Dattu to Prime Minister Narendra Modi categorically refusing to par- ticipate in the National Ju- dicial Appointments Com- mission has stalled any im- mediate chances of consti- tuting the new judicial ap- pointments body. "In re- sponse to the call from your office to attend the meeting to select two eminent per- sons, I have to say that it is neither appropriate nor de- sirable to attend the meet- ing or be part of the NHAC till the Supreme Court de- cides its validity," CJI Dattu wrote in his letter to the PM on April 25. On Monday, Attorney General Mukul Rohatgi informed a Consti- tution Bench led by Justice J.S. Khehar of refusal of the Chief Justice, who is also the chairperson of NJAC. Without the crucial presence of the Chief Justice, the high-power committee also comprising the Prime Min- ister and the Leader of the single largest party in the Lok Sabha will be handi- capped in selecting the two 'eminent persons' as mem- bers of the six-member NJAC. Only after the nomimation of the two emi- nent persons can the NJAC be constituted. The CJI's refusal brings to an abrupt halt the government's plans to con- stitute the NJAC before May 11 as promised by it to the Constitution Bench. The NJAC was supposed to act as an interim mecha- nism for considering the confirmation of existing additional high court judges whose tenures would end during the pen- dency of the Constitution Bench's hearing on NJAC law's constitutionality. The CJI's letter topples this assurance given to the bench. Faced with the CJI's letter, the Constitu- tion Bench went into a 15- minute recess to deliberate the future course on imme- diate judicial vacancies if additional judges' tenure ends. Yet to decide whether to pursue defamation case: Arvind Kejriwal to Delhi High Court Agency : New Delhi Delhi Chief Minister Arvind Kejriwal on Monday told the Delhi High Court that he has not yet decided whether he will pursue his case against a trial court decision sending him to jail in a defa- mation case filed by Union Minister Nitin Gadkari. A bench of Justices Sanjiv Khanna and Ashutosh Kumar was informed by the counsel for Aam Aadmi Party's (AAP) convenor Kejriwal that advocate Prashant Bhushan is not rep- resenting him any more so he needs more time to de- cide on the issue. "Whether we will pursue the matter or not, has not been decided yet," Kejriwal's counsel said, adding that some other senior counsel will be en- gaged then only the Chief Minister will be able to in- form the court. Kejriwal's counsel, meanwhile, re- quested the court to ad- journ the matter. The court has now fixed the matter for further consideration on May 26. On April 17, the Supreme court had stayed Kejriwal's prosecution in two criminal defamation cases, including the one filed by Gadkari, and also sought a reply from the Centre on the CM's plea challenging constitutional validity of the penal provisions. The sub- mission by Kejriwal's coun- sel came in the backdrop of the court's February 23 query whether Kejriwal is still interested in pursuing his case. "Are you still inter- ested in pursuing the case? We think, now there is noth- ing left in it," the bench had said after the counsel for Kejriwal sought adjourn- ment in the matter. The bench had further said the petition was "infructuous" while noting that Kejriwal has already furnished his bail bond in the case. Probe against Chhagan Bhujbal, kin over money laundering still on Agency : Mumbai Maharashtra Anti-Corrup- tion Bureau (ACB) today in- formed the Bombay High Court that its open inquiry against former state PWD minister Chhagan Bhujbal and his family for alleged money laundering was still on. Advocate Ashutosh Kumbakoni, appearing for ACB, today told a division bench, headed by Chief Jus- tice Mohit Shah, that the open inquiry against Bhujbal, his son Pankaj and nephew Sameer was still on. ACB had in February this year submitted its first report to the high court. The agency today told the court that it would submit a second report be- fore the court on April 29. ACB and Enforcement Di- rectorate (ED) had initiated an inquiry against Bhujbal following a petition filed by Aam Aadmi Party (AAP) alleging that as