    Serikali ya awamu ya Tanoimedhamiria kukuzauchumi wa Tanzaniakwa kuhakikisha viwandavinajengwa kwa wingi nchi

    nzima ili kukuza uzalishaji wa ndani,kutoa ajira na kuongeza pato la Taifa.

    Katika kufikia dhamira hii, Shirikala Maendeleo ya Petroli Tanzania(TPDC) linachangia kwa kuhakikishakunakuwa na upatikanaji wa uhakikawa gesi asilia ambayo inatumikakuzalisha umeme na pia kama nishativiwandani.

    Bay.Baada ya kuwasili katika kiwanda

    hicho, Waziri Mkuu alipata fursa yakuona watanzania wanavyoiendeshamitambo hiyo ya kisasa nakufurahishwa na utendaji kazi wao.

    Akiongea baada ya kutembeleamiundombinu hiyo, Waziri Mkuualisema “Ni jambo la kutia farajasana kuona vijana wetu ndiowanaoendesha mitambo hii nanimeambiwa wanaendelea kujifunzakwa kushirikiana na mkandarasiwa mradi, hili ni jambo la kujivuniamno”.

    Akiwa kiwandani hapo WaziriMkuu alipata fursa ya kuongea nawatumishi wa TPDC na kuwahimizakuendeleza kazi nzuri za kitaalam bilakukata tamaa.

    Aidha, alitoa maagizo kwa

    Mkuu wa Mkoa wa Mtwara HalimaDendegu kushirikiana na Wakala waBarabara Tanzania (TANROADS)kuangalia uwezekano wa kuhamisha

     barabara inayopita mbele ya mtambowa kuchakata gesi kwa lengo lakuimarisha ulinzi wa eneo husika.

    Akisoma taarifa ya utekelezaji waShirika, Mkurugenzi Mtendaji waTPDC, Dkt. James Mataragio alielezakuwa kiwanda cha Madimba kinauwezo wa kuchakata gesi asilia kiasicha futi za ujazo milioni 210 kwa sikuna kwa sasa kinazalisha futi za ujazomilioni 45-50 kwa siku kutokana namahitaji ya sasa.

    “Uzinduzi wa mradi huuumesaidia Taifa kuwa na chanzombadala cha kuzalisha umeme zaidiya maji ambayo kipindi cha ukameyamekuwa changamoto na kupelekea

    Taifa kuingia katika vipindi vya giza”alisema Dkt. Mataragio.

    Kwa upande wake Naibu Waziriwa Nishati na Madini, Dkt. MedardKalemani alieleza juhudi za Wizarakatika kuhakikisha nchi inapataumeme wa uhakika na mwingi ilikuwezesha dhamira ya Serikali yakuwa na viwanda vingi.

    Dkt. Kalemani alisema “ uwezowetu wa kuzalisha umeme kwasasa ni megawati 1,598.74 na lengoni kufikia megawati zaidi ya 10,000ifikapo 2025”.

    Naibu Waziri pia alitoa taarifa yautendaji wa Wizara na kumhakikishiaWaziri Mkuu kuwa umemeutaendelea kupatikana nchini kwauhakika kwani kila siku jitihada zaidizinafanywa kuhakikisha mapungufuya umeme yanakwisha kabisa.

    Serikali imeliagiza Shirikala Umeme Tanzania(TANESCO) kununuaTransfoma zinazotengenezwana Kampuni ya TANALEC

    ambayo Serikali inamiliki asilimia 30ya hisa, badala ya kununua kutokaKampuni binafsi zinazoagiza bidhaahiyo kutoka nje ya nchi.

    Waziri wa Nishati na Madini,Profesa Sospeter Muhongo alitoaagizo hilo hivi karibuni mjiniArusha alipotembelea Kampuniya TANALEC inayojihusisha nautengenezaji wa Transfoma na vifaavingine vya umeme kwa lengo lakutathmini shughuli zinazofanywa na

    Kampuni hiyo.Profesa Muhongo alifikia uamuzihuo baada ya kupokea taarifa yaMeneja Mkuu wa TANALEC, ZahirSaleh kuwa pamoja na Kampunihiyo kuzalisha Transfoma 7,000 kwamwaka, kutokana na uwekezaji wazaidi ya Dola za Marekani 5,000,000,hakuna uhakika wa soko la ndanikwa bidhaa hiyo hali inayowalazimukutafuta soko katika nchi jirani zaKenya, Uganda na Zambia.

