Special judge Vrushali Joshi who gave the verdict categorised it as a rarest of rare case. Esther Anuhya, who hailed from Vijayawada, had arrived at Lokmanya Tilak Terminus in Kurla on January 5, 2014, post her Christmas leave to re- sume work at Tata Con- sultancy Services (TCS). She was then reported missing. Her decomposed body was found dumped in the mangroves near the Eastern Express High- way in Kanjurmarg on January 16, 2014. CCTV clips recorded at Kurla terminus from January 5 showed Esther leaving with an unknown man. “The efforts of a special team led us to the accused Sanap, a Kanjurmarg res- ident, who has a criminal record,” said a police of- ficer. Sanap has around eight cases of bag-lifting and stealing registered at Gamdevi, Nashik, Man- mad and Itarsi. The po- lice zeroed in on Sanap after comparing his pho- tos from police records with the face on CCTV. Sanap was arrested from Nashik on March 3 and charged with raping and murdering Esther. Dots were later connected that Sanap, pretending to be a taxi driver, had offered to drive Esther to her hostel in south Mumbai on his motorcycle. He allegedly stopped the bike on a ser- vice road on the Eastern Express Highway near Kanjurmarg and dragged Esther into bushes nearby to rape her. When she re- sisted, he hit her head on a stone and strangled her to death. The division bench of acting chief justice Jayant Patel and justice N V Anjaria passed an order on a pe- tition seeking inclusion of NOTA in the polls for corporation, municipali- ties and panchayat slated to begin from November 22. The same bench in August had stayed the law making voting com- pulsory in the local polls. The petitioner K R Koshti moved an application in the court seeking modifi- cation of its order which stayed the compulsory voting. He prayed that the NOTA buttons should be used as it has become a law and the voters have the right to opt for NOTA. After the arguments the bench held that stay order calls for a modification. “We find that right to vote in favour of NOTA is one of the rights of voters and it so identified by the apex court therefore, we do find that the interim order must be modified to that extent,” the court ordered. The court re- fused to entertain SEC’s counsel Mihir Thakore’s argument that having NOTA on EVM will be- come a massive exercise for which the poll officers would need to educat- ed. The bench said, “The exercise for conducting votes should have begun six months back. But you chose to postpone it. Don’t compel us to say lots of things which we have found in your files but our only concern is why should the voters be de- prived of their right. Soon after we stayed the com- pulsory voting you should have moved the court.” Thakore argued that the facility of NOTA buttons in EVMs have been de- activated following the stay order on compulsory voting. He said if NOTA has to be maintained in 21 days all poll officers will have to be educat- ed. Defending the stand of SEC Thakore said that there is no sufficient left for this massive exercise. However, the bench was of the opinion that if SEC needs manpower to com- plete the exercise needed to bring back NOTA it can take help from the state government.

At the United Nations Peacekeeping Summit in New York last month, Prime Minister Narendra Modi re-affirmed India’s role in international peacekeeping through a partnership with the US. This would involve training and deploying extra contingents, as well as bolstering the infrastructural support for peacekeep-ing troops. This proactive approach reflects the grow-ing importance of military diplomacy for India, but it should also drive home the point that peacekeeping is a tricky and difficult exercise. While it holds an im-mense range of possibilities to restore order in con-flict zones and earn goodwill, peace operations if not managed efficiently, have often left behind conflicting legacies for all the stakeholders involved in it. It is not hard to view India’s renewed commitment to peace-keeping within the broader context of New Delhi’s ambition to secure a permanent seat at the UN Secu-rity Council. Modi’s focus on calling for “troop-con-tributing countries” to have a bigger say in the UN is premised on the continued historical contribution of Indian troops towards securing global peace start-ing from the World Wars of the 20th century to this day and is rooted in projecting India as a responsible player and provider of security and stability in global politics. Modi’s speech evoked India’s historical roles to address present needs, but he did so partially. A wider appraisal of India’s experiences in peacekeep-ing should not remain limited to the World Wars but also include Indian military-diplomatic assignments since then, and examine the strategic issues and chal-lenges that plague peacekeeping contingents abroad. India’s role in the repatriation of Korean and Chinese refugees and prisoners (some of whom refused to go to the communist side) after the Korean War (1950-53) severely tested the resolve of a non-aligned India to settle the fractious issue of prisoner exchange. As head of the Neutral Nations Repatriation Commis-sion (NNRC) the body that was set up after the 1953 Korean armistice under the aegis of the UN it was India’s responsibility to negotiate a peaceful transfer of prisoners to the two new Korean states, each of whom now belonged to either the Soviet/Chinese or the American camps of the Cold War. The contentious NNRC “terms of reference” document, which guided India’s efforts in seeking prisoners’ views and relo-cating them accordingly, became a new battleground for Cold War rivalries. Selective interpretations of the document by the US, North Korea and China repeat-edly disrupted and challenged arbitration proceedings.

The intriguing personality of ‘Bikini Killer’ Charles Shobhraj handed Prawaal Raman the perfect reci-pe to create an enticing thriller on the platter. By casting Randeep Hoo-da, the director-writ-er also ensured that he had a face as charming as Shobhraj’s. Howev-er, what he has ended up making is a confused film. Main Aur Charles offers little to the audience: Neither do you get any insight into Shobhraj’s criminal mind, nor do you get to know the motive behind the psychopath’s schemes. While promot-ing the film, director Ra-man insisted that it is not Shobhraj’s biopic but is about the infamous Tihar jailbreak incident and based on the case files of police officer Amod Kanth. But the narrative is not that of a police of-ficer. There is perhaps an attempt to show Shobhraj from the perspective of a man (Amod Kanth) who tracked his cases close enough to know about him but Raman’s narra-tive keeps the audience at bay. It tries to portray Shobhraj as an enigmatic and intriguing personali-ty which is worth a case study: Right at the begin-ning, he is described as ‘hypnotic, brutal, intel-ligent and ruthless’. Re-cently, we learnt that he is living at Signal Falia in Godhra and was nabbed this morning. He will be handed over to the Special Investigating Team (SIT), formed to investigate the incident for further

As many as 58 people had died when the S-6 coach of Sabarmati Express was torched at Godhra railway station on Feb-ruary 27, 2002. The inci-dent had triggered large scale riots in the state in which around 1,000 peo-ple, mostly of a minority community, were killed. A court in February 2011 had convicted 31 persons in connection with the in-cident. Out of the 31, 11 were awarded death pen-alty, while 20 were sen-tenced to life term.
