Dat we leven in een democratie vinden we met zijn allen heel vanzelf-sprekend. Maar dat is het allesbehalve. Bovendien leeft iedereen uitein-delijk in een betrekkelijke democratie en is de ene democratie de andere niet. Volgens de letterlijke betekenis van het uit het Grieks afkomstige begrip hebben we het over volksheerschappij en heeft iedereen evenveel recht om regels vast te stellen en beslissingen te nemen in het algemeen belang. De praktijk is natuurlijk stukken weerbarstiger. Sommige landen laten zich voorstaan op hun gelijkheidsbeginsel, maar doen het niet zo goed op de Global Democracy Ranking. Zo staat de Verenigde Staten niet eens in de top tien, wat regisseur Marc Silver, maker van 3½ Minu-tes, 10 Bullets goed kan begrijpen, zo blijkt uit het gesprek met zijn Alge-rijnse Malek Bensmaïl (El Watan). 6 Ware democratie is niet zo eenvou-dig - probeer maar eens een fabriek te runnen zonder leiding, waarbij alle beslissingen in vergadering worden genomen. 9 Regels en hiëarchie zijn, zo lijkt het, onontbeerlijk voor een handzame samenleving, zelfs al leidt dat tot bureaucratische molochen als het Europarlement. 11 Want een bestuur op basis van eerlijke volksvertegenwoordiging is natuurlijk altijd te verkiezen boven een op corruptie en machtswellust gebaseerde rege-ring. 15 Om de weg naar een eerlijke, leefbare en bruikbare democra-tie te vergemakkelijken, maakten we een handleiding, aan de hand van films uit het IDFA-programma. 12 En om te bewijzen dat het er op IDFA in elk geval behoorlijk democratisch aan toe kan gaan, zochten we ook nog even uit wat volgens het publiek de beste films van IDFA waren in deze eeuw - one man one vote.

In de Vrien-den Salon vraagt Hanneke Groenteman regisseur Morgan Knibbe en de sounddesig-ners Vincent Sinceretti en Taco Drijfhout om de soundtrack te ontleden van hun film Those Who Feel the Fire Burning (2014). Oxfam Novib selecteerde drie IDFA-films die aansluiten op de activiteiten van de mensenrech-tenorganisatie. De film This Changes Everything van de Canadese activist Naomi Klein richt zich op de bijvangst van de zorg over het klimaat, die kan leiden tot een ingrijpende verandering van het economisch systeem. Dinsdag is de vertoning van Walls waarin inwoners, vluchte-lingen en bewakers van grensgebieden worden geportretteerd. Wie goed beslagen ten ijs wil komen, kan die ochtend al terecht in de Brakke Grond voor lezingen over migratie- en vluch-telingenproblematiek. BlauwbekkenVoor het eerst is IDFA dit jaar ook present in de Tolhuistuin, in Amsterdam-Noord. Filmvertoningen van I Am the Blues en Ma-vis!, met aansluitend Q&A met de makers, veranderen de maandagavond in een gloedvol avondje uit. Dinsdag staat er een stevig potje geopolitiek op het programma: na vertoning van Poverty Inc. bespreken hoofdredacteur Lonneke van Genugten van duurzaamheids-magazine OneWorld en Katrien Coppens van Artsen Zonder Grenzen de voors en tegens van ontwikkelingshulp; daarna is er aandacht voor de impact van Tsjernobyl naar aanlei-ding van The Russian Woodpecker. Wolf en duivelDocumentaires over kunst vinden al 20 jaar hun weg naar NTR-programma Het Uur van de Wolf. Om dat te vieren is het tv-pro-gramma in Tuschinski opgerekt tot ‘Avond van de Wolf ’, waarin maar liefst drie actuele films over eigenzinnige kunstenaars worden vertoond. Variërend van het mysterie rond de middeleeuwse schilder in Jheronimus Bosch – Touched by the Devil via de innerlijke pijn van Boudewijn de Groot – Come Closer tot aan de heftige vernederingen van blueslegende Janis: Little Girl Blue. De Palestijnse danser Maher Shawamreh gaat door het leven als elektrotechnicus. In Toomas Järvets documentaire Rough Stage zien we hem echter zijn droom najagen, onder andere op straat, midden tussen het verkeer. Ikke ikke...Een beetje zelfvertrouwen is mooi meegeno-men, maar wat als egocentrisme ziekelijke vormen aanneemt? Na de vertoning van A Strange Love Affair With Ego op maandag vertelt regisseur Ester Gould aan filmkenner Hans Beerekamp over haar eigen zoektocht naar het ‘ik’. Ook de bevolking van het perfecte Zweden blijkt alleen maar met zichzelf bezig. The Swedish Theory Of Love betoogt dat doorgeschoten individualisering eenzaamheid in de hand werkt. ...en de rest...Politici zijn natuurlijk zakkenvullers, maar het democratisch proces is ook geen katten-pis. In Democracy worden jonge Europar-lementari rs gevolgd op het moeizame pad naar een nieuwe privacywet. Na de vertoning maandag praat oud-politicus Boris Dittrich met regisseur, hoofdpersoon en een mensen-rechtenadvocaat over het belang van data- en privacywetgeving. Een Grieks experiment met directe democratie door fabrieksarbei-ders komt dinsdag aan bod in Next Stop: Utopia. Na de vertoning spreekt Grieken-land-correspondent Ingeborg Beugel met regisseur Apostolos Karakasis over de kracht van solidariteit en zelfbestuur. Maandag 23 november 16:30 Brakke Grond Expozaal.