    Aidha, Meneja huyo alielezakwamba, awali kampuni yaTANALEC ilikuwa ikiwauziaTANESCO Transfoma lakini mkatabahuo ulisimamishwa kutokana nakampuni kutokuwa na fedha za

    kutosha.Akizungumzia uwezo na uborawa uzalishaji wa TANALEC, Salehalimweleza Waziri Muhongo kuwa,

    Kampuni hiyo ina uwezo wa kuzalishaTransfoma zenye kiwango cha chinicha upotevu wa umeme (Low loss) na

    kwamba wanatengeneza Transfomamaalum zinazostahimili mapigo yaradi (steep wave transformer).

    Kwa upande wake, Kaimu MenejaMwandamizi wa Manunuzi waTANESCO, Jasson Katule alisema

    shirika hilo linashindwa kununuatransfoma kutoka TANALECkutokana na sheria ya manunuzi

    ya umma kuwabana kwa kuwainawalazimisha kutangaza zabuni.

    Alisema, baada ya kutangazazabuni, TANALEC ilishindwa nakampuni ya Quality Group ambayoilipata zabuni ya Dola za MarekaniMilioni 3 na Intertrade ya Indiailiyopata zabuni ya Dola za MarekaniMilioni 5.

    Kutokana na changamoto hiyo yaukosefu wa soko la ndani, Meneja wa

    Profesa Muhongo aiagiza TANESCOkununua Transfoma nchini

    Mwishoni mwa wiki iliyopita Waziri Mkuu wa Tanzania,

    Kassim Majaliwa alitembelea mitambo ya kuchakata gesi

    iliyopo Madimba Mkoani Mtwara ili kujionea mitambo

    hiyo inavyofanya kazi.

    Ikiwa ni mara yake ya kwanza kwa Waziri Mkuu

    kutembelea mitambo hiyo alishindwa kuzuia hisia zake

    kwa kufurahishwa na ufanyaji kazi wa mitambo hiyo nahasa alipoona ikiendeshwa na kusimamiwa na vijana wa

    Kitanzania bila ya kuwapo kwa wageni.

    Kama hiyo haitoshi, Waziri Mkuu Majaliwa alifurahi

    kusikia kwamba gesi inayochakatwa na kusafirishwa ni

    nyingi na ya kutosha kwa kuongeza uzalishaji wa umeme

    na kwamba gesi itaendelea kuwa chanzo muhimu cha

    kuzalisha umeme mwingi kwa taifa.

    Kutokana na umuhimu wa mitambo hiyo katika

    maendeleo na ukuaji wa uchumi wa taifa, Waziri Mkuu

    alitoa maagizo kwa Mkuu wa Mkoa wa Mtwara,

    Halima Dendegu kukutana na Wakala wa Barabara

    nchini (TANROADS) ili kuona namna inavyowezekanakuhamisha mara moja barabara inayopita mbele ya

    mitambo hiyo kwa lengo la kuimarisha usalama.

    Kwa hakika tunamuunga mkono Waziri Mkuu kwa

    agizo hilo kwani ni ukweli usiopingika kwamba mitambo

    hiyo ni nyeti na muhimu hivyo lazima ilindwe kwa

    gaharama zozote kutokana na umuhimu wake katika

    maendeleo ya uchumi na kwamba uwekezaji wake nao ni

    mkubwa na uliotumia gharama kubwa.

    Halikadhalika, tunasema kwamba si mitambo ya

    Madimba peke yake inayohitaji usalama mkubwa bali pia

    hata mitambo inayozalisha umeme ikiwemo ile inayotumia

    vyanzo vya maji ambayo ni Mtera, Kidatu, Kihansi, New

    Pangani, Hale na Nyumba ya Mungu.Vile vile tusisahau pia mitambo ya umeme inayotumia

    gesi ya Ubungo I, Ubungo II, Tegeta, Kinyerezi I na

    mitambo mingine ya mafuta kama Nyakato kwa hakika

    mitambo yote hiyo inahitaji hali ya usalama wa hali ya juu.

