You are new in Roeselare. Welcome! You

submit your address to the Dienst Bevolking

(vreemdelingen) (=Registry Offi ce (foreigners

affairs)) of the city. You can fi nd the offi ce in the

town hall. This is mandatory. Bring your identity

papers: identity card, passport, visa or docu-

ments from Fedasil. Take a ticket at the pillar in

the town hall. Press ‘vreemdelingen/étrangers/

foreigners’.

The community policeman comes over. He

checks whether you live at the address you

have submitted. Subsequently you receive a let-

ter from the Registry Offi ce (foreigners affairs).

They ask you to come to the town hall. Then

they can complete your residence papers.

Je bent nieuw in Roeselare. Welkom! Je geeft

jouw adres op aan de Dienst Bevolking (vreem-

delingenzaken) van de stad. Je vindt die dienst

in het Stadhuis. Dit is verplicht. Neem je iden-

titeitsdocumenten mee: jouw identiteitskaart,

paspoort, reispas en visum, of documenten van

Fedasil. Neem in het stadhuis een ticket aan

de zuil. Druk op ‘vreemdelingen/étrangers/fo-

reigners’.

De wijkagent komt langs. Hij controleert of je op

het opgegeven adres woont. Daarna krijg je een

brief van de Dienst Bevolking (vreemdelingenza-

ken). Zij vragen jou om langs te komen op het

stadhuis. Dan kan men jouw verblijfsdocumen-

ten in orde maken.

2| Documents

In Belgium everyone receives an identity card at the age of 12. You have to carry that identity

card with you at all times. Some people don’t

receive an identity card (yet), e.g. asylum seek-

ers. They receive different residence papers.

They are also obliged to carry these papers

with them at all times. Children who have Bel-

gian citizenship and who are under 12 can ob-

tain a kids-ID.

You want to use deeds and documents from

your own country. Some deeds and documents

have to be authenticated or even translated.

The Registry Offi ce will provide you with all the

information required.

In België krijgt iedereen vanaf 12 jaar een iden-titeitskaart. Die identiteitskaart moet je altijd

bij je hebben. Sommige mensen krijgen (nog)

geen identiteitskaart, zoals asielzoekers. Zij

krijgen andere verblijfsdocumenten. Zij moeten

die documenten ook altijd bij zich hebben. Kin-

deren met de Belgische nationaliteit en jonger

dan 12 jaar kunnen een kids-ID krijgen.

Je wil akten en documenten uit jouw land kun-

nen gebruiken. Sommige akten en documenten

moeten gelegaliseerd of zelfs vertaald worden.

driver’s licenseIn order to drive a moped or a car you need a

driver’s license. People from certain countries

can have their national driver’s license validated

or exchanged. This can be done at the Registry

Office. This service has a list which mentions all

the countries that issue a driver’s license which

is valid in Belgium.

RijbewijsOm te rijden met de bromfiets of met de wagen

heb je een rijbewijs nodig. Personen uit bepaal-

de landen kunnen hun nationaal rijbewijs geldig

laten verklaren of omwisselen. Dat kan op de

Dienst Bevolking. Deze dienst heeft een lijst

waarop de landen vermeld staan die een rijbe-

wijs afleveren dat geldig is in België. Personen

uit landen die niet op de lijst staan, moeten hun

theoretisch en praktisch examen afleggen.

3| Accommodation

Many people want to rent a house. This is

not always that easy. Sometimes you will see

houses with a ‘for rent’ sign. In the newspaper,

the weekly magazines or the advertisers and on

the internet you can fi nd advertisements. Real

estate agencies are specialized in renting out

or selling houses. There is a list with houses

which are offered on the private market. This

list can be requested for free from the Woondi-

enst (=Accommodation service).

Do you have questions regarding your lease?

The Woondienst (=Accommodation service)

can help you with this. In the lease you make

agreements about the price, the deposit, the

rental period, the costs of water, electricity and

heating, the fi re insurance, etc.

Most landlords ask for a deposit. This is a fi xed

sum – with a maximum of two months rent –

you have to settle with the landlord. When you

stop renting, this sum is returned to you, ex-

cept when the house is damaged. Then (part

of) the deposit can be used to pay for the dam-

ages. Before you rent a place, it is best to make

a description of the current state of the house.

3| Wonen

Heel veel mensen willen een woning huren.

Dat is niet altijd zo gemakkelijk. Je ziet soms

woningen waar een bordje ‘te huur’ uithangt.

