QUOTE OF THE

DAY

Editors’ Picks

A year of high-decibel rhetoricIn the unending stream of analysis of the National Democratic Alliance (NDA) government’s first year in office, one of the popular sentiments has been one or the other version of: “a victim of its own rhetoric”. I am tempted to add the word ‘needless’, but clearly needless it was not, at least at the time it was seeking a mandate in the run-up to the Lok Sabha polls. The rhetoric was required both to galvanise the loyal, and to attract the neutral voters. But given the year of high-decibel rhetoric, is it fair to say the govern-ment deserves a break because expectations from it were unfairly high to begin with? Once in power and given its uneven form, the government has resorted to two tried and tested diversionary tactics from the handbook of politics. One, to blame its predecessors for the failures of the past, both real and imagined; and two, to orchestrate the occasional spectacle ac-companied by a dramatic publicity blitz. Both these tactics have their justified place in a democracy and are effective too, but only when used judiciously in-terspersed with a robust governmental performance. Unfortunately, the government’s performance in the past year does not inspire the blithe confidence that finance minister Arun Jaitley sought to convey through his press briefings. However, the ‘achhe din’ story hasn’t quite played to script. While the Stalin-ist radio propaganda has continued unabated, the impatience of expectations from his voters seems to be fraying some nerves right at the top echelons of the government and the private sector. The list of failures, eloquently articulated by former union min-ister (and Modi sympathiser) Arun Shourie in a re-cent interview, is long. The headline message is this: as a country, we are losing credibility, the longer we keep talking in hyperbole and delay getting our act together. Legislative obstacles aside, the dithering act has been visible in the way the government has navigated through the goods and services tax and its own pet 100 Smart Cities project. The temptation to rely on rhetoric has even taken the sheen off an area where Prime Minister Narendra Modi has invested significant personal capital—foreign policy. I dare-say the perceived success has been limited to Modi wooing his international counterparts by personal charm while conveying an informal and effusive de-meanour. Along with foreign leaders, nationalists of Indian origin have been bowled over with a string of rock concert-like performances in different corners of the world. While it may be too early to realise tan-gible benefits from these performances abroad, there is a real danger of the Prime Minister coming across as needy, impulsive and superficial. The root caus-es behind the recent criticism of the Indian media’s over-enthusiastic coverage of the Nepal disaster re-lief efforts can be traced back to the desire of some of our media houses to earn brownie points with the current dispensation.

Ruling Khans – Shah Rukh Khan, Salman and Aamir to share screen space?

It’s her first trip to Ban-gladesh and speaking from Dhaka, Deepi-ka Padukone is over whelmed by the out-pouring of love for Piku across the border. On Saturday she was asked to sing on stage and hummed a few lines of Ei path jodi na shesh hoy from the Uttam Ku-mar-Suchitra Sen star-rer, Saptapadi. In Shoo-jit Sircar’s film, she and Amitabh Bachchan sing a snatch from it while driving to Kolkata and during the filming Shoo-jit had told her it was a popular Bengali song and not to forget the lines. “I remembered the words and soon everyone in the huge auditorium were singing with me,” she laughs, surprised to

learn that Suchitra Sen was originally from Bangladesh. Piku, which many see as an unveiling of their lives on screen, struck an instant chord with Deepika too since she comes from a mid-dle-class family with a progressive outlook but rooted in traditional culture. “I also woke up to complaints about the clogged sink or the miss-ing maid. Even today, when I visit my parents in Bangalore, my sister and I lay the table for dinner and heat the food. I even help my mom with the washing up and make my own bed. The maid is there only during the day,” says the actress who followed Shoojit’s brief to `just be you’ while negotiating the challenging roles.

In today’s special doo-dle, Google is commem-orating the 86th birth an-niversary of Indian film actress, Nargis Dutt. Born as Fatima Rashid in Kol-kata, but known by her screen name, Nargis, she is renowned for her mem-orable roles in movies in-cluding the Oscar-nomi-nated rural drama Mother India, Barsaat, Awaara and Shree 420. Nargis made her first film ap-pearance in Talashe Haq when she was six years old. However, her acting career began in 1942 with

Tamanna. Nargis married her Mother India co-star Sunil Dutt in 1958 and started appearing infre-quently in films during the 60s. Along with her husband, she formed the Ajanta Arts Cultural Troupe, which involved several leading actors and singers of the time and held stage shows at border areas. During her career, she appeared in numerous commercially successful as well as crit-ically acclaimed films, many of which featured her alongside actor and filmmaker Raj Kapoor.