    Tunasema hayo kwa kuwa suala la Nishati ni muhimu

    na nyeti kwa taifa lolote duniani na ndiyo maana maeneo

    kama hayo siyo tu hutakiwa kuwa mbali na barabara

    zinazopita magari na watu, bali pia huwa hayaruhusiwi

    kwa kila mtu kufika na hata kupiga picha.

    Tunaamini maagizo ya Waziri Mkuu Majaliwa

    yatafanyiwa kazi na kutekelezwa haraka iwezekanavyo na

    kwamba maeneo hayo yataendelea kuwa ni nyeti kutokanana umuhimu wake kwa taifa.

    Serikali kupitia kwa Waziri Muhongo kuwasheria ya manunuzi ya umma irekebishwe, ilikutoa kipaumbele kwa bidhaa za ndani.

    “Kwa mfano, jirani zetu Kenya naUganda, lazima mahitaji yote yakidhiwe na

     bidhaa za ndani kwa kiwango cha asilimia40,” alisema.

    Vilevile, aliiomba Serikali kupitia sheriaya manunuzi ya umma ili kurekebishampango wa upendeleo wa kipekee (exclusivepreference scheme) kwa kampuni za ndanikwa madai kwamba, asilimia 15 iliyotengwana Mamlaka ya Ukaguzi na Ununuzi waUmma (PPRA), kama bei ya upendeleo wandani (local preference price margin), haitoshikukidhi mahitaji na kuwezesha kushindanana bidhaa zinazotoka nje.

    Kutokana na taarifa hiyo, Waziri

    Muhongo alisema hajaridhishwa na uamuziwa TANESCO kuacha kununua TransfomaTANALEC kwa maelezo kuwa wamebanwa

    na Sheria ya Manunuzi ya Umma.“Hii ni sawa na mtu umesaga unga wa

    matumizi ya nyumbani halafu anajitokezamtu na kukukataza kuutumia akitaka ununueunga wa dukani, huo ni uhuni. Kama kwelisheria inawazuia, suala hili nitalifikisha kwaRais na katika ngazi nyingine za uamuzi,”alisema Profesa Muhongo.

    Alisema kuwa, mahitaji ya TANESCOkwa mwaka ni takribani transfoma 1,500hadi 2,000, hivyo upo uwezekano mkubwawa transfoma hizo kupatikana hapa nchini.

    Katika ziara hiyo, Waziri Muhongoaliambatana na Naibu Katibu Mkuuanayeshughulikia masuala ya Nishati,Dkt. Mhandisi Juliana Pallangyo pamojana Maofisa wengine waandamizi kutokawizarani na TANESCO.

    Kampuni ya TANALEC inamilikiwa kwaubia na Serikali kupitia TANESCO asilimia

    20, Shirika la Maendeleo la Taifa (NDC)asilimia 10 na kampuni ya Tranccenturyasilimia 70.

    Waziri wa Nishati na Madini, Profesa Sospeter Muhongo (katikati - waliokaa),akiwa katika picha ya pamoja na Uongozi wa Kampuni ya TANALEC mara baadaya kufanya ziara katika kampuni hiyo hivi karibuni.     Serikali ya Jamhuri ya Watuwa China imeitaja nchi yaTanzania kuwa na nafasikubwa ya kunufaika na fedhakiasi cha Dola za Marekani

    Bilioni 60 kupitia uwekezaji sekta yanishati, fedha zilizoahidiwa kutolewana nchi hiyo wakati wa Mkutano wa

    Sita wa Jukwaa la Ushirikiano bainaya China na Afrika, uliofanyika nchiniAfrika Kusini mwezi Desemba,2015.

    Hayo yamebainishwa leo jijiniDar es Salaam na Balozi wa Chinanchini, Dkt. Lu Youqing na ujumbewake alipokutana na Waziri waNishati na Madini, Profesa SospeterMuhongo ofisini kwake jijini Dar esSalaam na kuongeza kuwa, Chinaina imani kubwa na Rais wa Jamhuriwa Muungano wa Tanzania, Dkt.

    John Pombe Magufuli kwa namnaanavyosimamia masuala mbalimbalinchini, pia Profesa Sospeter Muhongokutokana na namna anavyosimamiasekta za Nishati na Madini.

