Scientists have developed a new cloud-based soft-ware that can quickly and accurately diagnose ear infections using a smartphone.Researchers at the Umea University in Sweden and the University of Pretoria in South Africa have developed a method that simplifies the diagnosis of ear infections (oti-tis media), something which annually affects half a billion children worldwide.The software-based method automatically analyses images from a dig-ital otoscope and enables highly accurate diagno-ses.“Because of lack of health personnel in many developing countries, ear infections are often mis-diagnosed or not diagnosed at all. This may lead to hearing impairments, and even to life-threatening complications,” said Claude Laurent, researcher at Umea University.“Using this method, health per-sonnel can diagnose middle ear infections with the same accuracy as general practitioners and paedia-

State Bank of India has revised lending rates based on marginal cost of funds, a new method-ology that will take effect from Friday. The new interest rates vary from 8.95% for overnight to 9.35% for 3 years, SBI said in a document post-ed on its website on Thursday. The base rate or the minimum lending rate of the bank is 9.3%. The other lending rates are 9.05% for one month, 9.10% for three months and 9.15% for 6 months, it said. For one year loan, the interest rate would be 9.20% while for two years it is going to be 9.3%. Reserve Bank had asked banks to price fixed rate loans of up to three years based on their marginal cost of fund from April 1. All banks will follow Marginal Cost of Funds based Lending Rate (MCLR) system, a new uniform methodolo-gy which will ensure fair interest rates to borrow-ers as well as to banks from tomorrow. Currently, most banks decide lending rates based on average cost of funds.

The Gujarat govern-ment is expected to table a Bill in the Assembly Thursday to bring crucial amendments to the 2013 land acquisition Act, in-cluding relaxation of the clauses of social impact assessment and need for consent of land owners. It has proposed around 10 key changes in the orig-inal Act — The Right to Fair Compensation and Transparency in Land Ac-quisition, Rehabilitation and Resettlement Act, 2013, enacted by the pre-vious UPA government at the Centre — on the

ground that the law has made land acquisition “a very lengthy and difficult proposition”. The pro-posed amendments seek to exempt projects under five categories from so-cial impact assessment and food security provi-sions, and also bring in a deadline for possession and compensation, fail-ing which the acquisition would lapse. The Bill also proposes changes in pro-vision in the central Act that imposed penalty — imprisonment of the land acquisition officers — if the land was not acquired within a stipulated time.

The police had booked them in the ISI conspiracy case, but there was no new material against them. The evidence the police