...moet slikken?De gevreesde uithuwelijking van Sonita in de gelijknamige film is het onderwerp van discussie in de Balie. De 18-jarige Afghaan-se wil graag rapper worden, maar haar ouders hopen op een lucratieve uithuwe-lijkingsdeal. Welke weerslag gedwongen huwelijken hebben op meisjes en wat we-reldwijd de maatschappelijke gevolgen zijn, wordt besproken na de filmvertoning van Sonita. Mabel van Oranje leidt de discus-sie met experts – en de hoofdpersoon zelf. Maandag 23 november 14:00 De Balie

Ze beweegt misschien iets minder gracieus dan de hoofdpersonen in zijn film Varicella, maar dat weerhoudt regisseur Victor Kossakovsky er niet van haar aan te moedigen: de Noorse protagonist uit de documentaire Dancing for You die een korte demonstratie gaf van haar kunnen. Ze deed dat om wat energie kwijt te raken van de Hollandse cupcakes die de Russi-sche regisseur uitdeelde bij Docs for Sale. Barbers Burgemeesters

Na tweeënhalf jaar krijgt het burgemeestersparlement van politicoloog Benjamin Barber voet aan de grond. En naar alle waarschijnlijkheid in Nederland. Dat vertelde de wereldberoemde Amerikaanse politicoloog bij een Q&A in de Kleine Komedie, waar de films die hij voor IDFA selecteerde worden vertoond. Barber schreef het boek If Mayors Ruled the World, waarin hij betoogt dat burgemeesters beter in staat zijn de problemen van de hedendaagse samenleving op te lossen dan leiders van nationale overheden. Daarom bedacht hij het burgemeestersparlement. Volgend jaar zou de inaugurele bijeenkomst moeten plaatsvinden tijdens een congres met 75 tot 125 burgemeesters, van steden tussen 50 duizend en twintig miljoen inwoners, waaronder Nederlandse burgemeesters van de grote steden.De politicoloog zei in de Kleine Kome-die dat dat congres naar alle waarschijn-lijkheid in Nederland wordt gehouden, hoewel hij het opmerkelijk vond dat Nederlanders hun eigen burgemeester niet kunnen kiezen. Hij had wel respect voor de burgervaders; hij roemde met name Ahmed Aboutaleb, vanwege zijn rol als eerste Marokkaans-Nederlandse burgemeester en zijn persoonlijke band met Rotterdam. (OL)

In 3½ Minutes, 10 Bullets belicht documen-tairemaker Marc Silver de controversiële rechtszaak in Florida tegen Michael Dunn, die de zeventienjarige Afro-Amerikaanse Jordan Davis doodschoot na een woor-denwisseling over luide muziek. In Checks and Balances van Malek Bensmaïl volgt de camera Omar Belhouchet, hoofdredacteur van El Watan (‘de Natie’) een van de weinige onafhankelijke dagbladen in Algerije. Beide documentaires reflecteren op misstanden in de samenleving.

