting Christians, witnesses said. Collins Wetangula, the vice chairman of the student union, said he was preparing to take a shower when he heard gunshots coming from Tana dorm, which hosts both men and women, 150 meters (yards) away. The campus has six dorms and at least 887 students, he said. Delhi to Get Full Wifi Coverage in 2 Years, Says Government Agency : NEW DELHI Delhi will get full wifi coverage in two years and around 700 wifi hotspots will be set up by February 2016, state government's Parliamentary Secretary to Minister of IT, Adarsh Shastri said Thursday. "We will get budgetary allocation in June and issue tender for wifi by July. First phase comprising 600-700 wifi hotspots will be rolled by February 2016. Wifi coverage in entire Delhi shall be done in 2 years," Mr Shastri said while speaking at an event organised by a news portal. The rulingAamAadmi Party had promised free wifi service in Delhi during its election campaigning. Speaking at the event, industry players, however, questioned the business model adopted by the Delhi government for the sustainability of wifi operations in the state. Mr Shastri said that the Delhi government has various programmes that need Internet connectivity, for which the state government will pay. Besides, there are a number of sites of Delhi government where telecom companies can install their equipment and in lieu provide free access to public. "If these sites are given out for advertisements, it will fetch government revenue of Rs. 20 crore per month.At any given point you can have 4 million smartphones connected to wifi. This can bring huge revenue model for companies. I have nowhere seen such big scale as in Delhi," Shastri said. He added that by bringing various services online and giving people opportunity to access them will reduce efficiency as well as curb corruption. "In terms of revenue, sky is the limit. Give them free wifi till the time it (browsing by public) is limited to basic services such as e-mail, government websites. If he wants to watch movie, download movie, make him pay," Mr Shastri said.

DAYDelhi is dangerously polluted?Most of us Indians think we are top dogs and cool cats.But we are instead like an experimental frog in water, ongradual boil to death. According to a 19th centuryexperiment, when a frog is put in boiling water, it quicklyjumps out to save its life. But when it is put in cold waterthat is heated gradually, it boils to death. The toxic airaround us is unbreathable; the polluted underground wateris undrinkable; potable water is disappearing fast; fooditems are laced with fertilizers; chicken and other birdmeat has high levels of antibiotics; vegetables have E-coli and other bacteria; milk has synthetic material andoxytocin; and the noise around us is of such high-decibelthat it is freaking us out, frying our brain. The environmentaround us is closing in on us like slow-boiling water. Butwe are not even thinking of jumping out of the cauldron.Like the frog, most of us are not aware of the danger.And those who know, simply do not care. In our blindapathy and ignorance, we are not just on slow poison;we are also concocting deadlier and higher doses of toxinsfor the future generations, including the children, on whose‘better’ future we, ironically, spend so much time, moneyand effort. It is all going horribly wrong. For the past twodays, the Indian Express has been writing about thealarming level of pollutants in the Delhi air, telling us aboutthe impending death by breath. It says Delhi is the world’smost-polluted city, the respirable particulate matter in theair is 17 times the permissible level and the number ofpatients with asthma, wheezing and other chronic ailmentshas increased three-fold in seven years. Medical expertsthe newspaper spoke to have just one advice for peoplewith chronic respiratory ailments: just leave Delhi. Anotherreport in the Times of India reveals around 40 percent ofsamples of chicken in Delhi and NCR had high levels ofantibiotic content; their consumption is making peopleresistant to drugs. India consumes around 2100 tonne ofchicken every year and its consumption is expected totouch 4000 tonne in 2030, the highest in the world.Monitoring of water in most Indian rivers has shown highlevels of pollution. A report in 2008, found the bio oxygendemand (BOD) in Yamuna canal (247), river Yamuna atthe Delhi (70) and river Betwa (58). A water sample witha 5 day BOD greater than 20 mg O/L indicatesecologically-unsafe polluted water. Even the Ganga hasturned into a gutter. A few years ago, SankatmochanFoundation, a Varanasi-based NGO, assessed the qualityof water around the popular ghats. Some of the sampleshad a fecal coliform count of 62,000 to 2.7 million per100 ml. And a biochemical oxygen demand of 20-50mgper litre. The permissible level of fecal count for bathingis just 500 per ml. And the oxygen demand (higher thepollution greater is the amount of oxygen required to cleanit) should be less than 3 mg per litre. In 1951, the use offertilizers in agriculture was less than a metric tonne. It isnow well over 25 metric tonne. For years environmentalistsand experts have been warning against the high levels ofchemicals like nitrogen in food and underground water.Nitrogen fertilizer use and production account for six percent of our total greenhouse emissions.

was awaited by the CAG.The issue pertains to twopieces of forest landmeasuring 1,840 hectareand 168.42 hectare inMundra and Dhrub villagesof Kutch district,respectively. As per details,the Union Ministry ofEnvironment and Forests(MoEF) had, based on aJuly 1999 proposal from theForests and EnvironmentDepartment of Governmentof Gujarat (GoG), grantedin-principle approval fordiversion of the two piecesof land to Adani Chemicals