PWD minis- ter, Bhujbal had favoured a contractor by the name of Chamankar Enterprises to rebuild Maharashtra Sadan in Mumbai and Delhi at a cost of Rs 100 crore. Agency : Kathmandu Shelter, fuel, food, medicine, power, news, workers — Nepal’s earthquake-hit capital was short on every- thing Monday as its people searched for lost loved ones, sorted through rubble for their belongings and struggled to provide for their families’ needs. In much of the countryside, it was worse, though how much worse was only beginning to become apparent. The death toll soared past 4,000, even without a full accounting from vulnerable mountain villages that rescue workers were still struggling to reach two days after the disaster. Udav Prashad Timalsina, the top official for the Gorkha district, where Saturday’s magnitude 7.8 quake was centred, said he was in desperate need of help. “There are people who are not getting food and shelter. I’ve had reports of villages where 70 per cent of the houses have been destroyed,” he said. Aid group World Vision said its staff members were able to reach Gorkha, but gather- ing information from the vil- lages remained a challenge. Even when roads are clear, the group said, some remote areas can be three days’ walk from Gorkha’s main disaster centre. Aid is slow to reach those hardest hit areas. Matt Darvas with World Vision said, “It does not seem aid is reaching here very quickly.” Remote northern villages with few concrete buildings were hardest hit. Darvas said, “further north from here the reports are very disturbing,” and three-quarters of the buildings in Singla, a larger village near the epicentre, are believed destroyed. Some roads and trails have been blocked by land- slides, the group said in an email to The Associated Press. “In those villages that have been reached, the immediate needs are great including the need for search and rescue, food items, blankets and tarps, and medical treatment.” Timalsina said 223 people had been confirmed dead in Gorkha district but he presumed “the number would go up because there are thousands who are in- jured.” He said his district had not received enough help from the central gov- ernment, but Jagdish Pokhrel, the clearly ex- hausted army spokesman, said nearly the entire 100,000-soldier army was involved in rescue opera- tions. “We have 90 per cent of the army out there working on search and res- cue,” he said. “We are fo- cusing our efforts on that, on saving lives.” Saturday’s magnitude 7.8 earthquake spread horror from Kathmandu to small villages and to the slopes of Mount Everest, triggering an ava- lanche that buried part of the base camp packed with foreign climbers preparing to make their summit at- tempts. 250 people from Gujarat return home from quake-hit Nepal Sunvilla News, Ahmedabad As many as 250 people from Gujarat, out of the nearly 550 state residents stranded in quake-hit Nepal, have returned home safely, a senior offi- cial said today. "Nearly 250 people from Gujarat have so far returned to the state from quake-hit Nepal. Around 35 people arrived at the Ahmedabad airport from Delhi this af- ternoon through a special flight. Apart from them, many others have returned safely during the last 24 hours through flights and buses," Gujarat Relief Commissioner D N Pandey said. The Gujarat government is coordinating with the Centre and airport authorities to facilitate re- turn of people from the state stuck in Nepal and has made arrangements for their stay in the national capital. "We are in contact with the Centre for the safe evacuation of all Gujaratis from Nepal. Efforts are on to bring back the remain- ing people using special flights and buses," said Pandey. Upon arrival here today, the passengers shared their experience with media about Nepal during earthquake. "We went to Nepal through a tour operator. As soon as we came out of Lord Pashupatinath temple, the earthquake struck. We saw many buildings col- lapse in front of our eyes. Though the main dome of temple was also swaying, it survived the quake. We somehow managed to es- cape and reach safely here," said Hansaben Patel, who was among the 35-odd passengers arriv- ing here today.

