    STATIA N EWS

    I did not feel like writing the Statianews.

    But since people want me to put things in it, I will have to.

    This edition, I decided to give you my opinion.

    Its the Antillean elections on Statia that inspired me to do so.

    The Antillean elections are nothing but a prediction for local elections in 2011. On Curacao more than on the other islands, but still.

    Thats why for me, it is difficult to write about Antillean issues at hand were a campaign can be about.

    I decided to not go into that and sit back and watch.

    For the rest, I give you my opinion about Spatial Planning. The media attention this important issue, which is about the social economic development of Statia is nihil. I heard nothing about it.

    What parts of Statia must be strictly zoned as Agricultural parts? What parts will have tourism? What

    parts will have shops?

    So where do we want our houses to be? Do we want neighborhoods without shops? Residential areas only for residents?

    Do we want special areas for social housing, or do we want social housing all over the island?

    Is there a spot we have to reserve for schools, or

    for the dump and heavy industry? What are we going to do with Zeelandia?

    What are we going to do about clean energy and all the big polluting trucks on the island?

    Must we change our roadsystem?

    I just give you my opinion, please react if you agree or if you dont agree. If you dont agree with me, please react.

    Joshua, the critical voice in the DP, thinks there is only one issue Statia can still fight for. That being the backlog taxes. He says its not fair that government has a debt relief until 2007 and the people still owe government taxes from 2005. He says its even more painful that these taxes will go to local government, who already have a clean slate.

    Saying this, he expresses the distrust he has in local govern ment. He makes it look as if money going to local government is money that is not going to be spend for the benefit of the peo ple that need it most.

    This DP circus was broadcast live on CTC TV. Unfortunately the PLP doesnt have the amount of money the DP has. It costs around 475 guilders to have a public meeting like this broadcast live. The public meeting tonight in Golden Rock, will be on Statias radio 91.5 FM.

    I hope this is the last thing I will write about the elections. I was planning not to write about it at all, because I dont understand any of it. Do our senators hook up with coalition members from other islands? Are they going to be part of certain committees there? Can they really influence local government via Curacao? Is there no way we can back out of that building a large prison with more than 30 cells for prisoners from Saba, Statia and Bonaire plan? The DP is silent about that.

    It seems to me that the political power play is Roy Hooker against the rest. I think all the members in our government, except Adelka, want Hooker to quit politics. He must be very confident about the size of his electorate. His charisma is appar ently so great, that his electorate turned blind. They do not want to see Mr. Hookers greatest neglect: the education of the children on Statia.

    Now I stop. I think I am going to follow Clydes advice. When I met him on the street, and I complained about the puzzling politics, he said to me: Just sit back and watch.

    Did you see Mr. Hooker on CTC when the DP had their first public meeting for the Antillean elections, January 7?

    He was wearing a satin fire brigade colored baseball jacket. Since its a short jacket, you could observe the particular feminine way he moves his hips, when he walked from the audience to the stage. Mr. Hooker looks young and handsome. His eyes have the shape of almonds, like the eyes of a tiger, the white of his eyes and teeth flicker with health and determination.

    Excuse the artistic way in which I describe our honored commis

    sioner. What I want to explain to you is this: Mr. Hooker has cha risma . He has got the same kind of charisma Pim Fortuyn had in Holland, there is something ontwapenend about him, an English word for that would be disarming.

    A charismatic person has a great advantage over others, even if his ideas are unrealistic or his actions are illegal.

    Like anywhere else in the world, the voters on Statia do not vote rationally, they vote emotionally. Its not only the charisma, its the group people belong to and feel safe in, the clan, the church, the friends that makes them vote for someone.

    This is all I can say about the federal elections.

    I dont know what to say about any issues at hand in the federal government that will have an effect on Statia.

    The DP commissioners want no delay with the transition, Roy says he wants us to go on with our lives after 101010. Is Roy talk ing to his electorate, or is he talking to all the people of Statia?