BamakoIn de aanloop naar het gesprek komt de gijzeling van een groep mensen in een hotel in Bamako ter sprake. Het is de reden dat Bel-houchet nog niet is aangeschoven. Je kan de journalist wel uit de newsroom halen, maar de newsroom niet uit de journalist. Zijn vier da-gen in Amsterdam als gast van IDFA zijn een ware opoffering. Hij kan bij El Watan tijdelijk niet met de scepter zwaaien zoals we hem zien doen in de documentaire. Discussies met staf-

leden zal hij telefonisch moeten voeren en de kaders zullen door de adjunct-hoofdredacteur moeten worden ingevuld. Bensmaïl steekt een verhaal af over demo-cratie in Algerije, precies het onderwerp dat Belhouchet zo graag belicht: ‘Het is inmid-dels duidelijk dat je democratie niet kan forceren. Maar ze ontstaat ook niet spontaan. Ik ben als documentairemaker al twintig jaar met dit enigma bezig, sinds de onlusten in de jaren negentig. Sindsdien is het land iets democratischer geworden, met na de Arabische Lente meer ruimte voor vrije pers. Maar democratie, zoals de Grieken zich dat ideologisch voorstelden, is nog ver weg.’Silver: ‘Mijn film speelt zich af in de meest bekende democratie ter wereld. Maar een democratie die zeer ondemocratisch is.’ In de rechtszaak tegen Michael Dunn gaat het am-per om de motieven van de dader; de verde-diging is vooral bezig met het besmeuren van de reputatie van het overleden slachtoffer en dat wordt breed uitgemeten in nieuwsrepor-tages. Silver vervolgt: ‘Democratie bepaalt

bij wie het recht wél en niet wordt toegepast.’ Waarmee hij verwijst naar de grote kloof tussen zwart en wit in de Verenigde Staten.

RacistischDe mannen raken in een gesprek over elkaars achtergronden totdat Omar Belhouchet binnenkomt. Hij wordt trots geïntroduceerd door Bensmaïl: ‘Belhouchet is een verzets-strijder, die altijd oppositie heeft gevoerd met zijn krant en die in de jaren negentig aansla-gen wist te overleven.’ Vervolgens introdu-ceert Bensmaïl Marc Silver en vertelt hij desgevraagd waar diens film over gaat: ’Een racistische schietpartij, waarbij een zwarte tiener om het leven komt.’ Dan wordt er weer kort geschakeld naar de situatie in Mali. Sil-ver vraagt Belhouchet of de gijzeling gelinkt kan worden aan de aanslagen in Parijs, maar ook de journalist heeft nog te weinig infor-matie voor een genuanceerd antwoord. Vervolgens gaat het over media en vooral de perceptie van media. Silver: ‘In de Verenigde Staten kreeg de rechtszaak de naam Het-pro-

ces-van-de-luide-muziek, als onderdeel van een narratief dat door de media was bedacht. In retrospectief had de rechtszaak nooit zo mogen worden genoemd. Racist-schiet-tie-ner-dood was een betere naam geweest.’ Die perceptie van de rechtszaak heeft vooral te maken met de onveranderlijkheid van de publieke opinie in Amerika, waar men graag vasthoudt aan het rechtvaardig doden. Wie een wapen ziet, of denkt te zien, heeft het recht te vuren. Daardoor ligt de focus bij het slachtoffer en niet bij de dader, zeker als het een Afro-Amerikaan betreft. Bensmaïl vertelt hoe je die halsstarrige houding van het publiek kan proberen te veranderen: ‘Bij ons is het aan de pers om te laten zien hoe publiek en justitie tegen zaken als het vrije woord moeten aankijken. Democratie is hard werken, zeker als er – zoals in Algerije – amper sprake is van men-senrechten. Ons justitieel apparaat verschilt significant van dat van westerse landen.’ Silver reageert: ‘Het is opvallend hoe jij en ik als filmmakers aan verschillende kanten van

‘ Democratie ontstaat niet spontaan’

het spectrum zitten. Algerije heeft met El Watan het streven democratischer te worden, terwijl Amerikaanse media bijdragen aan de uitholling van democratie.’