Editors' Picks QUOTEOF THE

DAYWorld's First Malaria VaccineCould be Available Soon

The final trials of a malaria vaccine candidate were foundto partially protect children against the disease up to fouryears after vaccination. According to scientists, it may beavailable by as early as October this year. The resultssuggest that the vaccine candidate RTS,S/AS01 couldprevent a substantial number of cases of clinical malaria, especially in areas of high transmission. In the trial, al-most 15,500 children in seven African countries weregiven three initial vaccine doses over three months. Onesubject group was aged five to 17 months and the othergroup was aged six to 12 weeks. Some received abooster shot 18 months later - the effects of which werereported for the first time last Friday. The extra dose, itturned out, "restores some of the immunity lost after thefirst series of injections", according to study co-authorBrian Greenwood of the London School of Hygiene andTropical Medicine. "The European Medicines Agency(EMA) will assess the quality, safety, and efficacy of thevaccine based on these final data," said correspondingauthor Brian Greenwood, professor at the London Schoolof Hygiene & Tropical Medicine in Britain. "If the EMAgives a favourable opinion, WHO (World Health Orga-nization) could recommend the use of RTS,S/AS01 asearly as October this year. If licensed, RTS,S/AS01would be the first licensed human vaccine against a para-sitic disease," Greenwood added. The findings revealedthat vaccine efficacy against clinical and severe malariawas better in children than in young infants, but wanedover time in both groups. However, protection was pro-longed by a booster dose, increasing the average num-ber of cases prevented in both children and young in-fants. "Despite the falling efficacy over time, there is still aclear benefit from RTS,S/AS01. An average 1,363 casesof clinical malaria were prevented over four years of fol-low-up for every 1,000 children vaccinated, and 1,774cases in those who also received a booster shot. Overthree years of follow-up, an average 558 cases wereaverted for every 1,000 infants vaccinated, and 983 casesin those also given a booster dose," Greenwood said."Given that there were an estimated 198 million malariacases in 2013, this level of efficacy potentially translatesinto millions of cases of malaria in children being prevented,"suggests Greenwood. The RTS,S/AS01 vaccine was de-veloped for use in sub-Saharan Africa where malaria stillkills around 1300 children every day. The phase-3randomised trial enrolled 15,459 young infants (aged sixto 12 weeks at first vaccination) and children (five to 17months at first vaccination) from 11 sites across seven sub-Saharan African countries (Burkina Faso, Gabon, Ghana,Kenya, Malawi, Mozambique and United Republic of Tan-zania) with varying levels of malaria transmission. In 2014,initial phase-3 results at 18 months showed vaccine effi-cacy of about 46 percent against clinical malaria in chil-dren and around 27 percent among young infants. There iscurrently no licensed vaccine against malaria anywhere inthe world. These findings were published in the journalThe Lancet.

Nach Baliye 7: A bit of Bigg Boss, someSplitsvilla and Chetan Bhagat is Judge Dread

Agency : MumbaiIf I was allowed to get awaywith writing a one-line re-view of Nach Baliye 7, itwould be – “Chetan Bhagatis now one of the three ce-lebrity judges of NachBaliye 7”. But since I havehad to suffer through overtwo hours of watching thefirst episode of the new sea-son, there's no way that ei-ther I or you, dear reader, can get away that easily. This is the seventh season ofNach Baliye, the showwhere “star” couples comeand shake a leg. As usual, Iam using the word “star”very loosely. Every season,

I marvel at the increasinglyobscure couples that theshow's producers seem tofish out of the nether depthsof Bollywood and TV-dom.This year, there’s a line-up

of couples out of whom Irecognised the following:- Payal Rohatgi (claim tofame being that she wore aswimming costume on BiggBoss and is Rahul

Mahajan’s ex) and her hus-band Sangram Singh, thewrestler. The twist in the talethis year is that the femaleand male contestants will belocked into two separatehouses, and will also haveto do tasks every week. Sobasically, the show is adeadly boring mix ofKhatron Ke Khiladi meetsSplitsvilla meets Bigg Bossmeets Nach Baliye. It’s allso thrilling, I can hardly con-centrate on keying in thisarticle. But for all these for-mat changes, this time it isn'tas much about the contes-tants as it is about thejudges. Or one judge in par-ticular, the one who madethe entire 2.5 hours of thefirst episode worth watch-ing.

Here, Akshay raises hisvoice against corruption, and he achieves that throughthe brand name calledGabbar.” “In the movie, there’s a scene whereAkshay is writing an anony-mous letter to the police andat the same time ‘Sholay’ isplaying on the television.