    Statia Library, Thursday January 7 , Mr. Pieter Siebinga, director of the Nationaal Restauratiefonds, Mr. Ron van der Veer, member of the Raad van State, the independent body that advices Dutch government and Mr. Herman George, manager of the Stichting Monumenten Fonds Curacao are trying to help Statia with the necessary steps toward the realization of the restoration of its monuments. Mr. Siebinga, Mr. van der Veer and Mr. George were very optimistic. They assured the press that the monument council is ready to start to work now and within a few weeks, the first histori cal, cultural and environmental important dwellings or places could be official monuments. When Statia has an official Monument List, money can start to be spent.

    When a private entity (an individual, a company, a church, a foundation, etc.) owns a monument, it can apply for a loan to have the property renovated. This loan has an interest rate of 2 percent. Monuments that are owned by government are not under the attention at the moment. You can consider this loan a mortgage; it will cost you, but it will pay off, because it will increase the value of your property. And if you are on the list and you received a loan to fix the roof, your property will be known by Statias Monument Fund. It will then be easier to get a next loan for another part of the renovation.

    The Nationaal Restauratiefonds can give out 1,25 million Euro to start with. This money will be used to give out loans to private entitys (persons, churches, foundations, etc.) Money is no problem, Mr. Siebinga and Mr. van der Veer stated. They are convinced that once the monument list is in place, the process will kick off. They were charmed by the beauty of Statia and Mr. van der Veer sees no reason why a part of St. Eustatius will not be on the Unesco World Heritage list in about ten years.

    The different stakeholders these three gentlemen met with, had one major concern. Do owners have the money to pay back such a loan? Mr. Siebinga, and Mr. van der Veer said they would do their best to see if they can find subsidies for that. They first want to see 3 or 4 projects that are succesfull, they are confident that more will follow.

    Mr. Herman George will be back on Statia in February to assist with this process.

    About Spatial planning, Mr. Kamp suggested to me a while ago, that he thinks the oil tankers spoil the view for tourists. I dont agree, I like to look at the boats, especially at night, and it would be a shame if they were out of sight. These oil tankers make us realize that Statia is part of a big world, without them, we would feel isolated and backwards.

    Since there is a numerus fixus on the Medical Universities in the Netherlands, it should be made possi ble for Dutch students to do at least their first year on St. Eustatius. The current curriculum has to have a Dutch Stream in addition to what they have now. I doubt the necessity of a campus. It would be much nicer if some of the houses in Oranjestad will be used to home the students.

    Since there is no media attention for Statias spatial planning and Statias social economic development plan, I decided to give you my view on this matter. I will use the things I heard at the public meeting about the spatial planning and opinions of people I spoke with. I will probably annoy some of you, you might think of me acting high and mighty, but I still want to say a few things.

    Nobody on Statia, except maybe Koos Sneek wants a golf course. The main reason not to do this is the amount of water a golf course needs and the strain to the environment it is to keep the grass green.

    I dont know how it can be achieved, but if we could get a few cents or even one cent per barrel oil that is stored on Statia, we dont need the Netherlands to

    give us any money at all.

    Shade is very important, one good example is the shade under the Tamarind Trees opposite Spanner Corner, this shady place must be secured:

    There are a lot of vacant lots in Oranjestad. The problem is, that these lots mostly are undivided property, property that belongs to various mem bers of a family. I think its possible to at least plant

    trees and/or plants until ownership is claimed.

    Since St. Eustatius has a tropical climate and tourists still want to hike, they need plenty of opportunity to take a break, sit on a bench under a tree. It must be part of local policy to promote a healthy lifestyle, public space can help to encourage people to walk or ride a bicycle instead of drive a car. Public areas like small parks around the island with shade must be secured in the zoning plan, not only in residential areas, but also in the national parks.

    On page 3, you can see why Oranjestad needs fixing up. I think that when Paramiraweg is a two way street from the corner coming in Oranjestad to the shops, the traffic situation will improve.

