It was the coffee- brown pants that replaced the bil-lowing khaki shorts as the uniform of the Rashtriya Swayamsevak Sangh (RSS) that grabbed headlines after the recently concluded annual meeting of the Sangh Parivar (RSS and its affiliates), held in Nagaur, Rajasthan, between March 11-13. A variation in the nonagenarian Sangh’s attire was seen as not just a sar-torial change. It was examined for what it signalled, analysed for subliminal messages and eventually ap-praised as a touchstone of the Sangh’s willingness to change its image from that of an orthodox, archaic outfit. While the Parivar was amused by the attention its new attire fetched, it was comforted by the fact that its resolutions — passed after several amend-ments — pushing for accessible, affordable and qual-ity healthcare and education, and social harmony and its declaration placing women at par with men did not go unnoticed. But should these announcements and the long-awaited change of uniform be read as indicators of the Sangh’s changing stance? Has the Sangh, which has periodically raised and consistently nurtured the idea of a ‘Hindu Rashtra’ stepped away from its core ideology? “The changes are cosmetic; they are essentially tokenism. The Sangh continues to be a religious, chauvinistic outfit that still believes that Indian Muslims and Christians are somehow in-ferior, and (live) in an imagined, glorified past where Hindus knew all and showed to the world everything from literature to mathematics and science…so the core of that ideology has not changed,” says Ram-achandra Guha, historian and writer. To be truly mod-ern, the Sangh will have to recognise every individual as equal irrespective of “gender, caste and sexuali-ty” says Guha. For the RSS brass and its cadres too the new uniform, as also the stand on issues such as women’s rights and caste-based quotas, do not sig-nal change. These are not attempts to stay relevant, but simply in line with the Sangh’s ideology of keep-ing up with the times, they say. “We are not rigid and take decisions according to the time,” RSS general secretary Suresh Bhaiyyaji Joshi emphatically stated, announcing the new ‘ganavesh’ (uniform) in Nagaur. He was reluctant to term these decisions as an attempt to woo the youth by raising contemporary issues. It is with complete sangfroid that J Nandakumar, in-charge of the publicity wing, dismisses the charge that the RSS has changed its stand on social issues like wom-en’s right and the need to eradicate casteism, to stay relevant. “More than 20 years ago in Kerala, the Sangh campaigned for those not born in so-called high caste families to be allowed to become temple priests.

Gold jewellers and associations across the coun-try called off their 18-day strike over the levy of 1% excise duty on gold jewellery, on late Saturday night after the government’s assurance that they will not be harassed by the tax officials. The gov-ernment also assured the jewellers that they will form a three-member committee to address the concerns, which will submit a report in the next 60 days. However, despite this, some jewellers have already started receiving tax notices from the excise duty department, a report by Business Standard says. The tax notices demand jewellers to furbish details of their balance sheets, details of turnover over the last two years, expected turnover for March 2016, copies of income tax, value add-ed tax and sales returns for 2014-15 and 2015-16. A jeweller who didn’t wish to be named has said in the report, “there’s a huge disconnect between policy makers and the tax officials. We do not want

Amid frequent allega-tions by Congress about deteriorating quality of education in Gujarat due to lack of teachers, the state government has admitted a shortfall of more than 13,000 teach-ers in the state-run pri-mary schools. As per the data tabled by the government in the Gu-jarat Assembly recently, a total of 1,67,461 pri-mary school teachers are working against the total sanctioned strength of 1,80,601 teachers across the state. These figures indicate 13,140 posts of primary teachers are still lying vacant in the state.

The district-wise data has revealed that remote districts of Kutch and Banaskantha followed by tribal districts of Panch-mahal and Dahod are the worst hit in terms of vacant posts of primary teachers. In Kutch, 2,724 posts are lying vacant while 1,741 posts are not filled up in Banaskantha. These districts were fol-lowed by Panchmahal, where 935 posts are va-cant, and Dahod, where 912 teachers are not re-cruited yet. As per anoth-er set of data tabled in the Assembly by the BJP-led state government, there is a shortfall of more than 2,400 teachers of math-ematics and science sub-

jects in upper primary schools (6 to 8 standard). The data suggested that the government is yet to recruit 2,413 teachers who can teach maths and science subjects in gov-ernment-run upper prima-ry schools across the state. Banaskantha once again topped the charts with a shortfall of 404 teachers for the above subjects, followed by Panchmahal (382), Ahmedabad (230) and Dahod (203). The issue of vacant posts of primary teachers has been raised several times by Congress in and outside the Assembly, as the Op-position alleged that the government was not do-ing enough in this regard.