    Miongoni mwa Sekta zinazopewakipaumbele katika fedha hizo ni pamojana miundombinu, afya, biashara,uwekezaji na kupunguza umaskini,

     barani Afrika.Kutokana na mahusiano mazuri

    ambayo yamekuwepo kwa miongo

    kadhaa baina ya nchi hizo mbili, BaloziYouqing amemwakikishia WaziriMuhongo kuwa, China itaendelezaushirikiano huo kwa kuhakikishainazishawishi kampuni kubwa nazilizobobea kitaalamu na kiteknolojiaza China, ili ziweze kushirikiana naTanzania katika sekta ya nishati, nazaidi katika uzalishaji umeme kwakutumia Makaa ya Mawe kutokana nanamna ambavyo Wizara inavyokipakipaumbele chanzo hicho kuzalishaumeme nchini.

    Wakati huo huo, China imesemaitaendelea kutoa ufadhili wa masomokwa wanafunzi Watanzania kusomamasuala ya mafuta na gesi katika vyuombalimbali nchini humo kutokana na

    umuhimu wa sekta hiyo na kwamba,China inapenda Tanzania ifanikiwekatika kuzalisha wataalam wa kutoshakatika fani hizo na kuongeza kuwa,anatambua juhudi zinazofanywana Waziri Muhongo kuhakikishawanafunzi wengi wa kitanzaniawanapata fursa ya kusoma masualaya mafuta na gesi maeneo mbalimbaliDuniani, ikiwemo China.

    Aidha, tarehe 26 Februari,2016, Wizara ya Nishati na Madiniimetangaza nafasi za Masomo kwawanafunzi wa Kitanzania kuombakusoma katika Vyuo vya China katikafani za Mafuta na Gesi katika ngaziza Shahada ya Uzamili (Masters) naUzamivu (Phd). Maelezo zaidi ya

    kuomba nafasi hizo yanapatikanakupitia Tovuti ya wizarawww.mem.go.tz

    Naibu Waziri Wa NishatiNa Madini, Dkt. MerdadKalemani amewaasawakazi wa Mkoawa Lindi na Mtwara

    kuongeza kasi ya kujiunganishia nakutumia huduma ya umeme ili kufikiakiwango kinachoridhisha.

    Dkt. Kalemani alisema hayo hivikaribuni Mkoani Mtwara wakati wa

    ziara ya Waziri Mkuu wa Jamhuriya Muungano wa Tanzania KassimMajaliwa mkoani humo kukaguamiradi ya maendeleo ikiwemo mradiwa kuchakata gesi asilia katika eneo laMadimba.

    Alisema kuwa licha ya Mikoaya Lindi na Mtwara kuwepokatika chimbuko la gesi nchini,hadi sasa wananchi wa mikoa hiyowanatumia megawati 16 tu zaumeme kati ya 18 zilizotengwa kwaajili yao, na ni wananchi 293 tu ndiowaliojiunganishia huduma hiyo;licha ya Shirika la Umeme Tanzania(TANESCO) kuwapunguziagharama ya kuunganisha huduma

    hiyo kwa shilingi 99000 ikilinganishwana Mikoa mingine ianayolipa shilingi177,000.

    “Kazi ya Wizara ya Nishatina Madini ni kuwaletea nakuwaunganishia wananchi wotehuduma ya umeme bila kujali kamanyumba yako ni ya bati, udongo,ghorofa, chumba kimoja aumarumaru, ni lazima upate umeme

    pale tu unapomaliza kufuata taratibuzinazotakiwa, alisema Dkt. Kalemani.

    Alifafanua kuwa ili mikoa yaLindi na Mtwara inufaike na rasilimaliya gesi asilia inayozalisha umeme,Serikali imetenga kisima kimoja katiya vitano vinavyotoa gesi katika mikoahiyo ili kuwahudumia wananchi wamikoa husika katika kupata umemekwa ajili ya matumizi mbalimbali namkoa wa Mtwara ndio unaotumiaumeme wa gesi kwa wingi.

    Katika hatua nyingine Dkt.Kalemani alizungumzia Miradi yaWakala wa Nishati Vijijini,( REA)katika Mikoa hiyo na kuahidi kuwakatika Awamu ya Tatu ya mradi huo,vijiji 385 ambavyo havikuwemo katikaAwamu ya Kwanza na ya Pili vitapatahuduma ya umeme.

