I was filled with utter dismay and disbelief when I came across the fact that nobody from the hunting and wildlife ranching associations nor from the firearms industry were invited by the parliamentary portfolio committee on safety and security to provide submissions on the proposed amendments to the firearms control act, except for Martin Hood. Although Martin Hood has both the knowledge and the ability to talk on behalf of the general firearm owning public his task would be made all the more difficult without the support and backing of the other stakeholders. Remember: “United we stand”.

What I find even more shocking is the double standards that were applied as the South African Football Association (SAFA), Gun Free South Africa and the Red Cross Hospital were invited to present their submissions on the proposed amendments to the act.

I honestly feel that the government was planning to push the amendments through as quickly and quietly as possible, hence their omission to invite all relevant stakeholders. If the government was really interested in finding a permanent solution to the proliferation of illegal firearms in this country, they would invite all the firearm industry stakeholders to come up with a workable solution instead of drafting legislation based on the opinions of football administrators. I wonder if the government will court the opinions of stakeholders in the firearm industry to help solve SAFA’s problem the next time they have an issue.

The government is fully aware that the problem lies not with the legal gun owners but with the illegal weapons crossing our borders. The same applies to the poachers crossing our borders into our national parks and decimating our rhino population; the plain and simple truth is that there is no control over our borders. I am convinced that 99% of legal gun owners are law-abiding citizens who use their firearms for the purposes that they were licensed for.

The good news is that Hawasa objected to their omission and have been invited to the proceedings. I do believe that they have the ability to tackle the parliamentary portfolio committee on safety and security and state our case.

In this instance the quote by Roger A. Freeman, “If guns are outlawed, only outlaws will carry guns”, rings true. Only time will tell if everybody involved in the process will be able come up with a workable solution that is beneficial to all.

Dit is met uiterste verbasing dat ek kennis geneem het van ’n vergadering van die Vuurwapen-portefeuljekomitee wat aan die einde van Maart in Kaapstad gehou word, en dat niemand uit jagtersgeledere, die vuurwapenbedryf of enige wildboere daarheen genooi is nie. Daarteenoor is mense van die Rooi Kruis-hospitaal, die Suid-Afrikaanse Sokkervereniging (SAFA) en Gun Free SA wel genooi om dit by te woon.

Al persoon wat genooi is en wat namens die algemene vuurwapenpubliek kan praat, is Martin Hood. Alhoewel Martin hom sekerlik goed van sy taak sal kwyt, is hy in die minderheid en sal hy die steun van ander partye benodig. Onthou die gesegde, “Eendrag maak mag”. Wat voer die regering in die mou om mense wat skynbaar niks met die vuurwapenbedryf te doen het nie uit te nooi, maar die werklike rolspelers word oor die hoof gesien? Ek kry werklik die idee

dat hulle die vergadering so stil as moontlik wou hou om sekere aspekte te bespreek en deur te voer sonder dat die oorgrote meerderheid van die publiek daarvan weet.

Nadat Hawasa kwaai kapsie gemaak het, is hulle wel uitgenooi en kan die “beraad” bywoon. Maar mens sal tog sekerlik dink dat indien die regering ernstig is om ’n oplossing vir onwettige vuurwapens te probeer vind sou die werklike rolspelers van die begin af uitgenooi word. Dit is die rolspelers van die vuurwapenbedryf wat werkbare oplossings moet vind, nie die sokkerspelers nie. Ek wonder of die regering die rolspelers uit die vuurwapenbedryf sal uitnooi om die probleme wat SAFA ondervind te bespreek?

Almal het dit al gesê en die regering weet dit ook: Dit is nie die wettige vuurwapeneienaar wat die

probleem is nie, dit is die wapens wat onwettig oor die grens gebring word, wat die eintlike skuldige is. Net soos renosterstropery geskied dit van anderkant die grens en daar is geen beheermaatreëls om dit te beperk nie. Mense loop daagliks oor die Limpopo en niemand weet wat hulle by hulle het nie. Ek is oortuig daarvan dat 99% van wettige vuurwapeneienaars wetsgehoorsame burgers is en dat hul vuurwapens net gebruik word vir die doel waarvoor dit aangeskaf is, naamlik jag en een of ander sportaktiwiteit en natuurlik vir selfverdediging indien nodig.

Ek glo egter dat die persone wat ons saak by die Portefeuljekomitee moet stel, ingelig sal wees en dat hulle hulle goed van hul taak sal kwyt en indien die regering met ’n oop gemoed die beraad bywoon, kan dit baie vir die toekoms beteken.

Een ding staan egter soos ’n paal bo water en ek haal Rodger A. Freeman aan: “If guns are outlawed only outlaws will carry guns!” Tyd sal egter leer of almal wat die beraad bywoon werkbare oplossings het.
