DAYEvaluating Narendra Modi’s two years of governance

If Monsoon 2016 is as expected, then the first three years of the Modi government will be the best three years for India’s economy since 1996, and possibly the best three consecutive years since Independence. Two years and counting is what Prime Minister Modi and the BJP are saying. After their unexpected victo-ry in May 2014, and the change in course they have attempted for the Indian economy since, two years is enough of a time to begin to pass judgment. How good, or bad, economically speaking, have these two years been? But how does one evaluate performance? One criteria could be that performance is measured as the difference between reality (what actually hap-pened) and expectation. If the difference — let us call it Delta — is positive, then performance is better than expectation; if it is lower, then performance will have to be deemed as worse. Now, whose expectations are we considering as the benchmark? If one peruses the outpouring of literature on the second anniversary, it is clear that expectations are different for different people. Some people mention that acche din were promised, and if one looks out of the window, and two successive droughts, it is “clear” that the good news days are not here. But is this the correct method of evaluation? It isn’t. It is like saying that Djokov-ic wanted to win the Grand Slam but lost the French Open, and, therefore, clearly is not the “best” tennis player. Yet another method would be to evaluate what we, the “judges”, expected Modi to do, policy wise, in the last two years. Here, besides looking at suc-cess, we should also look at failures. For example, the BJP has been unable to pass legislation regard-ing the Goods and Services Tax (GST). But can we really blame the BJP for non-passage of the GST? It is a failure, but whose failure is it? Could it not be deemed the failure of the Congress for deviously ob-structing the bill? Blaming the BJP for non-passage of the GST reminds me of that evocative phrase, ulta chor kotwal ko daante. It is instructive to look at two other factors. The nature of the economy inherited by the two regimes (UPA I and Modi I) and rainfall. On both counts, UPA I was decidedly luckier. The econ-omy was booming and inflation low when the UPA came to power in May 2004. The economy was in a shambles and inflation very high when Modi assumed office. Further, average rainfall during UPA I was five per cent below the long run average (the normal range is +/- 6 per cent from the average); during Modi 1, it was 13 per cent below the long-run average.

Pho-bia is a smart, sassy and spooky thriller written and directed by Pavan Kirpalani, who earlier made Ragini MMS and Darr @ the Mall. Frank-ly, I had gone in with zero expectations because Hindi film horror mostly alternates between cheer-fully cheesy and uninten-tionally funny, but Pavan scores big with Phobia.

It will make you jump. Unexpectedly, it will also make you laugh out loud — in scenes that are ac-tually meant to be funny. The modest scale of the film is balanced by its big ambitions. Most of it is shot in one location with a handful of actors. The elfin Yashaswani Dayama plays a kooky college girl who befriends Mehek. Satyadeep Mishra, one of Bollywood’s most under-rated actors, is Shaan, the man who loves Mehek but is exhausted by her unpredictable and uncon-trollable mind.

State Bank of India (SBI) on Friday reported a net profit of Rs 1,264 crore in the March quarter of FY16, down 66% from a year earlier, on the back of higher loan loss provisions. Provisions for bad loans more than doubled on a year-on-year (y-o-y) basis to Rs 12,139 crore in Q4FY16. SBI chairman Arundhati Bhattacharya said the bank had put up-front much of the pain that may have occurred. “I have said conservatively we expect around 70% of the assets on the watch list to turn bad. However, we believe that if the economy starts doing bet-ter and if demand comes back, the slippage into non-performing assets could be as low as 30%,” Bhattacharya said. The bank has created a watch-list of accounts worth R31,352 crore and expects 70% of it to slip into non-performing category. The chairman observed that not all the accounts on the watch-list are manufacturing units that are closed down or roads on which nobody is driving. “These are actually accounts which are still functional but stressed because they don’t have enough cash gen-

As mobile users continue to grapple with call drops, telecom regulator Trai on Friday said cur-rent norms are “inefficient” to provide any relief to consumers and it will finalise in two weeks its “position” in the wake of Supreme Court quash-ing a penalty provision. The Telecom Regulatory Authority of India (Trai) had put in place a new set of rules mandating telecom operators to pay Re 1 for each dropped call, subject to maximum Rs 3 per day, but this provision was quashed by the Supreme Court after telecom operators appealed against the regulatory diktat. “We are reviewing the situation internally as to what should be the way forward. May be in couple of weeks we should be able to come out with the position as to what can be done,” Trai Chairman R S Sharma told agency