SegregatieDe strijd die El Watan voert voor meer democratie is geen eenvoudige, vertelt Belhouchet: ‘Er is geen transparantie in Algerije, net zo min als in de Arabische wereld en Afrika. De politieke systemen zijn autoritair en dictatoriaal. De overheid valt de persvrijheid aan. En ze bedenkt regels en wetten om de onafhankelijke journalistiek te decimeren, terwijl overheidsminnende kranten geld toe krijgen.’ Het doet Silver denken aan hoe de segregatie in Ameri-ka in stand wordt gehouden: ‘De huidige zelfverdedingswet, waarbij je een wapen mag gebruiken, ook als er alternatieven zijn, heeft diepgaande implicaties voor Afro-Ameri-kanen.’ Bensmaïl reageert: ‘Er is een soort apartheid.’ Belhouchet brengt nuance aan: ‘Je kunt analogieën maken tussen het Ame-

rikaanse en Algerijnse rechtssysteem, maar in Florida kun je niet even een rechter bellen om invloed uit te oefenen op het vonnis.’ Silver erkent: ‘Er zijn grote verschillen. En in Amerika kan de publieke opinie nog invloed uitoefenen op de politiek.’

Dat is precies wat nu in Amerika gebeurt. Wapenbezit en de zelfverdedigingswet zijn continu in het nieuws. Betekent dat een ein-de aan de misstanden? Silver: ‘Wanneer je de huidige zelfverdedigingswet én perceptie van zwarte mensen combineert, krijg je het soort incidenten in mijn film. De manier waarop we ras waarnemen gaat zeker veranderen. Maar wat wapenbezit betreft, denk ik dat de starre houding blijft. Het is ironisch dat wanneer er schietpartijen plaatsvinden, de verkoop van wapens omhoog schiet. Mensen hebben een gerechtvaardigde angst, maar hun reactie werkt averechts. Een paar dagen geleden merkte Donald Trump nog op dat als mensen tijdens de aanslagen in Parijs wapens hadden gedragen, de schade had

kunnen worden beperkt. Het is die exploita-tie van angst, die wapenverkopers gebruiken. Die loopt niet parallel aan de wijze waarop blanken in Amerika steeds positiever naar zwarte mensen kijken.’

DNABensmaïl: ‘Discriminatie bestaat overal, dus ook in Algerije. En dan vooral tegen die mensen uit de landen onder de Sahara-woes-tijn. Of mensen uit het Berber-gebied. Net als in de Verenigde Staten is er racisme, maar dan jegens West-Afrikanen die in Algerije komen werken of op doorreis zijn. Laatst is er nog een vrouw uit Kameroen verkracht. Er volgde geen rechtszaak.’ Silver knikt: ‘Het DNA van mijn verhaal zit in al dit soort verhalen. Ondanks dat mijn film een nauw-gezet, bijna forensisch onderzoek is, gaat het in essentie over onrecht en machtsstructuren over de hele wereld.’Tot slot rijst de vraag of het uitmaakt of je als documentairemaker als buitenstaander of als insider opereert. Bensmaïl: ‘Ik woon in

Frankrijk. Er is in Algerije sowieso geen geld voor films. Maar ik film in Algerije, omdat ik het land in alle opzichten zie als een huis dat nog gebouwd moet worden.’ Hij richt zicht tot Silver: ‘Ik heb niet het idee dat ik iets anders doe dan jij. Het is hetzelfde gevoel.’ Silver herkent dat: ‘Als Londenaar in een klein dorp in Florida, ben ik ook een outsid-er. Mensen spreken me graag aan en zien me als iets exotisch. Maar als ik in de rechtszaal een blanke man zie, dan zie ik mijn kijkers-publiek en voel ik me een insider. Uiteinde-lijk maakt het niet uit. Net als Bensmaïl bespreek ik zaken die universeel zijn.’