It focusses on the rediscovery of love between a married couple, and features Kanga-na in a double role and has

a supporting cast of actors Jimmy Sheirgill, Deepak Dobriyal and Swara Bhas-kar. Tanu Weds Manu Re-turns is said to be the high-est grossing film of 2015 in term of first week collec-tions at the box office. The film got massive response not only from the critics and audience, but also from the film fraternity. In spite of being released on a reg-ular weekend, and not an extended one, and around the IPL season, which is considered a taboo by in-dustry standards, TWMR

still managed to cross the 100 crore mark. The movie had strong brand equity. That combined with great re-views and positive word of mouth promotion for its witty screenplay and dialogue has ensured that the movie will hold well over the next few weeks.

of a high-powered advi-sory panel was revealed by treasurer Aniruddh Chaudhary’s tweet. The 42 year-old Tendulkar played a whopping 200 Tests (15921 runs) and 463 ODIs (18426 runs) apart from a T20 Inter-national before retiring in 2013. The 43-year-old Ganguly played in 113 Tests and 311 ODIs for India apart from lead-ing the country to the fi-nal of 2003 World Cup. The 40-year-old Lax-man played in 134 Tests and 86 ODIs. It has been learnt from reliable sourc-es that Thakur and presi-dent Jagmohan Dalmiya will consult with the pan-el on all major cricketing decisions. While there had been a lot of specu-

lation of late regarding Ganguly’s appointment as chief coach or team director, his appointment in the advisory panel might mean that either Ravi Shastri will contin-ue in his current role or a new chief coach and support staff will be tak-ing charge. According to BCCI sources, the Indian cricketers can seek tech-nical advise from the trio and the Board wants bats-men to specifically speak to Tendulkar before any tough international as-signment. Ganguly might well be consulted for pre-paring a blueprint for suc-cess of the team overseas with Laxman working on the bench-strength and the new talent coming in through the system.

According to the New South Welsh-man, who finished his career with a staggering 563 wickets in 124 Tests at just 21.64 per victim, both Aaron, whom the Australian had tutored for a while, and Umesh Yadav should always be part of the Indian team as they can both bowl in excess of 150 kph. “I was a little bit disap-pointed that Varun Aaron did not make the World Cup squad. He can bowl at good pace, swings the ball nicely, I think he will be around for a long time,” McGrath told PTI in an interview. “I will put Aaron and Yadav in the same team -- two guys who can bowl at 150kph. Maria Sharapova’s im-pressive sequence of French Open results end-ed when the defending champion was knocked out 7-6 (3) 6-4 by 13th-seeded Czech Luc-ie Safarova in the fourth round on Monday. The second-seeded Russian had reached the previous three finals at Roland Gar-ros, winning in 2012 and 2014, but could not han-dle her opponent’s steely forehand. Safarova, who

had never progressed to the quarter-finals on the Paris clay in 10 previous attempts, hit 20 forehand winners to unsettle the former world number one on Court Philippe Cha-trier. She next faces 21st seed Garbine Muguruza after the Spaniard went through to the last eight for the second year in a row by defeating Italy’s Flavia Pennetta in straight sets. Sharapova, who had lost only one of her previ-ous 24 matches at Roland Garros, dropped her serve

in the third game but broke back in the eighth when her opponent dou-ble-faulted. She then lost her fourth consecutive tiebreak of the season. The Russian, who has five grand slam titles to her name, went 3-0 down in the second set but fought back to 3-3 after Safarova made a mess of a routine forehand at the net with the court wide open. The Czech regained control and ended the contest on Sharapova’s serve with a forehand winner.

