DAYwhat is the principal agenda driving the Bihar election?

All eyes are on Bihar. The reform agenda of the Narendra Modi government will depend on the out-come of this closely fought election. Since the suc-cess of the JP movement in the 1970s, the political and electoral complexion of Bihar has had national resonance. It is likely that the Bihar poll outcome will have a domino effect in the Hindi heartland, particularly in Uttar Pradesh, where elections are scheduled in 2017. So, what is the principal agenda driving the Bihar election? Some maintain that the political formation led by Nitish Kumar and Lalu Prasad is raking up caste in the name of Mandal part two. A couple of months earlier, this formation, they say, vitiated the provincial political discourse by insisting that the Union government reveal caste-wise details of the socio-economic census. Prime Minister Modi maintains that Mandal repre-sented the collapse of the state and the lawlessness resulting in “jungle raj”. He argues that Mandal 2 will entail “rojana jungle raj ka darr”. This implies that the development agenda will be replaced by caste-centric lawlessness if the RJD-JD(U)-Con-gress combine wins. What is unsaid is that Mandal in Bihar was co-scripted by Lalu Prasad and Nitish Kumar, the poster boys of the Mandal Commis-sion and development respectively. When Nitish crafted the “coalition of extremes” with the BJP for the 2005 assembly election and persisted with it in 2010, it was described as a pro-development platform. The coalition was fractured when Nitish broke with the BJP. Later, when Nitish wanted to build a “coalition of the poor and marginalised”, it was referred to as a configuration of chosen castes. With Lalu as a significant part of the coalition, the maha gathbandhan is seen as an “out-and-out caste coalition”. Since the 2014 general election, the BJP has been active in co-opting different marginal and subaltern castes in UP and Bihar. After Kalyan Singh, a powerful backward caste leader, was marginalised in UP, the BJP declined to the fourth position in the state’s electoral map. That led to the BJP crafting its political strategy of co-opting the backward castes in the Hindi heart-land, executed with precision by BJP chief Amit Shah. A historical figure like Mauryan emperor Ashok was identified as hailing from the Kush-waha caste. The BJP government issued a stamp on him and his caste antecedents were highlighted at functions in Patna. Yet, the BJP is absolved of caste-centric mobilisation.

India’s annual wholesale inflation for September firmed up slightly at (-) 4.54 percent from (-)4.95 percent for the previous month, official data re-leased on Wednesday showed. The annual infla-tion rate, based on the official wholesale price index (WPI), was ruling at 2.38 percent in Sep-tember, last year. The slight firmness was attribut-ed to rising prices of onions, pulses, milk, egg, meat and fish, which have continued to hit house-hold budgets. On a month-on-month basis, the annual rate of inflation has been in the negative territory since November last year. The data fur-nished by the Ministry of Commerce and Indus-try, revealed a revised rate of the headline infla-tion for July. The WPI inflation was revised lower to (-) 4.00 percent from (-) 4.05 percent which was reported on August 14, this year. For the last six months, the revised WPI data has been (-)0.95 percent in January, (-)2.06 percent in February to (-)2.33 percent in March to (-)2.43 percent in April, (-)2.20 percent in May, (-)2.13 percent in June and (-)4.00 percent in July.

German luxury carmaker Mercedes-Benz today said the emission scandal involving compatriot Volkswagen cannot be a reason to question capabil-ities and technical advances of diesel engine tech-nology. The company, which reported 34 per cent increase in sales in January-September this year, also said the scandal has not affected sales of its diesel vehicles in India. “This scandal has nothing to do with the performance (of diesel car sales)... I don’t believe that (scandal) is a reason to question capabilities and technical advances of what you can do with diesel,” Mercedes-Benz India MD and CEO Roland Folger told reporters here. Volkswa-gen had admitted to employing a ‘defeat device’ in over 11 million diesel vehicles sold in the US, Europe and other markets which led to manipula-tion of emission tests. The company is facing fines of up to USD 18 billion in the US. When asked if sales have been affected by the scandal, he said: “We at Mercedes have not seen any impact on our diesel sales at all.”

On the auspicious occasion, people lined up outside car and bike showrooms to take deliveries on the first day of Navaratri on Tuesday across the state. According to rough esti-mates, more than 3,000 cars and over 7000 two-wheelers were de-livered in the state on the first day of Navratri with Ahmedabad accounting for over 30% of the deliv-eries. “We delivered 250 cars and 500 two-wheel-ers on the first day of Na-varatri across our count-ers in Gujarat - mostly in Ahmedabad,” said Sukh-bir Bagga, director of a dealership group which has showrooms across the state. “We recorded deliv-eries of 527 cars across the state, of which over 150 cars were delivered

in Ahmedabad followed by about 70 in Vadoda-ra,” said Rupen Chhaya, general manager of anoth-er car dealership group. However, auto dealers claimed that there was minimal rise in sales com-pared to last year. The Supreme Court on Tuesday upbraided sacked Gujarat IPS of-ficer Sanjiv Bhatt for giving a “tutored” state-ment to a court-appoint-ed special investigation team probing the 2002 post-Godhra riots and attempting to implicate Prime Minister Narendra Modi in the case. A two-judge bench of Chief Jus-tice HL Dattu and Justice Arun Misra said Bhatt acted in “deliberation and consultation with” the leaders of the opposition political party, NGO ac-tivists and mediapersons to furnish false evidence to prove he was pres-ent at the February 27, 2002, meeting chaired by Modi, who was then Gu-jarat chief minister. “Ex-change of e-mails which are self-explanatory in-dicates that the petitioner was in active touch with leaders of rival political party, NGOs; their law-