Bij het opschonen van de computers op de film-academie klikt filmmaker Apostolos Karakasis op een rondslingerend videofragment van een van zijn studenten. Het is een interview met vakbondsman Makis Anagnostou, die vertelt over een nieuw initiatief bij de gesloten tegel-lijmfabriek in Thessaloniki. Karakasis gaat er een kijkje nemen en het verhaal blijkt ‘liefde op het eerste gezicht’: de werknemers overwegen hun werkplek te bezetten en met de aanwezige apparatuur een productielijn van natuurlijke schoonmaakmiddelen te starten. ‘Een sterk verhaal: je bent meteen benieuwd hoe dat gaat aflopen’, zegt Karakasis.Hoewel Anagnostou initiatiefnemer is, spreken de fabrieksarbeiders af dat niemand de leiding heeft en alle beslissingen in vergadering genomen worden. De afkeer van hiërarchische structuren en gedeelde frustra-tie over het voormalig mismanagement gaat zo ver dat een van de werknemers voorstelt het woord ‘ik’ niet meer te gebruiken. ‘Een romantische illustratie van het beeld dat de mannen voor zich zien.’Twintig dagen nadat Karakasis begint met filmen gaat de bezetting van start en dankzij grote mediabelangstelling wordt de fabriek al gauw symbool van zelfredzaamheid en solidariteit. Maar het aanvankelijk hartver-warmende arbeidersinitiatief lijkt geleidelijk spaak te lopen en onenigheid en onderling wantrouwen verdelen de groep.Het werkt dus voor geen meter, directe demo-cratie? ‘Die vraag wil ik graag open laten. Het is niet bedoeld als een droef stemmend verhaal; je kunt er ook een optimistische boodschap uit-halen’, zegt Karakasis. ‘Die dubbelzinnigheid zit al in de titel: het woord ‘utopia’ betekent zowel ‘volmaakte plek’ als ‘onbestaanbare plek’. Meer nog dan de fabriek weer laten draaien wilden de mannen gelijkwaardigheid en hun

stem laten horen. De steun en solidariteit die ze ontvangen, stemt juist hoopvol.’Karakasis wil niet zeggen of hij vindt dat democratie in dit geval heeft gefaald. Hij vertelt dat hij de complexiteit van democra-tisch samenleven in de film verbeeldt via de drie tegengestelde visies van zijn personages: de werknemer die de gok wel wil wagen, zijn collega-tegenstander die liever op safe speelt en de directeur die haar spullen terug wil.Daarnaast verhaalt de film volgens Karakasis ‘wat werkloosheid met je doet’. Bijna dertig procent van de Grieken heeft geen baan, een kwart van de fabrieken is dicht. Karakasis maakt zich ook zorgen: ‘Veel collega’s in de filmindustrie zitten zonder werk, ik geneer me als ik hen over mijn filmprojecten vertel. Je moet afscheid nemen van je comfortabele le-ven, je verantwoordelijkheid als kostwinner, waardigheid. Dat is wat de mannen in deze film proberen te voorkomen.’Karakasis dacht dat het project kon slagen: ‘Met solidariteit kun je veel voor elkaar krij-gen. Mensen houden van dit soort eigenzin-nige ondernemingen en geven graag steun.’ De oude lijmfabriek is nog altijd bezet en er wordt nog steeds – en nog steeds illegaal – zeep gemaakt. ‘Er is een Don Quichot-ach-tige groep overgebleven. Sommige oud-werk-nemers vonden het tijdverspilling, maar de anderen hebben zich juist kunnen ontwikke-len; ook al verdienen ze nauwelijks geld, het is beter dan niks doen.’ (OvD)

In een Franse buitenwijk zijn nergens ouders te beken-nen. Hierdoor ontstaat onder de kinderen op organische wijze de scheiding der machten. Hoewel de verhoudingen telkens veranderen in dit grillige kiesdistrict, soms per minuut, zijn de rechter, de president en de politieagent bij vlagen genadeloos in hun oordeel. (OL)