    Sambamba na hilo, alisemakuwa kwa kutambua hali ngumu yamaisha, Serikali imeandaa mpangowa kutumia kifaa kijulikanacho kamareadyboard “umeme tayari” kwawananchi wote wa kipato cha chini ilikupunguza gharama za kusuka wayakatika nyumba zao, mpango ambaoutaanza mwezi Aprili hadi Juni

    mwaka huu kwa nyumba za kuanziachumba kimoja hadi vinne.

     Kifaa hicho hufungwa ndani yanyumba bila kusuka nyaya za umeme.

    Dkt. Kalemani alisisitiza kuwawananchi waendelee kutunzamiundombinu ya gesi pamoja naumeme ili kushirikiana na Serikalikuleta maendeleo ya viwanda vyakutumia gesi.

    In year 2013, Forbes namedTangawizi gas discovery offshore

     by Statoil with 575 Million Barrelof Oil Equivalent (BOE) asamong the list of 10 biggest gas

    discoveries alongside Mozambique700 BOE, Angola 900BOE, Nigeria850 BOE and Congo Brazzaville 700BOE from African countries. Thediscovery has raised Tanzania positionand appetite from global investorsand defined it as one of the attractiveinvestment destination and new hopesfor economic benefits associated withnatural gas like new jobs, low cost ofelectricity, fertilizer production, andManufacturing and Foreign directinvestments. However, we are notalone, and Tanzania should expect

    a strong competition especial fromMozambique and Angola.

    For Tanzania gas to realize and

    monetize gas discovery economic benefits, it will need to build LNG

    plant, the plan that is underwayalongside promoting and increasedomestic and industrial consumptionat home. The prospected LNG plant

     believed to be the second largestprivate investment the country everwitnessed in its investment history.The LNG construction concept isthe best options available to monetizegas and creates economic value toTanzania as suggested by industryexperts.     Building a Gas Economy in Tanzania, is it just a dream or really an achievable goal?

    In month of February 2016 Scientistshave announced discoveries ofGravitational waves, a predicationpronounced by Einstein somedecades ago despite his predictions,

    he thought detecting them would havenever been possible because they were soweak but now detected. The interestingimportance of this discovery that caughtmy attention amongst other things isthe fact that the possibility to look deepinto the universe to detect black holeswhich cannot be seen with an ordinarytelescope, that mean the scientists would

     be able to look further back in the timeeven to the moment of the big bang.This is seemingly impossible to me, as

    an ordinary person even imagining thatwould be difficult, I bet Einstein wouldhave been a very happy man today.without diving deep in details of whatthat mean in complex universe science,this discovery cannot be beyond myunderstanding of the signals transmittedof wide spectrum of possibilities in ourever-changing world today.

    Whilst big discoveries are taking placein developed world and the world ofscience in general, in Tanzania amongstother countries including our neighborMozambique just next door who isprojected to provide stiff competitionin gas business especially to the sameLNG export target market has recently

    discovered and developing gas economy.About 55 TCF of gas reserves discoveredin Tanzania with prospects of morediscoveries in the near future. Recentlydiscovery were announced last weekin which about 2.17 TCF deposit wasdiscovered about 30Km from Dar esSalaam in outskirts of Ruvu area, addinghopes to Gas economy supply growth.Key questions what this discoverymeans to general public perceptionsof gas economy and social economicdevelopment and what does it meanto the leaders, decision makers, andindustry players. In Tanzania, the callto monetize the gas economy has beenslowly but steadily adapted by creating

    some governance instruments includingPetroleum Act 2015 and the Oil AndGas Revenues Management Act, 2015to guide oil and gas economic activitiesand development. The petroleum actcreates a sole National oil company(TPDC) freeing it from regulations andlicensing responsibilities to make it full-fledged oil and gas state corporation.Regulations responsibilities handedto PURA, a regulatory authority ofupstream activities while on other handEWURA handed over downstream andmid-stream regulations responsibilities

     by the same act.

