Strukturele Oplossingen voor de Crisis
Bernard Lietaer
Masereelfonds, February 14, 2009
Plan
• De Crisis van Vandaag
• Konventionele Oplossingen
• Stukturele Oplossing
• Volgende stappen
Ons globaal financieel systeem is in…
Kosten van bank bailouts (% BNP)
• Zweden 1991 3.6%• VS 1988 3.7%• Spanje 1977-85 16.8%• Japan 1997 24% • Venezuela 1994-5 18%• Mexico 1994 19.3%• Chili 1981-83 41.2%• Thailand 1997-98 45%• Malaysie 1997-98 45%• Argentinië 1980-82 55.3%• Zuid- Korea 1997-98 60%
• VS tot eind 2008 ~50% (7.7 trillion estimate by Bloomberg)
“Empty”
Men zal geen oplossingen vinden “within the box”
“Denk nooit, nooit, “outside the box.”
Thinking out of the Box?
Plan
• De Crisis van Vandaag
• Konventionele Oplossingen
• Stukturele Oplossing
• Volgende stappen
Strukturele Oplossing • WIR systeem in Zwitserland
– Business to Business system (B2B wederzijdig krediet) gestart in 1934

Volgende Stappen• Netwerk Vlaanderen komplementair betalking systeem projekt: geïntegreerd
– B2B projekten in vorming in Frankrijk, Duitsland en Nederland– “Carbon card” Interreg projekt begint in 7 Europese steden (o.a. Brussel)
Opvolging
• www.lietaer.com– Alle technische documenten die deze benadering
ondersteunen
• White paper over “Options for Managing Systemic Banking Crises”– Bestaat ook in het Duits, Spaans en Frans…– Iemand wil Nederlandse vertaling doen?

• Costs of World War II borne by the US : $288 billion, inflation adjusted $3.6 trillion.
• Bloomberg Estimate for banking bailout $7.7 trillion, or 50% GDP
Gevolgen?
• “Let's recognize that this is a once-in-a-half-century, probably once-in-a-century type of event.” Alan Greenspan => terug naar de 1930s?
• “This recession will be long, ugly, painful and deep.” Nouriel Roubini, Prof NY University
• “When the economy enters a downturn, you often hear the experts debating whether it is likely to be V-shaped (short and sharp) or U-shaped (longer but milder).
Today, the economy may be entering a downturn that is best described as L-shaped.” Joseph Stiglitz, Nobel in Economics, ex-Economist in Chief World Bank

Complexity Theory
• Robert Ulanowicz: 25 years of quantitative modeling of real-life ecosystems using complexity, information and network theory
• Key finding: Sustainability is measurable with a single metric as an optimal balance between “efficiency” and “resilience” – These are in turn properties from 2 structural variables: diversity
& interconnectivity.• NB: Emergent properties from a network structure are
independent from what is being processed: biomass in an ecosystem, information in a biological system, electrons in electrical circuit, money in an economy…

Volgende stappen
woningen) – Vlaanderen: pilootproject gestart
• Multi-steden (Dublin, Bristol, Amsterdam, Bremen, Brussels, etc) “Carbon Card Currency” als interregionaal EU-project