In de krant, de week- of advertentiebladen en

op internet staan aankondigingen. Immobiliën-

kantoren zijn gespecialiseerd in het verhuren of

verkopen van woningen. Er bestaat een lijst met

woningen die te huur worden aangeboden op de

privémarkt. Die lijst kun je gratis krijgen op de

Woondienst.

Heb je vragen over jouw huurcontract? De

Woondienst kan je hierbij helpen. In het huur-

contract maak je afspraken over de prijs, de

waarborg, hoelang je wil huren, de kosten van

water, elektriciteit en verwarming, de brandver-

zekering,…

De meeste verhuurders vragen een waarborg.

Dit is een bepaald bedrag – maximaal twee

maanden huur – dat je moet betalen aan de

verhuurder. Wanneer je stopt met huren, krijg

je dit bedrag terug. Behalve wanneer de woning

beschadigd is. Dan kan men (een deel van) de

huurwaarborg gebruiken om de beschadiging te

betalen.

Voor je huurt, maak je best een beschrijving op

van de toestand van de woning.

You can also apply for a council estate. This is

usually cheaper. Council estates are not always

available. Sometimes you have to wait for a long

time until you can rent such a house. In Roese-

lare, you can contact ‘De Mandel’ for this.

You can also apply for help with the Sociaal Ver-

huurkantoor (SVK) (=Social Rental Office). The

SVK rents out houses to families who have a

hard time finding a house. They rent out quality

houses at affordable prices.

Alle informatie over premies (verhuispremie, in-

stallatiepremie en huurtoelage) kun je krijgen bij

de Woondienst. Soms heb je recht op een huur-

subsidie. Vraag dit ook na bij de Woondienst.

Sommige mensen hebben heel veel moeite om

een woning te vinden. Dan kan een woonbuddy

hen hierbij ondersteunen. Woonbuddy’s zijn

mensen die jou op vrijwillige basis helpen met

het zoeken naar een woning (bv. helpen telefo-

neren, mee ter plaatse gaan om een woning te

bekijken,…). Informatie hierover vind je ook bij

de Woondienst.

Je kan je ook inschrijven voor een sociale woning.

Die is meestal goedkoper. Sociale woningen zijn

niet altijd beschikbaar. Je moet soms lang wach-

ten voor je zo’n woning kan huren. In Roeselare

kun je hiervoor terecht bij ‘De Mandel’.

gezinnen die het moeilijk hebben om een woning

te vinden. Zij verhuren kwaliteitsvolle en betaal-

bare woningen.

bond (=Union of Tenants) has a meeting day in

the offices of the Woondienst (=Accommoda-

heatingDuing the winter it is cold. You can heat up your

house using gas, domestic fuel oil, electricity,

wood or coal. Gas is provided by Gaselwest.

Every month or every three months you will pay

an advance on your invoice. After a year your to-

tal consumption is settled on your final invoice.

Domestic fuel oil, wood or coals have to be or-

dered from a supplier. You can find them in the

phone book (the White Guide).

Whoever uses electricity for heating, pays an

advance on his electricity invoice each month or

every three months.

After a year your total consumption is settled

on your final invoice.

television and telephoneIf you want to watch television, you have to see

to the connection of your television. You can opt

for regular television distribution, digital televi-

sion or satellite television. There are different

companies which provide this:

For your fixed and/or mobile telephone connec-

tion you also have to choose between different

providers: Belgacom, Telenet, Mobistar, Prox-

imus, Orange, etc. Contact the nearest outlets

in your area for information. Their addresses

and telephone numbers can be found in the

phone book.

VerwarmingTijdens de winter is het koud. Je kan je huis ver-

warmen met gas, huisbrandolie, elektriciteit,

hout of kolen. Gas wordt geleverd door Gas-

elwest. Je betaalt dan maandelijks of per drie

maanden een voorschot op jouw factuur. Na een

jaar wordt jouw totale verbruik afgerekend op

jouw eindfactuur.

Huisbrandolie, hout of kolen moet je bij een

verdeler bestellen. Je vindt die in het telefoon-

boek (de Witte Gids). Wie elektrisch verwarmt,

betaalt maandelijks of per drie maanden een

voorschot op de elektriciteitsfactuur. Na een

jaar wordt jouw totale verbruik afgerekend op

jouw eindfactuur.

Registration of birthYou have to register the birth of a baby. This

registration must, if possible, be done by both

the mother and the father.

It can also be done by the father alone:

KraamgeldVraag bij de aangifte van het kind ook of je recht

hebt op kraamgeld. Dit is een premie die je 1

keer ontvangt wanneer je baby geboren wordt.