Nog geen anderhalf jaar geleden verwoestte IS alle kunstschatten van de Irakese stad Mosul. In deze installatie zijn de werken uit het museum virtueel hersteld: met gebruik van virtual reality-technologie bekijk je in het museum de objecten en videomateria-len, terwijl de voice-over vertelt over deze vernietigde kunst uit de antieke oudheid.In festivallocatie de Brakke Grond krijgt bezoeker Stein Damen de met sensoren en smartphone uit-geruste duikbril opgezet; zijn vriendin Elize Kerse-boom is al aan de beurt geweest. Het verhaal over de cultuurvernietiging door IS vond ze ‘aangrijpend’ en ook de sensatie dat je in een andere werkelijkheid zit,

maakte indruk: ‘Je wordt echt met al je zintuigen op scherp gezet. Er is een moment dat je op een hoog standpunt bent en als je dan omlaag kijkt zie je alleen lucht. Echt spannend.’Elize keek voor het eerst rond in zo’n virtuele omgeving, haar vriend Stein is door zijn werk als game-developer meer vertrouwd met de techniek: ‘Dit is het internet over tien jaar.’ Hij is opgetogen dat het project gebruikmaakte van crowdsourcing om beelden te verzamelen. ‘Zo is het door de gemeenschap zelf tot stand gekomen. En het is een mooi idee dat de daad van IS een beetje onderuit wordt gehaald. Toch een daad van protest.’

Democratie in actie: in David Bernets Democracy zien we hoe Europese wetgeving tot stand komt. De weg naar nieuwe privacyregelgeving is moeizaam en verrassend spannend.

De huidige Europese wetgeving voor de bescherming van persoonsgegevens stamt uit 1995, toen internet nog in de kinderschoenen stond: Google en wifi bestonden nog niet. In Democracy is te zien hoe de jonge Duitse Europar-lementariër Jan Philipp Albrecht de taak op zich neemt om voorstellen te schrijven voor nieuwe data- protection-richtlijnen. En hoe hij vervolgens collega-politici en allerhande lobby-isten op zijn dak krijgt: zowel van belangenorganisaties die vinden dat de privacyregels niet streng genoeg kunnen zijn, als van bedrijven die zo veel mogelijk persoonsgegevens willen en daar zo min mogelijk tegenwerking bij willen.‘Ik loop al tien jaar rond met het idee om een film te maken over de Europe-se instituties’, vertelt regisseur David Bernet. ‘Toen ik voor het eerst rond-

keek in Brussel, vond ik de complexi-teit van de procedures overweldigend. Ik begreep er niets van. Dus bedacht ik dat het interessant zou zijn het pro-ces van wetgeving te volgen. Omdat het een ingewikkeld onderwerp is, heb ik vooral de personen gevolgd die erbij betrokken waren. Dan wordt het echt een verhaal.’Bernet zegt dat het maken van de film hem veel geleerd heeft over democra-tie. ‘Ik kom uit Zwitserland, waar ik in mijn jeugd leerde dat democratie bete-kent dat de meerderheid regeert. Maar ik weet nu dat dat niet helemaal waar is. Er is een tweede principe: dat de minderheid bescherming geniet, dat er grondrechten zijn die individuen altijd beschermen – wát de meerderheid ook wil. Dat is essentieel. Er zijn genoeg zogenaamde democratieën die werken met besluitvorming via meerderheden,

maar waarin de burgers die basisbe-scherming niet hebben. Daarom zijn het geen echte democratieën.’Hij hoopt dat de film ook het beeld kan bijstellen dat mensen hebben van Europa. ‘De meeste mensen denken dat het in Brussel één grote bureau-cratie is. Dat is niet zo. Het is een dynamisch platform waar gepassio-neerde en slimme mensen belangrijke problemen aanpakken. Ik heb onlangs een aantal screenings in Duitsland gehad, waar mensen na afloop zeiden dat de film hen optimistisch stemde over het slagen van de Europese Unie. Dat vond ik fijn om te horen.’ (SM)