    Despite of the presence of regulatoryinstruments, alone will not be enoughfor successful and competitive buildinga gas economy. National Oil Companythat given responsibilities to invest in oiland gas on behalf of the Tanzanianpublic and the Government should

    rise above business as usual approach.Reviving its operations, businessaggressiveness, and relationshipwith partners and communicationstrategy amongst other relevantapproach to oil and gas business andpublic demands to monetize the gas,

     build employment, increase fuel forelectricity supply, fertilizers industry,and raise consumption to bothindustry clients and domestic use. Thiswas also a concern from the Ministerof energy and Minerals to NationalOil Company when discussing currentstate of gas and oil explorations,productions, supply and demandsfrom various industry players. StrongTPDC will be an essential party in

    contributing to strong gas economy by building gas and oil infrastructure,promote, selling and distributing gas

    for domestic, industry and electricityconsumptions.

    If big discoveries in the world ofscience like Gravitational waves stillpossible, then I do not see why gaseconomy can only be a dream toTanzania, since Tanzania will not

     be the first country to implementgas economy others have done thissince 1960s. I suspects under currentgovernment administration thatis calling hardly for efficiency andintegrity, good progressive investmentatmosphere and favorable politicalstability that for decades the countryhave been enjoying, chances thatthe goals of turning the country anindustrial economy fueled by gaswill be a reality during first five yearsof the nurturing industrial economyplan. Strong aggressive leadershipand commitment certainly will pushand get Tanzania in rightful place inthe map of Africa and claim its superpower status in the region and certainly

     be a donor country in near future asenvisioned by current governmentadministration.

    which minerals exchange theirchemical components in thepresence of fluids.

    Other Rubies are found intoBasalt deposits which are typesof igneous rocks. Since Basalt isrich in iron and magnesium, therubies found into this depositlook dark compared to thoseformed into marble deposits.

    The most valuable rubiesform in marble deposits andfluorescence under long waveultraviolet light and sunlightwhile those formed into basaltdeposit have higher levels ofiron which inhibits fluorescenceand often makes the stones

    The desire to appoint Competent MAB-TMAA MembersThe Ministry of Energy and Minerals (MEM) of the Government of the UnitedRepublic of Tanzania under the Executive Agencies Act would like to announce the postof Ministerial Advisory Board Members of Tanzania Minerals Audit Agency (MAB-TMAA).It is desired that upon their appointment as such as required under the Act, members ofthe MAB-TMAA will lead and advice the Minister responsible for minerals to highestlevels of performance in terms of: auditing of quality and quantity of minerals producedand exported by mining entities; auditing of revenue generated, capital investment andoperating expenditure of the large and medium scale mines for the purpose of gatheringtaxable information and providing the same to the Tanzania Revenue Authority (TRA)and other relevant authorities; auditing of environmental management activities inmining areas, environmental budget and expenditure for progressive rehabilitation andmine closure.

    Qualification/Qualities of individuals to be appointed as members of MAB-TMAAMEM therefore desires that the MAB-TMAA shall be composed of individuals whohave demonstrated significant achievements in their respective professional careers inbusiness management and their service in either public or private sector, or both. Theaspirants must possess requisite knowledge; intelligence and experience to enable themmake significant contribution in their advisory role;In light of Government policies and priorities on one hand, and the Agency’s Vision andMission on the other hand, the individuals are expected to possess qualifications, qualitiesand experience that will add value in the mining sector. Specifically, the followingqualities are considered desirable to any candidate aspiring to become member of theMAB-TMAA;1. Education: it is desirable that a candidate should hold a degree from a respected

    college or university majoring in the fields of mineral resources, finance, accounting,law, tax, environmental management or management/administration. Possessionof a Masters or doctoral degree will be an added advantage;

    2. Experience: a candidate must have extensive experience (not less than 10 years)in his/her professional career and must demonstrate positive track record ofperformance in management in either public or private service, or both. An idealcandidate should have sufficient experience to fully appreciate and understand theresponsibilities of TMAA;

    3. International Experience: experience working in either senior management or asdirector in international organization/corporations relevant to the mining industrywill be considered as an advantage to a candidate’s profile;

    4. Individual Character and Integrity: a candidate must be a person of highest moraland ethical character, impeccable record and integrity. Also a candidate must exhibitindependence and demonstrate personal commitment to serve in the Agency’s andpublic interests:

    STATE MINING CORPORATION

    The State Mining Corporation (STAMICO) is a state owned enterprise which wasestablished in 1972 with the objective of developing the mining industry. Followingchanges in the economic policies of the early 1990’s in favor of private sector ledmining industry development, STAMICO and its subsidiaries were privatizedand others were liquidated. However, the Government reversed the decisionto close down STAMICO through Government Notice No. 88 of 2009, afterconsidering lessons learned in the performance of private sector led mining industrydevelopment. The Mining Act, 2010 among others, requires that the Governmentshould have free carried or purchased interest in strategic major mines.In that regard, STAMICO’s new role is to oversee Government interests in largescale mines, invest in the mining sector through mineral prospecting, developmentand operating mines, drilling, providing consultancy services to small scale miningand other related business.