    When you dig a well on the Quill, the water is hot. With this hot water, you can generate electricity. You can also generate energy from green waste and there is probably more to do to keep the ener gybills down for individual households like sun pan els. Statia does not need and does not want these mills that pollute the view.

    In my opinion, English Quarters is the best site to rebuilt a plantation and use it as farm and a tourist attraction. It must be a joy to have a picnic there. It would be a nice hike from Lynch Plantation to English Quarters, especially when the tunnel of trees is restored.

    The different lots on the quill and in residential areas that are used for agriculture should be preserved. Oranjestad will be a residential and touristic area, but other neighborhoods could be residential and agricultural areas Small scale farming should be promoted.

    The Atlantic side of the island is very suitable for animal husbandry. From Zeelandia to Lynch Planta tion, English Quarters and then all the way to the Botanical garden. The people that have houses there are lucky, they are secured they will never have more neighbors than they have now.

    On the side of that same road, north as well as south from the airport, neighborhoods can be built. This can partly be social housing and partly self built houses or villas. Shops and cafs will appear on the Atlantic side, the whole area from Cherry Tree to big Stone and further on until the T in the road, will be a residential area, combined hopefully with small scale farming. The view over the roaming cattle and the Atlantic Ocean must be protected. No high buildings on Statia. All the trees along this coast road should be protected and on some parts, new trees must be planted.

    Opposite the sports hall that is being built now, the plan is to make a football field for eleven players.

    The airport area is 100% sure going to be broad ened. Statia has to be able to welcome bigger airplanes, and maybe even be a branch point to take the pressure of St. Maartens airport. It is very easy to load up airplanes with kerosine, since we have the Terminal and the runway is more convenient than the runway of St. Maarten, there are no mountains in the way:

    The left side of the Quill road must be protected. Most of this side of the road is a wall that has been here since ages. This wall was built to manage the rainwater coming down the Quill. The big trees that give so much shade must be protected too.

    This has not much to do with spatial planning, but since Im at it, the traffic situation at the bottom of Rosemary Lane must be changed, it has to be a two way street from Cuvalays place going down.

    like Grand Case, two rows of restaurants and cafs and beach bars. To the left as well as to the right of this marine, tourism can be developed. The plan is to enlarge the beaches. Mr. Cuvalay suggested this can be done by renovating the old wall 50 meters from the coastline. The beach south of the present harbor should be reachable and so should Crooks Castle. It seems a good idea to move the Water installation further south or north along the Caribbean Sea.

    On the picture below, you see the area that is des tined to be the heavy industry zone. Maybe this is a good spot for a gas station too.

    A Harbor road is supposed to go from the pier that is now in use by the Terminal to the heavy industry area on the south side of the airport. This road will go past an old plantation site, that must be pro tected.

    Its probably against the Dutch law to have a gas station or a shop that sells gas bottles in a residential area. Maybe one day, we can have a HEMA at this spot

    Statia needs more people to have an economic basis to be attractive for investors. The planning bureau hopes we will double our population in the years to come. On the meeting about spatial planning, most people did not like the idea of pensioners coming to the island. It is also not desirable to have a gap be tween the rich and the poor. It is preferable to have young families with children come and live on Statia. Not people that send all their money to their home land, but people that spend their money here on

    Statia.

    When the beaches are enlarged, when a marine har bor is in place, when larger airplanes can land on the airport and restaurants, tourism will not automati cally come. On the meeting it was said that Statia does not really have a clear image. Why should a person choose Statia above Saba or St. Kitts? What is special about Statia? The diving around Statia appar ently is better then around Saba, Statia has all these traxes of the past, but still, tourist are not coming.

    The Mall is situated in a residential area, and the DROB workplace does not belong there. If I had a say in it, I would start a ambachtsschool in the Mall. ut has a large pit. This pit is too dangerous. The Mall could be suitable for a school with practical educa tion and a place where students can do various traineeships. The DROB buildings can be used for carpentry, a music school can be situated here, the radio and television studio can be used for trainee ships too. I think that a school in the middle of the community is very lively and pleasant for the neighborhood.

