Earlier Product Certification SchemeEarlier Product Certification Scheme

Quality Scheme for the Production and Supply of

Concrete (QSPSC) ()

Jointly developed by the HA and the Hong Kong

Quality Assurance Agency (HKQAA) (

) in 1991 for ready mix concrete

Subsequently specified in HAs contracts on top of

in-situ quality control and testing regime ()

QSPSC was later implemented as a policyrequirement by Development Bureau () and a

regulatory requirement by Buildings Department

Prerequisites for Implementation :Prerequisites for Implementation :

1. Manufacturers must be certified to ISO9001first.

2. Product Conformity Certif ication Scheme (PCCS) for concerned materials must beestablished.

3. Certification Bodies (CB) must beaccredited by Hong Kong Accreditation Service (HKAS)() under Innovation and TechnologyCommission (ITC) (). HKAS is advised by

Accreditation Advisory Board (AAB) ()comprising external stakeholders.

4. Testing Laboratories to be HOKLAS () accredited or recognised under Mutual

Recognition Agreement (MRA) () with HKAS.