Je kan dit doen vanaf de 6e maand van de zwan-

gerschap tot 5 jaar na de geboorte. Het helpt je

de kosten van de geboorte te betalen. Je kunt

kraamgeld krijgen bij de geboorte van elk kind.

Het bedrag dat je ontvangt is voor elke kind

verschillend. Vraag informatie bij het kinderbij-

slagfonds.

KinderbijslagWie wettelijk in België verblijft, kan elke maand

kinderbijslag ontvangen. Dit is een financiële

tegemoetkoming voor de kosten die kinderen

KinderopvangEr zijn 2 soorten kinderopvang: voorschoolse

kinderopvang en buitenschoolse kinderopvang.

Voorschoolse kinderopvang is voor baby’s van 0

tot 3 jaar. Buitenschoolse kinderopvang is voor

kinderen die al naar school gaan. In de kinder-

opvang zorgt men voor jouw kind terwijl jij gaat

werken, studeren, winkelen, solliciteren,… De

kinderen worden er verzorgd door goed opge-

leide personen. Voor deze kinderopvang moet je

betalen. Ben je op zoek naar opvang voor je kin-

Het meldpunt Kinderopvang is een website. Je

kan er een opvang vinden voor kinderen van 0

In Belgium there is compulsory education for all

children between 6 and 18 years old. From the

age of 2.5 your child can enter nursery class. In

nursery class children are prepared for primary

education in a playful manner. Nursery school is

Nieuwkomers (=Reception Classroom for Non-

native Speaking Newcomers). In the OKAN class

children who don’t master Dutch well enough to

follow at school are educated. Children can enter

the OKAN classes from the age of 12. Children

who are new in Belgium and meet a number of

conditions, can take OKAN classes for 1 entire

school year at most. After 1 entire school year

they should master Dutch sufficiently to finish

the libraryIn the library you can borrow books for free.

You have to pay a membership fee fi rst, though.

From the age of 18, this costs 2.5 euros per

year. People under 18 don’t have to pay a mem-

bership fee. You have to pay to borrow DVD’s.

You also have the possibility to access the in-

ternet one hour per day for free. More than one

hour on the internet costs 1 euro. There is a

youth library and an adult library. There are also

several books available in other languages. You

can also borrow books which are specifi cally

written for people who study Dutch. There are

two main libraries in Roeselare and there are

branches in Beveren, Rumbeke and Godelieve.

As of 2013 there will be a new library: the bib-

de bibliotheekIn de bibliotheek kan je gratis boeken ontlenen.

Je moet wel eerst lidgeld betalen. Vanaf de

leeftijd van 18 jaar kost dit 2,5 euro per jaar.

Wie jonger is dan 18 moet geen lidgeld betalen.

Voor het ontlenen van dvd’s moet je betalen. Je

kan er ook een uur lang per dag gratis op het

internet. Langer dan een uur surfen op het in-

ternet kost 1 euro. Er is een jeugdbibliotheek en

een bibliotheek voor volwassenen. In de biblio-

theek zijn er ook een aantal boeken verkrijgbaar

in andere talen. Je kan er ook boeken ontlenen

speciaal voor mensen die Nederlands leren. Er

zijn twee hoofdbibliotheken in Roeselare zelf en

er zijn afdelingen in Beveren, Rumbeke en Gode-

lieve. Vanaf 2013 is er een nieuwe bibliotheek:

An SIS-card or health insurance card is also a

mandatory document. Everyone who resides in

Belgium legally, must have a health insurance

card (except for certain asylum seekers). The

card is needed, for instance, to buy medicines.

It is proof that you are registered with a health

service.

doctor. You can choose a doctor yourself. The

doctor always gives consultations. That’s when

he/she receives you in his/her home. Are you

not able to move? Then the doctor will come

to your house. This will cost a little extra. The

government requires everyone to have a fi xed

doctor. This doctor will manage your global

medical fi le (=GMD). If you always consult the

same doctor, it is slightly cheaper.

The decease of a loved one is always a tough

moment in life. When someone passes away,

it is always best to contact a doctor. He has to

declare death offi cially. When someone passes

away, a number of people and services must

be notifi ed. You can do this yourself or you can

ask an undertaker to do so. In any case, the

decease must be reported to the Registry of

Deaths in the city hall of the place of death.

met al je vragen over de 7 begraafplaatsen van

Er is een kinderbegraafplaats, een columbarium,

een urnenveld en een strooiweide voorzien.

Er is ook een apart perceel voor islamitische

begrafenissen voorzien op de begraafplaats in

Beveren.