    I end my story with Statias first priority.

    Well, thats all I could think of.

    All around the island, more public space and more bars and restaurants and sport facilities will make it more enjoyable for local young people to live here and more fun for younger tourists to come visit the island. Stenapas efforts with internships are a good example.

    In the zoning plan, it would be good to protect agri cultural land in residential areas. Initiatives for small scale agricultural activities should be honored. (but first we need a head of the LVV department...)

    The historical core is a tourist asset, but it is also a quiet residential area. The empty houses in Oran jestad must be renovated and used for instance as student houses. If you own a house in Oranjestad and you rent your place, you dont have the obliga tion to pay taxes. I would take this measure to pro mote people to do something with their dwellings.

    dard will attract students from Holland. This is very good for the community, especially when they inter act with local people.

    Zeelandia will probably remain a remote area, in the zoning that would be residential and touristic. At the moment, the roaming animals in that area are the main problem. The nesting of the turtles is very important, the hike up the national park must be made easier with benches and so on, but for the rest, this

    area must remain a quiet and secluded place.

    At the meeting about the spatial planning the prob lems in education came up. Everybody on Statia agrees that this is top priority. Since St. Maarten and Curacao will not work with the Dutch exams after the transition, the standard of education se

    cured to be on a Dutch

    level, will attract parents and their children who are ambitious and want their children to study in Holland. Smart students will upgrade the level in the classroom. We need an enormous quality input and the matter of the language of instruction is still unsolved. I find Dutch must be a compulsory subject, so must Dutch social sciences and history. But the exams

    must be in English, the language of all our surround ing islands and the US, were we depend on for busi ness, tourism and trade.

    Slavery is one of them.

    But! Bear in mind this!

    Statia is the only island in the region that has ruins of free black villages. On Statia black men were in trade, a black man was a captain, some whe re rich.

    In these glorydays of the West Indian Company, when Holland was still in possession of New Amsterdam, free black people were working side by side with the Dutch and the Jewish people.

    Noted is even that a black man went to Holland to persecute his Dutch business partner or creditor.

    Free black people were treated equally in Holland. The war between the Patriots and the Royals (koningsgezinden) had a great influence in further development of new freedom.

    Benjamin Franklin and John Adams traveled to Holland and were inspired by the Dutch ideas of peoples sovereignty.

    This was before the French Revolution.

    So, in history, Holland is a country that is independent.

    Independent, a normal thing to be.

    The history of the Caribbean islands is very different. In some instances, the bloodshed of the past never left the island.

    The heroic storys are unknown, historical education never existed.

    Since the Netherlands never had a sponsor and the Netherlands has a great fate in power to the people, they always thought it would be best to give a lot of money and a lot of freedom. (that is, when trade, racism and religuous influence from the mothercountry lost their power) Lots of freedom without checking the development of the people.

    About religion: One of the principals in the constitution of Holland is the seperation of religion and state. Politics is about Facts and not about Faith, is my interpretation.

    The Dutchman made a big mistake not to check to see if religion and state are seperated in the Dutch Antilles. One thing for sure is that the Catholic schools and the Catholic church on Curacao had a great say in the policy of education on all the islands. Saba, St. Maarten and St. Eustatius could have been independent by now if religion was not involved in educational central policy. They never decided to do what they thought was best, because money came from Curacao, so Curacao decided.

    I say Fuck the solution, I am the problem, because the problem is politics. Politics can only be normal when you are an independent country. Only then, you really have to make choices. What are we going to do with the taxpayers money, how can we equally divide our wealth, how can we develop?

    To develop, excellent education is the first priority.

    Education is proirity number one in Singapore. Every students must speak and write fluently in English.

    In Singapore, all politicians must have a university degree and experience in an important setor of the international business world.