In het Oekraïense plattelandsdorpje Stara Zboerjivka is altijd wat te doen: een man zwaait met een bijl in de buurtwinkel, twee eenden worden gestolen en burenruzies moeten gesust. Gelukkig staan ‘sheriffs’ Viktor en Volodja – geen politieagenten, maar een soort stadswachten – paraat om de openbare orde te bewaken. Al-leen al het verschijnen van de twee lijkt de gemoederen te bedaren. Met engelengeduld luisteren ze naar buren die al lang vergeten zijn waar hun ruzie over ging en als de buurvrouw klaagt dat Vova alweer haar hond heeft opgegeten, wordt aan Vova’s keukentafel bij thee en een appelkoek besproken of hij een mogelijkheid ziet om misschien te stoppen met het eten van andermans honden. Met een bewonderenswaardig overwicht en vooral vriendschappe-lijkheid houdt het duo de gemeenschap in relatieve rust.Via de radio komt de oorlog in het oosten van Oekraïne steeds dichterbij en mettertijd druppelen ook in Stara Zboerjivka de

dienstoproepen binnen. De zes opgeroepen mannen uit het dorp hebben daar echt geen zin in, ze hebben genoeg aan hun eigen problemen. Maar eerst moet 70 jaar Onafhankelijkheids-dag worden gevierd, aanleiding om het gedenkteken eens flink op te knappen. Dat klusje pakken de sheriffs samen met de burgemeester aan. Met een penseeltje schilderen ze de letters over om de tekst over de ‘patriottische oorlog voor het socialis-tische vaderland’ weer duidelijk leesbaar te maken. ‘Shit. Valt mee dat Stalin niet genoemd wordt’, mompelt de burgemeester. Intussen contempleert het drietal hoe het dorp zal veranderen als de Russen optrekken. (OvD)

Andreas Koefoed filmde een jaar in een speciale klas in Denemarken waar jonge vluchtelingen Deense taalles krijgen.

‘ Kinderen spreken met elkaar asiel-Deens’

‘Hoe is het om elke dag naar school te gaan terwijl tachtig procent van je klasgenoten binnen een jaar alweer vertrokken is? Hoe maak je nieuwe vrienden? Wie mogen in Dene-marken blijven en wie niet?’ Dat waren enkele vragen die Andreas Koefoed had na het lezen van een krantenartikel over de Rode Kruis-school, waar jonge vluchtelingen hun eerste Deense lessen krijgen. ‘In 2011 besloot ik een jaar lang zo’n klas te volgen’, vertelt Koefoed. De lerares, Dorte Ortved, is meegekomen naar IDFA. Zij weet als geen ander hoe complex én dankbaar het lesgeven kan zijn – ook al krijgt uiteindelijk niet iedereen een verblijfsvergunning: ‘Educatie is nooit verloren tijd.’In Denemarken moet ieder kind in een asielzoekerscentrum binnen één of twee weken in de schoolbanken zitten. Deze kinderen blijken de nieuwe taal bijzonder snel op te pikken. Ortved: ‘Als ze je eenmaal vertrouwen, zijn ze enorm leergierig. En de regelmaat doet ze goed. Binnen een maand of drie begrijpen de meesten al zo’n beetje Deens. Ook omdat ze in gemengde asielcentra met anderen ‘asiel-Deens’ spreken.’Iedere dinsdag verwelkomt de Rode Kruis-school nieuwe leerlingen; alle kinderen die een hoger niveau bereiken stromen door naar een reguliere basisschool. Koefoed volgde een dozijn leerlingen in de voortdurende verande-rende groep van Ortved. Koefoed: ‘Na een korte periode van onwennigheid, accepteerden de leerlingen razendsnel de camera; het filmen werd onderdeel van het schoolgaan.’ Ortved: ‘Ze vonden het zelfs zo leuk dat ze me regelmatig vroegen of zíj vandaag het microfoontje mochten dragen.’