    In order for STAMICO to implement its new responsibilities and roles, it is desiredto recruit a suitable candidate to fill the vacant post of Managing Director. For thatreason, STAMICO which is an entity under the Ministry of Energy and Minerals islooking for an experienced, dynamic, energetic, visionary and qualified candidate toapply for the said post.The Managing Director is the Chief Executive Officer of the Corporation andis expected to operate in this dynamic and challenging environment of potentialgrowth, to provide strategic leadership and deliver results efficiently, expeditiouslyand in line with the national policies and development aspirations as articulatedin various national and sector plans and strategies. The Managing Directorreports to the Board of Directors, and is responsible for the day to day running ofthe institution to achieve its mission of investing in the mining industry throughmineral prospecting; developing and operating mines; shareholding; mineraltrading; value addition and provision of quality services in management of mines,drilling, consultancies and other related businesses. Specific day to day duties andresponsibilities of the Managing Director of STAMICO are as provided here.

    1.0 Principal Duties and Responsibilities of the Managing Director 

    a) Provides strategic leadership and operational direction of the Corporation; b) Directs and supervises the administration of the activities under the

    responsibility of the Corporation;c) Ensures that the Corporation develops well focused vision and mission as

    approved by the Board of Directors;d) Plans, Organizes, Co-ordinates, monitors, controls and evaluates

    implementation of Corporation’s policies and operations in order to achieve theCorporation’s goal and objectives;

    e) Effectively promotes a positive image of the Corporation;f) Chairs Management Team meetings;g) Coordinates preparation and reviews the Corporation’s budget and periodic

    reports, and ensures adequate mechanisms for internal control and monitoringas approved by the Board;

    h) Coordinates the preparation of Strategic and Business Plans and submits to theBoard of Directors for approval;

    i) Implements directives of the Board of Directors pursuant to Corporation’s

    policies, relevant Acts and Regulations governing the industry; j) Keeps the Board of Directors regularly informed of any important matters thathave a bearing on the functions of the Board;

    k) Ensures that the Corporation’s resources, both human, financial and physicalare nurtured, developed, managed and harnessed optimally;

    l) Operates bank account and banking transactions as one of the authorizedsignatories;

    m) Acts as the Accounting Officer of the Corporation responsible forimplementing all policies;

    n) Authorizes all payments whether of capital or revenue nature to ensure efficientand effective mobilization and utilization of resources;

    o) Advises the Board of Directors on the Corporation’s performance;p) Directs and ensures that annual reports and statement of accounts are

    submitted to the Board of Directors;q) Formulates policies and strategies aimed at improving revenue collection for the

    Corporation;r) Supervises the application and review of Corporation Act, regulations and

    systems procedures and ensures that STAMICO’s legal responsibilities and

    interests are well protected;s) Liaises with the Ministry of Energy and Minerals and other stakeholders to

    promote an understanding of the problems and constraints that STAMICO

    sometimes encounters in its operations;t) Ensures that core functions of the Corporation which are mineral rights

    acquisition, exploration, drilling, mine development, mining and mineralmarketing and joint venturing are effectively supervised;

    u) Facilitates provision of consultancies and specialized technical services to smallscale miners and other stakeholders;

    v) Conducts open performance review and appraisal of subordinates; andw) Performs any other duties assigned to him/her by the relevant authorities as

    may be called upon from time to time.

    2.0 Minimum Qualifications and Experience

    The candidate for this position must hold a university degree in either engineering,

    geo-science, economics, finance, accounting, law, management or other related fieldsfrom a recognized institution. Masters in Business Administration or equivalent will be an advantage. He/she must have at least 10 years working experience at seniorposition with a large reputable organization preferably a profit organization out ofwhich two years must have been in the mining industry. A holder of post graduatedegree preferably at the PhD level in any relevant academic field will be an addedadvantage.