    Keep the ones that can be independent without being a politician . Throw all the others out! You can do that when you vote! Annemiek

    If the dismantling of the Antilles is the solution and the mismanagement of the islands is the problem, all involved should wear this t shirt.

    Since this is Statianews, that focuses on Statia, I normally dont discuss the whole dismantling process. And I am not an expert either, I have read that the dismantling of the Dutch Antilles has been Hollands wish for a long time allready.

    Other former colonies, that is Indonesia and Suriname are independent for a long time.

    Indonesia fought for its freedom. I have been in Indonesia in 2007 and I

    have seen hard working people with a strong culture. My best friend in Holland is Indisch, that is, her parents and parents parents are from Indonsia. These families came to Holland and now, a large number of the people in these families never went to Holland. They all like to go to the Pasar Malam, a big yearly Indonesian market in The Hague, but none of the Young people ever went to Indonesia, there are no close relatives there.

    Indonesia has its problems and the islam doesnt seem to have a great influence on progress, but when you see the people, when you drive around and you see all this hard work they are doing, you are impressed. At least I was impressed with the fastness, the busyness and the kindness of these people. Its strange some times to experience their modestness and submissiveness. As a big white person from Holland, they must feel hatred for you too. I never had proof of such feelings though, it took a few weeks, but when we left, we felt we were comforted with a soft fuzzyThis culture bears no traces of having ever h blanket by these people.

    I think a people that are proud, are a people that are independent.

    On a small Caribbean island, being independent is very difficult.

    Why?

    Because of politics. A Caribbean island needs a lot of money coming in to develop. It needs an airport, a harbor, Communications with the World that work perfectly (internet, satellite) and to have continuity, the Electricity must work perfectly. So a lot of Caribbean islands are sponsored.

    The Netherlands originally is not a country that has ever been sponsored. In the old World, de seven provincien were the First to fight for sove reigtny for the people. Holland was First in Europe with a new power: the middle man. That is: the man that is in trade, the man that is not royalty, but makes his own living.

    The Netherlands is small compared to the rest of Europe and always has been dependent of trade. Trade is not being sponsored, trade is making money. We all know what cruelty Holland went through for this money.

    Mr. Roland Lopes and Mr. Charles Lindo of Statias Tourist office, flew off to Holland last Saturday. They are going to promote Statia at the Vakantiebeurs in Utrecht. Owner and manager of Golden Rock Dive Centre Glen Faires will attend too.

    They will be present in the Caribbean village, check their website .

    Tickets for the Vakantiebeurs are 12,50 if you order them online.

    Every year, around 300.000 people attend the vakan tiebeurs. This is the fifth year St. Eustatius is Promoting tourism. Statia is visited mainly for diving and relaxation.

    Statianews has been following the work in pro gress at the Mansion. The kitchen is working, the showers are working, a number of partys and camping weekends have been organized, so its time to promote tourists to come and join a fruit juice at the Congo Preserve. Or to come and take a tent and camp at the Congo Preserve.

    Ronny Courtar, landscaper and Charles Lindo, tourist foundation, are planting trees around town. They are planning to plant one or two trees or plants every week. An almond tree was planted by the museum, a white flower plant was planted by the round about, another tree is planted at the beginning of Sandy Road. Two coconut trees are ready to be planted by the Catholic Church. No money is involved in this project. Ronny Courtar says he has a lot of big trees to be planted, all they need is volunteers to help them with this job.

    Mr. Kenneth van Putten lives in the dwelling from 1768, that was housing the minister of the Dutch Reformed Church back then. When St. Eustatius was the busiest port in the world, trading everything you can imagine, a Dutch reformed minister lived there. Black Harry, the Methodist preacher that preached in the open field at the end of the 18th century was whipped by one of these minister; Runnels. The story goes that when Black Harry was deported from the island, he cursed St. Eustatius.

    Mr. van Putten is proud to live in a house with such a historic background. He started to renovate the house, the ceiling is going to be renewed. He doesnt want to wait until his dwelling is an official monument, he says it takes too long.