Hackers pose a real danger to self-driving vehicles, US experts are warning, and car makers and insur-ers are starting to factor in the risk. Expected on the road by 2020 or even sooner, driverless cars should have a wide range of cutting-edge technol-ogies such as electronic sensors - a group of cam-eras, radar, sonar and Li-DAR (light detection and ranging) - commanded remotely using software that senses road widths, identifies signs and even roadblocks. However,

like connected vehicles and their on board multi-media systems, these new self-driving technology elements - which were meant to make the cars safe and reliable, could end up leaving them vul-nerable to hacker strikes, according to US security firms Mission Secure Inc (MSi) and Perrone Robot-ics Inc. A hacker recently boasted of having entered the electronic systems of the US jet he was trav-elling on, and of having changed its trajectory. He claimed he did so using the in-flight Wi-Fi system.

A folk songs event held for the cause of protec-tion of cows at Kalavad taluka here has gener-ated donation of around Rs 4.50 crore. “We have collected an amount of around Rs 4.50 crore in a ‘Dayro’, the folk songs programme, organised for the cause of cow pro-tection and to provide so-cial services like building hospitals in various parts of the state,” said Ra-mesh Patel, one of the or-ganisers of the event. He said while currency notes worth Rs 1.25 crore were showered by attendees of the event on famous ‘Dayro’ singers Kirtidan Gadhvi and Maya Gadh-vi who sang for the entire night on Friday, rest of the amount was depos-ited with the organisers. More than five thousand people had attended the event, Patel said, adding,

In November last year, Gujarat became the first Indian state to pass a bill making voting in the lo-cal body elections com-pulsory. With O.P. Kohli as the new Governor in office, the Bill managed to get the Governor’s as-sent in the third attempt. Even though the Bill was passed by Gujarat legis-lative assembly as early as 2009, Kamla Beniw-al had rejected it twice during her tenure as the Governor of Gujarat, drawing sharp reactions from many quarters. Now with elections to as many as 315 local self-govern-ments due in October this year, the state government is likely to notify this bill (hence, making into a law) just well in time. A number of experts doubt the constitutional validity of compulsory voting and consider it a violation of the Article 21 of the Con-

Gujarat thermal power plants set for major overhaul

Sunvilla News | Ahmedabad

State-run thermal pow-er plants in Gujarat are set for a major overhaul. This would make them more energy efficient; reduce variable cost of power generation and maintenance cost. The state power generation company Gujarat State electricity Corporation Limited (GSECL) has de-cided to replace existing old and inefficient units by new supercritical tech-nology units. First phase would see replacement of over three decade old 120 MW units at Gand-hinagar, Ukai and Sikka thermal power plants. Current GSECL is hav-ing total installed thermal power capacity of 5884 MW using fuels like coal, lignite and gas. It oper-ated runs over a dozen power plants including

hydro power plants in the state. This is first major initiative of the state gov-ernment to improve the efficiency of the state-run power plants. “The 120 MW units are of very old design. Hence, the vari-able cost of generation from these units is high due to higher heat rate,” said a senior officials of the department of energy and petrochemicals. He said that now improved and supercritical coal based units with higher capacity, higher efficien-cy; low auxiliary pow-er consumption and low heat rate are available. Hence, there was a need to replace the old tech-nology with the new one. Another reason for this overhaul is that for set-ting up new power plants land acquisition was a major hurdle.

Compulsory Voting in Gujarat: Masterstroke or simply impractical?

stitution of India, which guarantees personal liber-ty. On the other hand, the supporters of this legisla-tion point out that people can still have their per-sonal liberty by choosing to vote for None of The Above (NOTA) and re-jecting all the candidates. The Kapoor Committee – set up by Gujarat state government – did invite suggestions from the public on the magnitude of penalty or punishment for those evading vot-ing. However, we shall have to wait on the exact

quantum of punishment as spelled out in the law. Presently, nations that en-force compulsory voting in one way or the other include Argentina, Brazil, Singapore and Australia. Notwithstanding their na-tional laws, which make “not voting” a punishable offence, most of these countries haven’t been able to enforce the punish-ments effectively. Some of these nations, such as Australia and Brazil, ac-cept valid reasons, such as sickness or non-availabili-ty, for skipping voting.
