Rotterdam timeline LNG bunkering

The LNG bunker infra is (will be) in place

• 2011: Truck-to-ship bunkering Seinehaven (inland

navigation);

• 2015: Dolphin for ship-to-ship transfers including

bunkering (sea going vessels);

• 2015: Truck to ship bunkering sea going vessel;

• 2016: LNG Gate 3, Yukon haven operational loading

LNG bunker vessels (+ bunkering);

• 2017: 1st LNG bunker vessel for ship-to-ship bunkering

(sea going vessels);

• 2018: 2nd LNG bunker vessel for STS (Inland and

sea going vessels)

Further ambition: Shore based bunker facility (inland)

Gate terminal has two jetties in the Nile Harbor, where mainly large LNG tankers berth to unload their LNG cargo into the three 180,000 m3 storage tanks, or smaller tankers load for export. The third berth of Gate terminal can handle vessels of up to 180 meters in length in the Yukon Harbor: 255-metre long, 150-metre wide and 7.5-metre deep.

Simultaneous operations

during LNG bunkering (SIMOPS)

SIMOPS are allowed in Rotterdam if safe:

Risk assessment + risk mitigation + approved documentation

During LNG bunkering it is prohibited to perform other operational activities on board an LNG-fueled ship, unless these simultaneous activities:

a) are specified in the operational documentation of the ship;

b) the relevant operational documentation has been approved by the flag state, and;

c) take place in accordance with the provisions of the relevant

operational documentation.

Dilemma for large ports: To many differences to make generic rules

Solution: Safety framework focused on the LNG bunker facility (LNG bunker ship)

Rely on the (approved) safety studies done for the individual LNF fueled ships;

Focus the regulatory and safety frame work on the LNG bunker facility (including LNG bunker ships);

The bunker facilities will be less in number, and more easy to control by accreditation and licensing;

The bunker facility have to combine their own safe guards and the safe guards of the ship to be bunkered, case by case;

The bunker facility will be the organization in charge and appoint the person in charge (PIC);

They can implement the necessary control zones together with all participants including the Port Authorities;

And then every participant have to take its role to establish the control zone;

Check and enforce;