Limited (ACL) for settingup a solar salt project andsalt washery in May 2004.The ACL, however, CAGreports, “…sought(September 2007) thepermission of the MoEFthrough the GoG for usingthe forest land to develop aterminal and solid bulk cargohandling facilities at Mundraport in the name ofMPSEZL on the plea ofchanging businessenvironment andopportunities.” While thedecision of MoEF in thisregard was awaited, onMarch 28, 2008, theSupreme Court in itsjudgment classified forestsof India into six ecologicalclasses and fixed rates of thenet present value (NPV) tobe recovered from any useragency for diversion offorest land for non-forestpurposes.

The 2010 censushas revealed a count of 411.According to officials thebiggest challenge will be tohave the exact count outsidethe sanctuary as the spreadwas in too vast areaespecially outside thesanctuary.

The officials saidthat according to officialswithin the sanctuary thereare beats which will be usedfor the counting but outsidethe sanctuary there arearound 623 clusters wherethe lions presence have been

people applying to be partof the census volunteers somuch that the officials haveformed a special scrutinycommittee to select thevolunteers for the count," hesaid. He said that 2015

census was in one of largestarea where the census isconducted by the forestdepartment. The officialssaid that this would be thefirst census where the countwill be taken up in eightdistrict including Junagadh,Porbandar, Amreli, Gir-Somnath, Bhavnagar,Botad, Rajkot andJamnagar. The officials saidthat the 2010 census hadrevealed that there were lessthan 100 lions outside thesanctuary but this timeaccording to experts thenumber has almost doubled.The officials said that theofficials have even asked thevillage sarpanch and theirvolunteers in the villages tokeep a close eye on themovement of the lions. If thelion did not exist in theirvillage and if suddenly theyspot the big cat, they shouldinform the officialsimmediately.

New Ankleshwar airportmay bag 10% of air cargo

We are targeting10% of the air cargo of thecountry from Ankleshwarairport." Mumbai-basedDarashaw and Co Pvt Ltdis handling the AnkleshwarMRO and greenfield airportproject, which is beingdeveloped in public-privatepartnership (PPP) mode.The proposed facility at

Ankleshwar shall compriseof MRO hangars, which willinitially accommodate twolarge frame aircraft, threesmall frame aircraft andadditional facilities forhelicopter maintenance. Thiswill be supported byworkshops, tools andstorage areas. Skilledmanpower will beoutsourced according torequirements. TheAnkleshwar MRO willserve Vadodara, Surat,Mumbai, Ahmedabad andIndore airports.

HC issues contempt notice overNandasan temple not being razed

pull down a temple atNandasan town, which wasbeing constructed illegallyon grazing land. A bench ofJustice Akil Kureshi andJustice J B Pardiwala askedthe officials to explain theiract of ignoring the courtorder from August last year.This happened after theoriginal petitioner, VishnuRaval, brought it to thecourt's notice that neitherthe authorities nor thoseinvolved in the constructionhad moved the SupremeCourt, but the districtpanchayat president citedan appeal in the apex courtand ordered a stay on thedemolition ordered by theHC. Raval's lawyer, RajeshShah, demanded actionagainst those responsiblefor not implementing thecourt's order on the basisof an alleged blatant lie in

the name of pendency in theSC. The HC sought a replyto this by April 24. InNandasan village of Kadiblock, a temple was comingup on a 2,280-squaremetre plot of grazing landsince 2009. The HCintervened in response to aPIL by Raval, whocomplained against theillegal construction andagainst the authoritiesturning a blind eye to itdespite various complaintsbeing made in this regard.The HC ordered the villagepanchayat to remove thetemple from the gaucharland and showed graveconcern.

Court lifts stay on Lakhota lakebeautification in Jamnagar

Sunvilla News, AhmedabadGujarat high court onWednesday gave the greensignal to the beautificationproject for Jamnagar'sfamous Lakhota Lake bydismissing two public interestlitigations which tookexception to the civic body'sproject on the grounds thatgreen laws were ignored. Abench headed by ActingChief Justice V M Sahaidismissed the PILs and liftedthe stay granted in Augustlast year. The stay wasgranted after IndianNational Trust for Art andCultural Heritage(INTACH) and LakhotaNature Club raisedobjections to the proposeddevelopment project, whichis on the lines ofAhmedabad's Kankarialake. It was argued that theconstruction and creation ofamusement park around the

lack would disturb thetranquility and create animbalance in theenvironment. The petitionsclaimed that birds likeflamingoes, pelicans, seagulls, storks throng the lake,which has become the partof the city's identity fortourists and bird lovers. Theproposed project would notonly disturb the environment,but the plan to put up gateswould snatch away the placefrom locals. This is becauseof the proposal to introducea fee for visitors. Whilegranting the stay, a bench of