Zo’n zes verhalen zijn in de film beland, met Magomed als hoofdfiguur. Koefoed: ‘Deze Tsjetsjeense tienjarige vond ik zo’n intrigerende jongen. Hij was lastig te peilen, maar krachtig.’ Ook Ortved had een zwak voor Magomed. ‘Hij sprak niet veel, maar had een hoge status in de groep, raakte nooit betrokken bij gevechten en was op een prettige manier zelfverzekerd.’Anno 2015 hebben vier van de zes kinderen, onder wie Mago-med, een verblijfsvergunning. Twee hangt mogelijke terugkeer boven ’t hoofd. Koefoed: ‘Hun ouders zijn psychiatrische patiënten die in Denemarken mogen blijven tot ze beter zijn. Daarna worden de families teruggestuurd. Het leidt tot heftige situaties, want deze mensen moeten zo’n beetje verplicht ziek blijven opdat hun kinderen kunnen blijven. Ik vind het een lacune in de Deense wet dat het lot van kinderen altijd gelieerd is aan dat van de ouders. We spraken onlangs met een twintig-jarig meisje dat ooit op deze school zat en al vijftien jaar in De-nemarken woont. Haar moeder was lang ziek, maar nu ze beter is moeten ze binnenkort terug naar Armenië. Ondertussen voelt dit meisje zich totaal Deens en heeft ze een goede baan.’ Ook Ortved ziet zulke dingen regelmatig gebeuren: ‘Vaak herinneren ze zich hun thuisland nauwelijks of spreken ze hun oorspronkelijke taal amper.’ Qua onderwijs zien ze het anno nu niet zo somber in. Ortved: ‘Hoe druk het momenteel ook is in de vluchtelingencentra, ieder kind krijgt nog altijd onderwijs – zelfs als ze uiteindelijk moeten terugkeren.’ (MN)

De Top20 van de Publieksprijs 2001-2014En nu komen we bij de concrete uitslagen van de Publieksprijs in de periode 2001-2014. Een Top20. Vaste bezoekers herkennen ongetwijfeld titels. Wat valt op, als eer-ste indruk? De scores lopen langzaam op. De films worden steeds beter, het publiek steeds welwillender of beide. Eén film uit 2002 haalde de Top20, Michael Moores genrebepalende Bowling for Columbine. De oudste daarna is er eentje uit 2005.2006 was een topjaar, met drie titels in de Top20 inclusief de allround beste docu-mentaire op IDFA volgens het publiek in de 21ste eeuw (het jaar 2000, waarvan geen volledige data terug te vinden waren, niet meegeteld), Paul Taylors troostrijke aids-documentaire We Are Together.Maar kijk naar de rest van de verdeling en recente jaren doen het veel beter dan de oudste. 2014 heeft maar liefst vijf titels die gemiddeld hoger scoren dan een 9 – een zeer hoge score. Kijk ook even naar de huidige tussenstand van de Publieksprijs, waarop bij het ter perse gaan drie titels 9 of hoger scoorden.

Kijk naar de productielanden (wat feitelijk alleen betekent dat het land geld in de documentaire heeft gestopt) en het is het Westen, Nieuw-Zeeland en Israël/Palestina meegerekend, dat de klok slaat. Wie goed zoekt vindt één Brazilië en één Indonesië. Wat dat betreft is de I van IDFA in deze lijst nog niet internationaal genoeg.

De eerste Publieksprijs werd uitgereikt in 1988, aan de Litouws-Russische documentaire The Last Judgement van Herz Frank. De meest recente vorig jaar aan de Nederlandse Naziha’s Spring van Gülsah Dogan.Toen IDFA in 2007 zijn twintigjarig jubileum vierde is de IDFA Krant-redactie in de archieven gedoken. Zonder overdreven moeite waren alle winnaars van de Publieksprijs vanaf 1988 terug te vinden. Maar alleen vanaf 2001 zijn de complete lijsten met de daadwerkelijke scores bewaard gebleven.

Alle winnaars van de PublieksprijsDe lijst van alle winnaars van de Publieksprijs, vanaf het allereerste festival in 1988, laat een mooie ontwikkeling zien. Als je van 1988 naar 2014 gaat, is het breukjaar 1995. Het begint met Letse en Russische winnaars. Een Franse, een Israëlische. Vanaf 1995 winnen bijna alleen nog westerse landen, vanaf 1998 domineren Neder-landse en Angelsaksische. De oorzaak? Waarschijnlijk de groei van de bezoekersaan-tallen. Cinefielen zijn in de loop der jaren steeds verder in de minderheid geraakt ten opzichte van een breder publiek. De hoofdregel lijkt: we moeten een film kunnen verstaan. De belangrijkste uitzondering vormt het Heilige Land, waarvoor bij het publiek traditioneel grote interesse bestaat, en daarmee tolerantie voor onverstaan-baarheid (en dat volgens de definitie van het Europees Songfestival de facto tot de westerse landen gerekend mag worden).
